Present at the meeting were: Mayor Renner, Vice -Mayor Heatwole, Councilmen Bellah, Huffman, Tolby, Falbo and Hugh. Also present were Martin Vanacour, City Manager; Gordon Pedrow, Assistant City Manager; Peter Van Haren, City Attorney; DeputyCityManagers, Tom Martinsen, Bob Spaulding, and Tim Ernster; Scott Lazenby, Management and Budget Director; Ken Reedy, CityEngineer; Jerry Swanson, Planning Director; David Iwanski, WaterResourcesDirector; Dave Prescott, Planner; Phil Gardener, Economic Development Director; Julio Zapata, Management Assistant; Christopher Turner, Management Intern. Minutes: 10:00 a.m. - 1:00 p.m.
Martin Vanacour gave some introductory remarks about the Capital
Improvement Plan (C.I.P) Budget. Scott Lazenby presented several
different bond capacity scenarios.
Tim Ernster spoke on city park improvements, specifically
detailing the improvements to Sahuaro Ranch Park. Council
indicated a need to look more closely at these improvements.
Gordon Pedrow spoke next on the planning process of the proposed
Public Safety Headquarters. He also spoke on the lease purchase
agreements for some fire equipment. The Mayor indicated that the
Public Safety building was the number 1 priority for capital
building projects in the upcoming year.
Ken Reedy spoke next on major street and water retention
projects. Tom Martinsen indicated that several street improvement
projects are well into the planning stage. Council indicated that
59th Avenue is a priority. Vice Mayor Heatwole indicated that the
city take a closer look at 67th Avenue.
Bob Spaulding introduced the general land use plan for the City of
Glendale. Jerry Swanson and Dave Prescott addressed several
specific areas of the plan. They spoke on the land use
classification system, traffic circulation and proposed land use
changes. Dave Prescott spoke about the character areas of
Glendale and specifically on the over all traffic patterns and
level of traffic congestion in the city. The Mayor indicated the
need for more formal workshops on the general plan.

Phil Gardener spoke next about the progress on downtownredevelopment. He explained the superblock concept as well as anupdateonpossiblelocationsforthePublicSafetyHeadquartersandaCommunityCenter. He updated Council on the LincorFinancialCenteranddiscussedtheproposedsolutiontothesignageproblem. Lastly he spoke on the urban design concept andwhatitwilldofortheCityofGlendale.
