Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Huffman, Heatwole, Tolby, Falbo and Hugh. Members Absent: None. CONSENT AGENDARezoningApplication Z-88-03: 75th - 91st Avenues, GlendaleAvenuetoFrierDrive (Planning and Zoning Commission) This application is a request initiated by the Planning andZoningCommissiontoestablishinterimzoningonthe516acresrecentlyannexedintotheCity. City zoning must be
established on the property within six months of annexation.
The proposed changes in zoning include County Rural 43,
R1-10, R1-6, R-3, R-4, C-0, and C -S to A-1 (Agricultural
Residence) and County C-3 to C-2 (General Commercial). The
proposed zoning is generally consistent with current land use
which includes agricultural and low density residential uses
and two small commercial areas at the intersection of 83rd
Avenue and Glendale Avenue. The proposed C-2 commercial area
at the northeast corner of this intersection includes a
convenience market, while the northwest corner includes a
cocktail lounge and an auto repair facility. Property owners
within the area of the request and adjacent property owners
were notified by mail. Several of the property owners were
also notified by telephone or in person to explain the
process. Many of the property owners within the area of the
request are participating in the Planning and Zoning
Commission General Plan workshops. All future rezoning
requests and development proposals will be consistent with
the General Plan. The Planning and Zoning Commission
recommended approval of this request at their February 18,
1988 meeting.
General Plan Amendment GP -88-03 and Rezoning Application
Z-88-04: Southeast Corner of 59th Avenue and Bell Road
Steven Earl)
General Plan Amendment GP -88-03 is a request to amend the
General Plan from industrial/office park to commercial retail
for a 26.5 acre parcel at the southeast corner of 59th Avenue
and Bell Road. Rezoning Application Z-88-04 requests a
change from M -P (Industrial Park) to PAD (Planned Area
Development) for a 141 acre parcel at the southeast corner of
Bell Road and 59th Avenue. The general plan amendment is
consistent with the objectives of the Bell Road Corridor in
encouraging the establishment of additional employment
opportunities. The intent of the Talavi Business Park as
defined in the application, is to create a high qualitybusinessparkincorporatingemploymentuses (lightindustrial/office) and commercial usesretail/services/hotel). The propose mixed use developmentisconsistentwiththeintentofthePADdistrictandcomplementsplannedandexistingdevelopmentwithintheBellRoadCorridor. The residents of Sunburst Farms, located onthesouthsideofParadiseLane, have continued to beinvolvedintheproposeddevelopmentofthisproperty. Theyhavemetwiththeapplicantseveraltimesandexpressedtheirsupport. The Planning and Zoning Commission recommendedapprovalofGeneralPlanAmendmentGP -88-03 and RezoningApplicationZ-88-04 at their February 18, 1988 meetingsubjecttotheprojectteamstipulations. The Planning andZoningCommissionamendedstipulationnumbertwowithstaffconcurrencetoprovideforfinancialassurancesinlieuofconstructionofallimprovementsintheinitialphaseofdevelopment.
There being no discussion the two consent items will be
placed on a regular agenda for council action.
WORKSHOP SESSION
Sales Tax Canvass
It has been shown that some tax revenues are being lost under
the existing state collection system, and that a special
canvass is in the best interest of Glendale. After having
intensified audit efforts and initiated a systems definition
project with Pannell Kerr Forster, a new field investigation
would be another step which would move the City in the proper
direction. A door-to-door survey conducted by Glendale in
1983 found that of approximately 2000 business, 10% did not
have sales tax licenses; 27% were licensed but not paying any
tax; and 3% were under -reporting. A new door-to-door canvass
conducted by part-time, temporary employees would have many
benefits.
Since funds are budgeted in the Sales Tax Division of the
FInance Department and the program would involve the hiring
of temporary employees, no formal council action is
requires. Any amnesty program would require formal action.
Art Lynch, Finance Director, briefed the Council on the
special canvass.
Mayor Renner asked what the timing on this would be. Mr.
Lynch stated they would kick off as soon as possible. Mr.
Sharp stated is should be started in April with at least two
or three months for the canvass.
Councilmember Bellah asked if the $5 rate was just for the
canvassers. Mr. Lynch stated it was.
Councilmember Bellah asked if there were projections of therevenues. Mr. Lynch stated they had general information butnonumbersworkedout. Mayor Renner asked if the Chamber of Commerce would beutilizedagaintopublishthisinformationintheirnewsletter. Mr. Sharp said they would. Councilman Huffman stated he felt there should not be anamnestyprogram. Councilman Tolby said he did not feel amnesty would work andwouldbeabused. Professional Services - Public Safety Headquarters and CourtsComplex
In December of 1987, an RFP was prepared and publicly
released for architectural services for the proposed public
safety headquarters. Staff received twenty-one responses. A
selection committee reduced to six the number of firms to be
considered. On February 10, 1988, personnel from each of
these six firms gave detailed presentations to the committee.
The consensus of the committee is to retain the Benham Group,
in concert with Wendell Mounce and Associates for this
project, providing that acceptable negotiations may be
completed. There were a a number of qualified firms,
however, Mr. Mounce in conjunction with the Benham Group, has
put together an outstanding architectural team and has the
best understanding of Glendale's needs.
Asst. Police Chief Bob Irish briefed the council on the
project. Wendell Mounce gave a slide presentation on other
facilities they have completed.
There being no objections this item will be placed on a
regular agenda for council action.
Draft MAG Particulate Plan
During the past 18 months, the City of Glendale has been
working as a member of the MAG to address the region's air
quality problems. A new regional air quality plan was
required by the Environmental Protection Agency as part of
the stipulated settlement of the lawsuit filed by the Arizona
Center for Law in the Public Interest.
The is the final element of the Air Quality Plan. In June of
1987, the carbon monoxide and ozone elements were submitted
to EPA. The final particulate plan must be submitted by MAG
on May 1, which means the individual jurisdictions must
indicate their commitments to various elements by April 11.
The draft plan contain a total of 49 measures. 44 of thesewerepreviouslyincludedinthecoandozoneelements. The15newmeasuresaddresstheprimarysourcesofparticulatepollution. The GUT team has reviewed the new measures proposed in theplan. The team has indicated support for some of themeasuresandconcernsaboutothers. Lori Lieberman, Management Assistant, briefed the council onthe15newmeasuresfortheplan. Cinco De Mayo FiestaTheannualfiestasin May and September, which are usuallyheldatRoseLanePark, are the major non -grant fund raisersfortheGlendaleYouthCenteroperation. In the past, those
fiestas have been held at Rose Lane Park and have received
considerable support from City departments. The fiesta has
outgrown Rose Lane Park, and in any event, Rose Lane will not
be ready for use by the beginning of May. The Youth Center
Board has discussed the possibility of bringing the fiesta
downtown with the Downtown Development Corporation, and has
received the endorsement of the Corporation Board. Since
some of the requests for assistance this year are for new
assistance, staff would like to meet with Council to discuss
the requests and receive direction.
Paul Ludwick gave an overview of the fiesta changes.
Mayor Renner asked if there were any changes to the service
requests. Mr. Pompa stated they would like to extend the
beer permit from two days to three days and if possible have
a shuttle from Rose Lane Park to City Hall. Mayor Renner
responded the shuttle may not be possible due to the lack of
time but will have to investigate the additional requests.
Councilmember Bellah said he felt it was good idea to have
the shuttle.
Additional information was requested on the liquor permit and
the other permits will be placed on a regular agenda for
council action.
Intergovernmental Report
Marion Porch, Intergovernmental Liaison, briefed the Council
on legislative issues. Lori Lieberman briefed the Council on
air quality.
