HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 6/28/1988i MINUTES OF THE WORKSHOP SESSION OF THECITYCOUNCILOFTHECITYOFGLENDALE, MARICOPA COUNTY, ARIZONA HELD TUESDAY, JUNE 28, 1988, AT 3:00 P.M. Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Huffman, Hugh, McAllister, and Tolby. Member Absent: FalboCONSENTAGENDADistrictSystemPlanThecitizensofGlendalehavevotedtochange the currentat -large election system to a six district election system. In order to develop the best possible plan which reflects thethoughtsofthepublic, meets the legal criteria of the U.S. Voting Rights Act and is unique to Glendale, a Technical Staff Task Force was appointed to set a process for achieving this goal. Initial research indicated the wisdom of using a consultant experienced in districting to assist in the development of our plan. Seven requests for proposals were sent to firms with this background. Three firms were interviewed by the Task Force. Marion Porch, Larry Stephenson and Warren Smith briefed the council on the public meetings held on June 22 and June 23. Traffic Safety School The City Council has been offering the traffic safety school option to juveniles since 1983, and to adults since April, 1987. Upon successful completion of the course, the offender's traffic ticket is dismissed. Presently, the course is conducted by the Arizona Safety Associatnon. The City Judge intends to publish a Request for Proposal (RFP) for the purpose of determining whether the quality and/or terms of the course may be improved upon. The RFP will be sent to existing traffic safety schools which provide traffic safety education in the county, and to other interested organizations. THe RFP also retains the right of the City to contract with more than one provider if more than one best offer is received. Judge Sid Mitchell, gave a brief description of the RFP and the process. Mayor Renner asked if the RFP would address the dual cross over. Judge Mitchell stated there is not a school that will guarantee the violator has taken another class at another school but they could screen for Glendale attendees. There being no objections, this item will proceed with theRFPandcomebacktoworkshopwithrecommendations. Update of Marketing Department ActivitiesInordertobringCouncilup-to-date on the city's marketingactivities, Marketing Director Paula Brictson will presentexamplesofeconomicdevelopmentbrochuresandvideosproduced, editorial space obtained, economic developmentnewsletterspublished, restaurant market research results andrestaurantsiteanalysisreports. Marketing objectives for the coming year will be discussedincludingdevelopmentofeconomicdevelopmentstrategiesandprogramsandcitizenmarketingefforts. Paula Brictson, Marketing Director, briefed the council onmarketingactivities. This item was for information only. Intergovernmental Report Marion Porch briefed the council on legislative issues.
