Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Huffman, Tolby, FalboandHugh. Member Absent: Heatwole. CONSENT AGENDAReviewofthe Directory of Neighborhood ServicesAtcouncil's request, a mockup of a Neighborhood Notebook: ADirectoryofNeighborhoodServiceshasbeenprepared. Staffwouldlikecounciltoreviewandgivedirectiononthedirectory. Improvement of Palm Lane - Glendale Community College This is a request to review a proposal to improve an area on the campus of GCC, known as Palm Lane for the purpose of providing additional parking spaces for heavily used events at Sahuaro Ranch. The propose improvements include replacing dead or missing palm trees, a lighted granite path between the palms and a gated on -way road from Mountain View Road to the student parking area. Fees for Youth Aquatics, Sports and Playground Program This is a request from the Budget Committee to recover more of the operational cost for recreational program through user fees, but to set fees for youth at a level that affords all youth an opportunity to participate. The proposed fees are: Swim Lessons -$5; Swim Teams -$10; Pool Rental -$25; and Baseball/Softball-$10. These items will be placed on a regular agenda for council action. WORKSHOP SESSION Grand Avenue Desian Concent For the past 24 months, the City has been working with the Department of Transportation and its consultants to arrive at an acceptable design concept for Grand Avenue. In June 1986, the concept which was prepared by the consulting firm of Parsons, Brindkerhoff Quade and Douglas was approved by the council and accepted by the Department of Transportation. This concept provided for Grand Avenue to be improved in fivephasestoahighlevelexpressway. Since the completion of the study, ADOT has retained the firmofTudorEngineeringtorefinetheGrandAvenuePlan. TudorEngineeringisproposingaradicallydifferentconceptforthisfacility. Their recent proposal is for an elevatedfreewaywhichwillleavemuchofexistingGrandAvenueas alocalaccessroad. They are proposing this concept primarilybaseonitbeingacheaperfacilitytobuild, easier tomaintaintrafficduringconstruction, and its capacity forcarryingtheestimatedtrafficdemandintheyear2010. Staff has reviewed the preliminary information provided byTudorEngineeringandhasanumberofseriousconcernswhichwhichshowsalackofunderstandingofGlendale, our downtownprogram, and the past recommendations of Glendale staff andCityCouncil. This concept has been reviewed by major property owners and businesses along Grand Avenue. Gordon Pedrow, Assistant City Manager, briefed the Council on the project. Bob Michelson, ADOT, and Mile Ellagoode of Tudor Engineering presented their Grand Avenue concept. Mayor Renner asked what ADOTs charge to Tudor Engineering was. Mr. Michelson stated they were hired as a general consultant with two major responsibilities - to develop a general plan for the corridor and to oversee or manage the activities of specific design consultants. Maryor Renner asked if this had been done on the Parson Brinkerhoff concept. Mr. Michelson said this is where they recognized there were issues creating problems. Mayor Renner asked if the concept agreed upon by the City and ADOT had been set aside. Mr. Michelson stated no it was to be carried through the environmental impact statement development process. There has been no decisions made on a concept yet. Councilman Tolby asked if the City of Phoenix or Peoria has bought into this change. Mr. Michelson said no. Councilman Tolby asked if there had been public meetings. Mr. Michelson said yes. Councilman Tolby asked if it was normal procedure before the cities had a chance to comment. Mr. Michelson stated the cities should want to know what the people had to say about the alternative. Mayor Renner stated he appreciated the offer to continue the dialogue and assured him it would be and also speak to the five year plan recommendation deleting the overpass at Camelback. Request for Street Dedication - Chaparral Ranch Patio HomesI, II, IIICityCouncil considered a request by residents of ChaparralranchsubdivisiononFebruary16, 1988, workshop to dedicatetheirprivatestreetsystemtotheCity. Property ownersstatedtheirprimaryconcernwasregardingpublictraffic useontheirprivatestreets. Staff studies determines no conditions present which wouldwarrantcityacceptanceoftheprivatestreetsystem, and infact, relatively light traffic volumes and speeds were notedontheprivatestreetsbutstaffofferedtoinstallsignstodeterthroughandrandomtrafficfromthesubdivision. Tom Martinsen, Public Works Deputy City Manager, gave a briefpresentation. Councilman Huffman asked if routine police patrol was done in this area. Mr. Brady stated it was done but no traffic enforcement. Councilman Bellah requested a copy of the report be given to the President of the Homeowner Association. Councilman Tolby stated he would like to see a policy set for taking over streets. This item will be placed on a regular agenda for council action. Landfill Operational and Fiscal Management Plan Update The Public Works update recommends upward adjustment of the previously approved FIve Year Landfill Rate Schedule effective July 1, 1988. The recommended rate adjustment is an additional $2.00 per tone charge for 1988-89; and additional $5.00 per tone over the prior approved rate for 1989-90; and a $6.00 per tone increase to the prior approved rate for 1990-91. The adjustments are needed to stablize the waste stream which has significantly increased due to rate disparity between the Glendale landfill and other landfills, and to provide additional revenue for implementing state mandated environmental regulations now being written. Tom Martinsen, Public Works Deputy City Manager, gave a brief presentation. Councilman Tolby stated the Utility Committee is recommending the adjustments. This item will be placed on a regular agenda for councilaction. City Sanitation Code RevisionLandfillratesincludedumping fees of $10.00 per ton; asurchargefor "hard to handle" wastes of double theprevailingpertonfeeat $20. per ton; a non -prorated annualpermitfeeoffourtimestheprevailingpertonfeeat $40. per year; and a guaranty deposit for new charge accountcustomersof $100., based on an amount equal to disposing oftentoneofwastematerials. The recommendations of the updated "Landfill Operational andFiscalManagementPlan" include an increase in the surchargefor "hard to handle" wastes from double to five times that oftheprevailingpertonrate. In addition staff isrecommendingapermitfeeofthreetimesthatofthe prevailing rate and allowing proration; and continuing the guaranty deposit upon establishing an account at an amount equivalent of ten tons of waste materials. The changes proposed would become effective as of July 1, 1988. If approved the "hard to handle" wastes surcharge rate would be $70 per ton; the annual permit fee would be $42; and the guaranty deposit would equal $140. respectively. Council Comments Councilman Tolby presented a plaque to the City of Glendale he received from the Friends of the Library.
