Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Huffman, Hugh, McAllister, and Tolby. Members Absent: Falbo. Glendale Festival of the ArtsIn1987theGlendaleArtsCouncil and the City of GlendalejoinedhandsinanefforttoenhancetheGlendaleFestival oftheArts. An increase in audience attendance from 2,500 in1986to6-7,000 in 1987 at the "Festival in the Park" atteststothesuccessofthisevent. Increased attendance and thehigherqualityofexhibitspresentedarelargelyattributed
to strategic program improvements including the addition of
advertising and entertainment made possible by the city's
financial assistance.
The Arts Council is requesting $11,900 in city support. This
is less than requested in 1987 as a result of a $5,000
corporate sponsorship for entertainment obtained by the Arts
Council. $7,300 will be devoted to advertising as compared
to last year's $2,700. Extensive research of other arts
festivals has revealed advertising is key to achieving
greater audience attendance and to obtaining a greater number
of high quality exhibitors.
The remaining amount, $4,600 will be used to cover festival
set-up cost. The Glendale Arts Council and city staff agree
that eventually the Arts Council will be able to assume its
own set-up costs, and the city's $11,9000 sponsorship can
then be devoted solely to the much needed advertising.
Elaine Scruggs, President of the Arts Council, gave a brief
presentation.
Councilman Bellah stated he felt this was a very worthwhile
event but suggested the name be "Glendale Festival in the
Park".
Councilman Tolby stated he did not agree with the total
number of attendees.
Mayor Renner asked when this would be held. Ms. Scruggs said
October 15 and 16.
This item will be placed on a regular agenda for council
action.
1988-89 Residential and Commercial Sanitation RateAdjustmentsAnupdateofthePublicWorksSanitationFiveYearOperationalandFiscalManagementisbeingrecommended forCounciladoption. The report recommends adjustment ofResidentialandCommercialSanitationrateseffective July 1, 1988. The recommended sanitation rate adjustment for FY 1988-89 areanaverage4% increase to small bin commercial sanitationratesanda $1.00 monthly per home residential sanitationrateincrease. The commercial sanitation rate increase allows for neededadjustmentsinthefeeschedulesothattheratesaremoreappropriatelycoveringthecostsofprovidingindividualservices. The recommended residential sanitation rate
increase of $1.00 per home monthly continues the approved
plan to increase the service charge each fiscal year until
the service is self-supporting. The increase will allow the
fund to be come self-supporting in 1988-89.
Tom Martinsen, Public Works Deputy City Manager, briefed the
Council on the update five year plan.
Mayor Renner asked if the operation center would have phone
service on weekends. Mr. Martinsen said they would have a
answering service on weekends only.
Councilman Bellah suggested sending notification this is the
last year for the residential sanitation rate increase.
Mayor Renner complimented Tom and his staff on the work they
have done.

Project Update: Westcor Regional Center, 7510 West Bell Road
The City's project review team for the Westcor Regional
Center project will be updating the Council on project
progress. The developer and the project team have been
working on plans in conjunction with the City of Peoria,
residents of the Hidden Manor neighborhood, and other
adjacent property owners and are nearing an agreement on a
recommended development master plan.
Gary Fulk, project leader, updated the council on the
progress of the project.

workshop with further updates.
