Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. Members Absent: None. CONSENT AGENDAImprovementDistrict No. 55 - 59th Avenue and PeoriaOnMay25, 1988, staff held a meeting with property ownersincludedinproposedImprovementDistrictNo. 55 to receiveinputwithrespecttotheformationofthedistrict. Improvements to be constructed and tentative costs were
discussed. Based on input from the meeting, it is
recommended that the City consider as an alternative,
reconstituting the improvement district to provide
improvements to those parts of the streets which do not
contain at least two lanes of traffic.
In discussion with property owners, 76 percent would support
the improvement district as revised.
Phil Gardner, Economic Development Director, briefed the
council on the district.
Mayor Renner asked when the protest period would begin. Mr.
Gardner stated 3 days after the June 28th day.
Vice Mayor Tolby asked if the area across from Sahuaro Ranch
would be improved. Mr. Gardner stated the area would not be
improved.
This item will be placed on a regular agenda for council
action.
Councilman Bellah stated it was his understanding the people
on the eastside of 59th Avenue wanted three lanes and some on
the west did not. Mr. Gardner commented there was some
discussion on the southwest corner. Councilman Bellah asked
if it would be of any benefit to have two improvement
districts. Mr. Gardner stated we would have to coordinate
two projects which he felt would be complicated.
Councilman Falbo commented he had concerns the costs would be
increased to both the property owners and the city, he felt
the entire area should be included so that the streets would
not have to be torn up a second time.
Mayor Renner told the property owners that were present iftheyhadanyquestionstocontactPhilGardnerWORKSHOPAGENDAFY1988-89 Operating and Capital BudgetsInadditiontoformalreviewsbytheBudget and FinanceCommittee, the full council has reviewed and discussed the88-89 operating budget in workshop session on May 24 and 31, and the capital budget on May 31. The tentative budgetpublichearingandadoptionisontheJune14formalcouncilagenda, with final adoption scheduled for June 28. Marty Vanacour, City Manager, gave a brief presentation. Mayor Renner stated he appreciated the efforts of everybodyinvolvedinthisyearsbudgetpreparation.
Update on Price Club & Neighborhood Concerns
There has been two meeting with the residents around the
Price Club to act as an intermediary between the City,
residents of the area, the Price Club and Mr. Stegall who
owns property behind the Price Club. There are many issues
to be worked out before the final meeting is held with
residents. The majority of concerns can be satisfied.
Marty Vanacour, City Manager, briefed the Council on the
concerns and the resolutions found for the residents of the
area.
Councilmember Bellah stated he had concerns with right turn
only when leaving the Price Club and felt if this becomes a
problem it be looked at at a later date.
Mayor Renner asked the council be advised when the final
meeting will be scheduled.
Outer Loop Schedule: I-17 to I-10
At the May meeting, the Arizona Department of Transportation
Board approved the new five year plan which somewhat modified
the construction schedule of the MAG Freeway/Expressway
program. Because estimated revenues from the half cent sales
tax are now projected to be approximately $140 million
dollars less over the next five years than anticipated, the
schedule for the completion of the Outer Loop has slid by
approximately 2-3 years.
Gordon Pedrow, Assistant City Manager, updated the Council on
the schedule.
Vice Mayor Tolby stated his concern for the interchangesbeingbuiltlast. Mayor Renner complimented staff for the work that has beendoneonthisproject. Overdue Library Materials Policy and ProceduresAreviewofthelibrary's overdue materials policy andprocedureshasbeenconductedinresponsetotheescalatingnumberoflibrarymaterialsthathavebeencheckedoutandnotreturned. The staff is proposing modifications in theoverduepolicyandremindersystem, the use of an outsidecollectionagency, and in severe cases, prosecution in ordertomoreeffectivelyrecoverlibrarymaterialsthatpatronshavefailedtoreturn. This proposal has been reviewed bytheCityAttorney's Office, and the Library Advisory Boardhasunanimouslyvotedinsupportoftheimplementationof
these measures.
Use of an outside collection agency has been very successful
in the City of Tucson. Staff located two companies that
handle overdue library materials and recommends utilization
of the services of the firm that charges a percentage of the
money and material actually collected as opposed to a flat
fee for every referred account. The forty percent commission
charged on all recovered monies and/or materials as well as
postage and clerical costs incurred by the library for
overdue materials retrieval will be passed on to the
delinquent library patrons.
Rodeane Widom, Library Director, briefed the council on the
proposed program.
Councilmember Falbo asked if staff made phone calls as a
reminder. Ms. Widom said they use to do that but there are
to many and it takes to many staff hours to accomplish.
Mayor Renner suggested the overdue reminder be made with
larger print or color the word overdue in red. Ms. Widom
stated they were thinking of ways to make them more imposing.
Vice Mayor Tolby said he felt this was the worse example of a
collection letter he had seen, there is too much copy, they
demand no action, they must be simple, short and demanding.
Vice Mayor Tolby asked if the patrons keep the book is it
theft. Ms. Widom said it was. Vice Mayor Tolby said to let
them know that in the collection letter.
Mayor Renner asked if a patron was allowed to continue
checking out books if they had overdue books. Ms. Widom said
they were not. Mayor Renner asked if their cards were taken
away. Ms. Widom said no but any fine for $2 or over were notallowedtocheckanymorebooksout. Mayor Renner asked if that was per household. Ms. Widom saidonlyforthecardholder. Mr. Ernster said they would checkintocrossreferencingaddresses. Councilmember Bellah asked if the collection agency was notabletocollectdidtheyfilewithsmallclaimscourt. Ms. Widom said that was one option. Councilmember Bellah stated he thought it might be moreefficienttohiresomeonetodothisfulltimeinstead ofpaying40% to an agency. This program will begin in September. This item will be placed on a agenda for council action when
a contract is prepared.
Intergovernmental Report
Lori Lieberman briefed the council on air quality. Dave
Iwanski gave an update on water issues.
