Mayor Renner called to order the Workshop Session of GlendaleCityCouncilintheAirportConferenceRoomintheGlendaleMunicipalAirport. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. Members Absent: None. WORKSHOP SESSIONINTENTTOFORM IMPROVEMENT DISTRICT NO. 56 (59TH AVENUE ANDCACTUSROAD)
Mr. Ken Reedy gave a brief presentation on the procedure for
forming an improvement district and stated that A -M Homes,
the developers of Marshall ranch, have requested that an
Improvement District be formed to accomplish the improvements
to 59th Avenue and Cactus Road. A -M Homes has agreed to
enlarge the district to improve the major streets in this
area. The proposed boundaries are 59th Avenue from Sunnyside
Drive to the ACDC, Cactus Road from the ACDC to 61st Avenue,
and 51st Avenue from Cholla to the ACDC. The district will
provide improvements to the streets, sanitary sewer, street
lighting, landscaping, storm drainage facilities, and utility
undergrounding.
A preliminary phase will include a meeting with the property
owners proposed to be included in the improvement district to
provide them with information as to the proposed district
boundary, cost estimate, method of assessment, and
preliminary individual assessments. The purpose of this
meeting will be to determine property owner sentiment towards
the district so the City can make a final decision as to the
extent of the district.
A -M Homes has agreed to guarantee design and construction
costs for improvements bordering Marshall Ranch along Cactus
Road and 59th Avenue.
If the City decides not to proceed with the district there
will be no cost to the City for the preliminary work.
Mayor Renner asked what kind of timeframe would be involved
in getting the improvement district to the award of
construction. Mr. Reedy replied that it would be about six
months.
Discussion ensued regarding the pecan trees at the northeast
corner of 59th Avenue and Cactus. Staff stated that the
first row of trees would have to be removed and the second
row could and would be saved and incorporated in thelandscapingoftheproject. This item will be placed on a regular agenda for councilaction. SECOND QUARTER BUDGET STATUS REPORTMr. Ken Martin gave a summarization of the city's budgetstatusasoftheendofthesecondquarterofthisfiscalyear. A more detailed report will be distributed to the CityCouncilpriortotheregularlyscheduledBudgetandFinanceCommitteemeetingonFebruary16. Mr. Martin stated that theexpenditureswererightontargetforwheretheythoughttheywouldbeatthispointintheyear. He also stated they wereontargetwiththerevenueexceptintheareaofbuildingpermitsandright-of-way permits which is a direct result of
the downturn in building construction.

PUBLIC SAFETY/COURTS COMPLEX
Captain McCown, Police Department, gave a report on the
progress of the Public Safety/Courts Complex and stated that
it was progressing per schedule. The schematic design
interior space locations and sizes) has been completed and
the architect is starting the design and development stage of
the process where the exterior designs will be
conceptualized.
The City presently has control of all the properties for this
project and most of the tenants have been relocated with the
assistance of the Economic Development group. The city is
proceeding with court action on only one parcel, and hope to
have ownership on the remaining parcels within the next
ninety (90) days.
Project Control, Inc., the project managers are now involved
in estimating the costs of the project to ensure that the
complex will be within budget.
Mayor Renner asked what departments would be relocated back
into the Public Safety complex from their present locations.
Captain McCown stated that Traffic Services, Motorcycle
Officers, Accident Investigators and some Covert Operations
would move into the new Public Safety building when
completed.
Vice Mayor Tolby asked if the projected costs of the complexwouldraisethepropertytaxes. Assistant City ManagerPedrowrespondedthatitwouldnotraisethepropertytaxes. This item will be placed on a regular agenda for councilaction. Mayor Renner commended Chief Rose and the Police DepartmentfortheworktheydidinhelpingsolveacaseinNewJersey. ECONOMIC DEVELOPME11TPhilGardner, Economic Development Director, briefed Councilonthedowntowneconomicdevelopmentactivitiesthatareunderwayand/or proposed. Mr. Gardner then announced the formation of an Arizonaeconomiccouncil. This would be a regional organization to
focus on economic development valley -wide. It's name will be
the Greater Phoenix Partnership and is designated to
formulate a plan on how regional economic development will
work in the Phoenix metro area and what roles the individual
cities will play. In the new plan, the cities will have the
responsibility for developing policy, implementation and
providing most of the funding.
