HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 5/10/1988MINUTES OF THE WORKSHOP SESSION OF THECITYCOUNCILOFTHECITYOFGLENDALE, MARICOPA COUNTY, ARIZONA HELD TUESDAY, MAY 10, 1988 AT 3:11 P.M. Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Falbo, Huffman, Hugh, McAllister, and Tolby. Members Absent: None. Draft Regional Transit TeamOnApril28, the Regional Public Transportation AuthorityRPTA) unveiled the draft Regional Transit Plan. The draftplancallfor: an elevated, automated rapid transit system; a commuter rail system; a large expansion of existing busservices; specialized services for senior citizens anddisabledpersons; priority lanes on freeways and streets for buses, carpools and vanpools. RPTA will be seeking comments on the draft plan for the next several months. Discussion of the draft will be indicated at the regional, sub -regional and local levels. In Glendale may groups and organizations will be asked to review and comment on the draft plan. These groups include the Downtown Development Corp., Airport Commission, GUT Team, Transportation Committee of the Chamber of Commerce, and the Planning and Zoning Commission. Finally, City Councils throughout the county will be asked to endorse a final plan in August which will be referred to the voters for funding. Larry Miller, Director of RPTA, presented the draft. Councilman Bellah stated he felt the west valley is not getting their fair share. Mr. Miller stated by 1995 the City of Glendale will have the first ART phase from 59th & Glendale to ASU and stated he felt the system was well balanced. Mayor Renner stated he felt ASU West should be considered for service. Mr. Miller said after their evaluation they felt local bus service would be a more valuable tool for now. Vice Mayor Tolby commented that he also felt ASU West should be considered. Councilman Falbo also encouraged service at ASU West and the Thunderbird Medical Corridor. Vice Mayor Tolby asked if there was enough space in present freeway designs to build centers or stations. Mr. Miller said there was on the papago but the maricopa was more difficult but unlikely stations would be wanted because of the congested nature of the development. Vice Mayor Tolby asked if the Rapid Transit System would gototheairport. Mr. Miller said terminal 4 has a shell of astationbeingbuildtodaywhichtheCityofPhoenixhascommitted8milliondollars. This item will come back to workshop after public responsehasbeencompiledandarevisedplanhasbeenreviewedby theboard. Mayor Renner on behalf of the council thanked the GlendaleTransitAdvisoryCommission, the Downtown DevelopmentCorporationandtheGUTteamfortheirinvolvement. Park VendorsAsthecity develops more parks, especially like SahuaroRanch, Murphy Park and Thunderbird Park, we continue to receive requests from vendors to sell food, balloons, etc., at these facilities. These types of activities can provide a needed service if they are minimally regulated. Terry Sharp, Management Resources Deputy City Manager, briefed the Council on the ordinance. Councilman Bellah stated he had concerns with breeching the contract with Sahuaro Ranch snack bar. Mr. Stanley said the proposed ordinance gives us the authority to designate areas within the park where they can sell from. Councilman Bellah stated he did not feel that was necessary just to limit the time of selling in certain areas. This item will be placed on a regular agenda for council action. Intergovernmental Report Marion Porch briefed the City Council on legislative issues. Lori Lieberman gave a brief update on air quality.
