Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Huffman, Heatwole, Tolby, Falbo and Hugh. Members Absent: None. Design Alternatives for the Paradise Corridor: 75th AvenuetoOuterLoopInFebruary, 1987, the City Council approved and alignmentfortheParadiseCorridorasitpassesthroughtheCityofGlendale. The approval carried with it a number ofstipulationsaimedbybringingtogethertheproposed drainageforthefacility, the existing Grand Canal and the City's
proposed linear park. The relevant stipulations included:
1) the final drainage solution shall consist of a
multi-purpose, improved open space concept (wash) similar to
Thunderbird Paseo or Indian Bend Wash. This earthen channel
was to be used for the drainage west of 75th Avenue, 2) west
of 55th Avenue the expressway shall be depressed or provide
the appearance and impact of a depressed facility equal to
the Superstition Freeway in Tempe and west of Mesa, 3) the
Grand Canal shall be carried over the depressed Paradise
facility and be maintained north of the expressway. The
Grand Canal, the drainage wash and the linear park shall be
combined to provide maximum benefit to the surrounding
neighborhoods.
Since the approval of the alignment by the Arizona Department
of Transportation, staff has been working with BRW and ADOT
engineers to analyze an appropriate design concept for the
Paradise facility. During this period of time, the Parks and
Recreation Commission has also reviewed conceptual plans for
the Grand Canal Linear Park as it would interface with the
Paradise Expressway.
Staff is prepared to present to City Council its preferred
design alternative for this facility west of 75th Avenue. It
is important that the design concept for the Glendale portion
of this facility be established as soon as possible so that
developers and residents can make appropriate decisions
regarding their property.
Rick Pilgrim, BRW, gave brief overall comments and Ralph
Bloom discussed the design concept in detail.
Councilmember Bellah stated he thought the drainage canal was
to be used as part of the park system. Mr. Pedrow commented
as part of the linear park system some of the canal water may
be taken and put into lake system and then back into the
canal system but so far we have not agreed upon a successfulwaytofititintotheearthendrainagechannel. Mayor Renner asked what was the next step. Mr. Pedrow saidtheCitywouldgowithADOTtotheMarchhearingwiththisbeingthepreferreddesignalternative. Mayor Renner stated he appreciated the effort that went intothisproject. This item will be placed on a workshop agenda prior to thepublichearing. Price Club Plaza Site Plan ReviewTheprojectteamhascompletednegotiations with Price Clubregardingelevationsandsiteplanforthisproposeddevelopmentatthenortheastcornerof59thAvenueandBell
Road. The proposed project is to be developed by a joint
venture lead by the Price Company, a California Corporation,
and will be developed in phases, with the first phase
consisting of a Price Club containing 112,000 square feet
with a freestanding 4,000 square foot tire service center.
The first phase will also include all perimeter landscaping,
berming and screen walls for buffers between the commercial
uses and adjacent neighborhoods to the north, east, and the
parking area which will service the Price Club.
Phil Gardner, Economic Development Director, gave a brief
presentation.
Councilmember Bellah asked what would be seen from the east.
Mr. Sedlmeier responded the top ten feet of the building
which will be 200' in from the property.
Mayor Renner asked if the entire site was still to be
developed. Mr. Gilbert said the Price Club will be involved
in the development of the entire site.
Councilmember Tolby asked if the Price Club could move to the
west and put smaller building to the east. Ms. Hicihari
stated they has considered several alternatives and this is
the best place.
Councilmember Tolby asked if the noise factor for the tire
center has been considered. Mr. Sedlmeier says there is a
60' landscaped buffer.
This item will be placed on a regular agenda for council
action.
Arizona Canal Diversion Channel (ACDC) Cost Sharing Agreement
This is a request to discuss the ACDC Cost Sharing AgreementwiththeFederalGovernment. For over 14 years the City of Glendale has been working withtheUSArmyCorpsofEngineersandtheMaricopaCountyFloodControlDIstrictonthesiting, right-of-way acquisition, design and Cost Sharing Agreement for the ACDC. The ACDC isalsoreferredtoastheThunderbirdPaseo. The Agreement, which is in keeping with the previous CityCouncilreviews, proposes that the City and FederalGovernmenteachcontribute $1,501,015 for certain landscapingandrecreationimprovementfeatures. There are also fivefeaturesthattheywillnotcostshare, which staff suggestsbebidasalternates. These features are: 59th Avenueoverlookshelter, 67th Avenue overlook shelter; irrigationautomatic), all-purpose paved area (four sand volleyballcourts) and hard surface courts (two basketball courts).
Tim Ernster, Community Services Deputy City Manager, briefed
the council on the cost sharing agreement. Lee Stanley,
Leisure Services Director presented the recreational
improvement and amenities in the first phase of the project.
Councilmember Falbo suggested dropping the overlooks and put
the other features back in the budget. Mr. Ernster said they
want to go to bid on the overlooks to see if the cost would
come down, but they could be dropped at any time.
Mayor Renner asked if the flood control district will take
care of the erosion. Mr. Stanley stated prior to
construction start-up the district would do the repairs.
Vice Mayor Heatwole asked if there were lights for the
bicycle/jogging path for security purposes. Mr. Stanley
stated there are no lights in some areas.
Vice Mayor Heatwole and Mayor Renner suggested the security
be looked at. Councilmember Tolby also suggested patrolling
the area. Mr. Vanacour said they would explore the
concerns. Mr. Reedy suggested pedestrian lighting which is
mounted low and will not shine in the neighborhoods.

Reprogramming Community Development Block Grant Funds
Community Development Block regulations require that when
there are substantial changes to budgets for a City's CDBG
program, the City must provide an opportunity for citizens'
comments prior to reprogramming those funds and notify HUD of
the change to the "Projected Use of Funds." At the present
time, there is a need to consider the reprogramming of funds
from the 1987 CDBG contingency fund to the Glendale FamilyDevelopmentCenter's acquisition/relocation project, and alsofromthefacadeprogramtothedowntownparkingproject. Paul Ludwick gave a brief presentation. This item will be scheduled concurrent with a regular agendaforapublichearingandcouncilaction. Primary ElectionTheCityClerkpresented information to bring the Council uptodateonelectionmatters. Glendale's 1988 Legislative Program and IntergovernmentalReportMarionPorchupdatedtheCouncilontheSecondSessionof the
38th Arizona Legislature.
