Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. MembersAbsent: None. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, CityAttorneyandLindaGinn, Deputy City Clerk. WORKSHOP SESSION1. THUNDERBIRD PASEO (ACDC): BID ADDITIVES On May 16 in workshop session the City Council reviewed the bid additives for the Thunderbird Paseo (ACDC) and directed staff to provide some drawings depicting the overlooks at 59th Avenue and 67th Avenue for their review. Mr. Lee Stanley, Leisure Services Director, detailed the conceptual drawings for the Council. Vice Mayor Tolby stated he felt the cost of the overlooks were too steep for what they provided and felt that the money could be better spent at other park sites. Mayor Renner stated he felt the 59th Avenue overlook should be retained in the additives because it would provide a focal point to the Thunderbird Paseo and give it an identity. Several members of the Council registered their concern with the amount of shade that would be produced from the type of roof depicted in the conceptual drawings. This item will be placed on a Council agenda for formal consideration. 2. MASTER PLAN FOR PARK SITE - 63RD AVENUE AND THUNDERBIRD ROAD Tim Ernster, Deputy City Manager, Community Services, stated that this is a request to review the proposed Master Plan, as developed by Wirth Design Associates, for the 23 -acre park site at 63rd Avenue and Thunderbird Road and a portion of the Thunderbird Paseo. Also, direction is requested on the improvements to be included in the first phase of the development. 32- On April 25, the City Council reviewed the proposedplan. The Council requested that the Parks and RecreationAdvisoryCommissionconsiderincreasingthesizeofthetwoyouthbaseballfieldssothattheycouldalsobeusedforadultsoftball. To do this would necessitate the removal ofthelightedsoccerfieldfromthe23 -acre park. At the May 8 Commission Meeting, discussion took placeregardingadvantagesanddisadvantagesoftheproposedchange. It was the consensus of the members that, becausethereisonlyonelightedsoccerfieldinGlendale, theproposedplanshouldremainunchanged. Also, there are manyballfieldsformulti-age groups and none specifically foryouthbaseball. The Commission felt that since the Plan istheresultofinputfromcitizens, special interest groupsandtheneighborhoodsadjacenttotheparksite, it shouldremainthesame. A motion was passed that the CommissionrecommendtotheCityCouncilthattheMasterPlanremainas originally proposed. Mr. Ernster further stated that the Parks and Recreation Advisory Commission at their meeting on May 8 failed to agree on a name for this site. Staff would like to present suggested names for consideration. Direction is also requested on the improvements to be included in the first phase of development. Kevin Moore, Wirth and Associates, presented the options which were: Option 1 Major Improvements: 11 tennis courts, 4 racquetball courts, control building, 2 youth baseball fields, 1 adult softball field, concession building, support utilities, park and landscaping. Estimated cost: $1,932,884 Option 2 Major Improvements: 11 tennis courts, control building, support utilities, parking, and landscaping. Estimated cost: $1,080,800 Option 3 Major Improvements: 5 soccer fields, road and parking areas, and irrigation support items. Estimated cost: $ 730,348 33- Option 4 Major Improvements: 3 youth baseball fields, concession building, 5 soccer fields, childrensI play area, parking, landscaping, support utilities and on-site improvementsEstimatedcost $2,658,216MayorRenneraskedifheunderstoodcorrectly that theParkandRecreationCommissionrecommendedOption1. Staffrespondedpositively. Mayor Renner said he was inclined togowiththerecommendationsmadebytheParksandRecreationCommissionastheyhadheardthecitizenswishesandcommentsatacoupleofpublichearings. Council suggested the tentative use of the name of PaseoRaquetCenterfortheparkasthiswouldreflectthemajorinvestmentatthesite. This item will be brought back to Workshop for further review. 3. 1989-90 BUDGET AND CAPITAL IMPROVEMENT PROGRAM City Manager Vanacour stated that at Workshop on May 9, the City Council reviewed the proposed operating budget for 1989-90. This budget totaled $77,000,000 for all operating funds in the City and included a recommended four (4) percent merit increase for all City employees. Vice Mayor Tolby asked staff if the City was getting more into debt than they should be. Art Lynch, Finance Director gave Council percentages showing that the City is in very acceptable shape. Ken Martin, Deputy City Manager, Management Resources, detailed the budget and answered questions from Council. Mr. Martin said a public hearing will be scheduled for the regular Council meeting of June 13th, formal adoption will take place at a special meeting on June 20th and the property tax levy will be set on June 27th. This item will be placed on the Council agenda of June 13th for formal consideration. 4. MAYOR'S YOUTH ADVISORY COMMISSION YEAR-END PROJECT The Council was shown a video that was filmed on April 26, 1989, in cooperation with Glendale Cable, Fire and Police Departments and numerous health and civic organizations, entitled, "Operation Prom -Grad." The program was part of a valley -wide effort to make teenagers more aware of the 34- dangers of drinking and driving. The event was held atIronwoodHighSchoolandpresentedatanassemblyofalljuniorsandseniors. Members of the Commission acted as four teenagers whospentgraduationnightcelebratingatSouthMountain. Thedriverofthevehiclehadbeendrinkingandthesubsequentaccidentisdramatizedasemergencyvehiclesarrivedonthescene. The twelve minute video will be delivered to each highschoolandjuniorhighschoolinGlendalefortheiruse. ThedramatizationwillbeheldatadifferentGlendalehighschooleveryyearasapartof "Operation Prom -Grad." AlongerfortyminuteversionoftheproductionwillbeshownonGlendalecablefortherestofthisschoolyearandnextyearasapartoftheprom -graduation season. This item is for information only. 5.
