Mayor Renner called the Workshop Session of the GlendaleCityCounciltoorderintheWorkshopRoom, B-3, in theGlendaleCouncilChambers. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. MembersAbsent: None. Also present were Martin Vanacour, City Manager; GordonL. Pedrow, Assistant City Manager; Peter Van Haren, CityAttorneyandLindaGinn, Deputy City Clerk. Mayor Renner introduced David Barrat and Rene BarstockoftheGLADprogramwhowereinattendance.
WORKSHOP SESSION
1. REVITALIZATION RESOURCES FOR FOCUS AREAS
City Manager Vanacour stated that for greater efficiency
and production, the staff is submitting for review several
program changes including a streamlined rehabilitation
program for use in an owner -directed rehabilitation project.
Other changes will further clarify the homeowner's
responsibility as an applicant for public funds for
rehabilitation.
Paul Ludwick, Neighborhood Resources Director, stated on
March 28th, the Council approved the expansion of the
revitalization programs to designated neighborhood focus
areas. Enhancement focus areas are designated by the
Neighborhood Enhancement staff only after a few of the
neighbors have requested designation. Staff would like to
propose that the criteria for a further designation as
revitalization focus areas be that neighbors request
revitalization assistance and agree to participate in their
own self-help projects. The residential rehabilitation
program in these areas would be less extensive as the housing
stock is newer. This new program would be used in addition
to the current levels of technical assistance.
The proposed new streamlined procedure would require
that the homeowner be responsible for preparation of
blueprints, or plans; seek contractor bids from the
Division's approved contractor list and essentially serve as
project manager of the rehabilitation project. Staff would
continue to prepare the work write-up, see to procedural loan
closings and review all requests for disbursements. Site
inspections for adherence to construction conformance will
not be eliminated.

Mr. Ludwick further stated that staff has also preparedarevisedOwner's Certification and Agreement. This newdocumentispatternedcloselyafterfederalloandocumentsandwouldclearlyandcompletelycovertheresponsibilityofanapplicanttotheCityintheuseofrehabilitationfunds. Concerns were registered about rehabilitating a homethatwasnotofsufficientvaluetomerittherehabilitation. Staff replied that their specifications have been made morestringentandtheywerecurrentlyrehabilitatinghomesthatwouldhavelongereconomiclifeasopposedtoolderdeterioratinghomes. Council also suggested that a thirdpartybeappointedasaliaisonbetweentheCityandthehomeownertoassurethatallresponsibilitiesofeacharemet. This item will be placed on a future Council agenda forformalconsideration.
NAMES FOR CITY PARKS
Lee Stanley, Leisure Services Director, stated this is a
request to review names that have been submitted for the park
sites at 63rd Avenue and Thunderbird Road and 59th Avenue and
Union Hills Road. The Parks and Recreation Advisory
Commission invited the public to submit names for the two
sites, and sixteen individuals submitted names for
consideration.
On March 13, the Commission voted unanimously to
recommend that the site at 63rd Avenue and Thunderbird Road
be named Festiva or Sportsman, and the site at 59th Avenue
and Union Hills be named Foothills or Tranquility.
Discussion ensued and the general consensus was that
Council liked Foothills for the 59th Avenue and Union Hills
park site but would prefer a name that indicated the location
and somewhat of the type of activity that would take place at
the 63rd Avenue and Thunderbird park site.
This item will be placed on a future Workshop agenda for
further discussion.
3. REZONING APPLICATION Z-88-30: NORTH SIDE OF GLENDALE
AVENUE BETWEEN 83RD AVENUE AND 91ST AVENUE
Jerry Swanson, Deputy City Manager, Community
Development, gave a brief summary of the rezoning request and
stated there were three property owners involved.
Mr. Bob Coons, Planning Director, further detailed the
proposal by stating this is a request to rezone 280 acres
from A-1 to PAD. The applicant proposes to develop the site
with a mixed use Planned Area Development including 239 acres

of residential uses, 19 acres of shopping center, 8 acres ofoffice, a 4 -acre public safety site, an 18 -acrepark/retention/school site, and 4 acres of additionalretentionarea. The proposal is in conformance with the land uses anddensitiesestablishedinthenewGeneralPlan. A maximum of973dwellingunitswouldbeallowedonthispropertyinaccordancewiththeGeneralPlan. The proposed PAD requestcontains956units. Detailed development information willneedtobesubmittedandapprovedpriortosubsequentdevelopmentplanorpreliminaryplatapprovalsofanyportionoftheproperty. At the April 6, 1989 Planning and Zoning Commissionmeeting, two neighbors spoke in opposition to the request. Their primary concerns were the location of future roadways
and the possible conflict of higher density residential uses
adjacent to rural land uses. The Planning and Zoning
Commission recommended approval of the request, subject to
seven stipulations. Stipulation No. 1 has been modified
because the applicant has already addressed these concerns in
a revised Development Plan Map dated April 25, 1989.
Concern regarding street alignment and improvement and
responsibility of funding was registered by two property
owners in the area.
Councilman McAllister voiced his displeasure with the
proposed 5,000 square foot lots and adequate size park sites.
Council also received a letter from a Peoria School Board
member stating the Board's dissatisfaction with the proposed
plan. Overall consensus of the Council was that this plan
needs some more revision before it's brought to a regular
Council meeting.
This item will be placed on a future workshop agenda for
further discussion.
4. INTERGOVERNMENTAL REPORT
Marion Porch, the Intergovernmental Liaison, briefed the
City Council on various legislative issues.
