Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Heatwole, Tolby, andHugh. Members Absent: Falbo and Huffman. MUNICIPAL ART PLAN - HOWARD POSTTheGlendaleArtsCommissionhas approved the commissioningofArtistHowardPostforthenewmainLibrary. The artwork will be hung on the east wall in the maincirculationareaandwillbeapproximately13' x 181. Thecostoftheartworkwillbe $22,500, which will be paid from
the Municipal Art Fund.
Tim Ernster, Community Service Deputy City Manager, gave a
brief presentation. Mr. Bob Page described the art work.
This item will be placed on a regular agenda for council
action.
TOWN CLOCK
The Glendale Arts Commission and the Citizen Ad Hoc Committee
have approved the design for the Town Clock. The 111890
Street Clock" has been selected. The clock is 1616" in
height, made of cst aluminum with four back -lit clock faces.
Chimes are not recommended for the clock.
The cost of the clock is $19,925, plus shipping cost, which
is estimated at $3,000. The suggested location for the clock
is the southeast corner of Murphy Park. The clock would be
easily seen by anyone entering the downtown area.
Lowell Rogers gave a brief presentation.

GISLATIVE ISSUES
Jack DeBolske, Executive Director of the League of Arizona
Cities and Towns, and Marion Porch briefed the council on
legislative issues.
PROPOSED STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES AND
PROJECTED USE OF FUNDS FOR THE 1987 CDBG PROGRAM
Over the past several months the Community DevelopmentAdvisoryCommittee, City staff, and the citizens of Glendalehaveworkedtogether, with Council direction, to develop alistofproposedactivitiesandfundinglevelsforthe1987/88 Community Development Block Grand Program. A publichearingwasheldbeforetheAdvisoryCommitteeonFebruary18, 1987 to receive citizen participation in the applicationprocess. Normally, the staff and the Advisory Committee are insubstantialagreementintheirrecommendations. However, this year staff is recommending that the CDBG program include100,000 for land acquisition for downtown parking and thatthesefundsbetakenfromthe $156,165 recommended by theAdvisoryCommitteeforrelocationoftheGlendaleDevelopmentCenter. If the council wishes to subsidize the relocation of the
Glendale Development Center, it could still reserve any
portion of the $56,165 for the center, provided that the
Center could raise the remaining funds and is willing to
comply with the applicable requirement of the Uniform Real
Property Acquisition and Relocation Act.
A "Proposed Statement of Community Development Objectives and
Projected Use of Funds" will be published on April 24th. A
second public hearing, which will be held before the City
Council, is scheduled for May 12, 1987. The complete
application will be submitted to HUD on or about May 29th,
1987.
Marty Vanacour, City Manager, gave a brief presentation.
Mayor Renner asked when the report on the total City
involvement in Social Service area would be ready. Mr.
Vanacour said it would be at the 4/21 workshop.
Glenn Goodrich, Chairman of the Community Development
Advisory Committee presented the projected use of funds for
1987.
Paul Ludwick presented where the money would go and what
would continue to be done.
Mayor Renner asked under the residential rehab program what
number would be involved next year. Mr. Ludwick said 15 to
20.
Councilman Tolby asked is there was a plan on how the money
would be used for the Family Development Center. Mr. Ludwick
stated he was not aware of a specific plan for the relocation
but the council could be reserved until the method of
relocation was identified.
Councilman Tolby said he would like to see a concrete planandthenbeaskedtoparticipateinacertainpercentageorcertainactivity. Councilman Tolby asked if the one stop center could housethem. Mr. Ludwick said they are looking for more squarefootagethanavailablethere. Councilman Tolby would like to see their plans and objectivesbeforeheagreestoanyfunding. This item will come back to workshop for further discussion. ESCORT SERVICES ORDINANCEThisordinanceprovides authority to regulate and licensepersonsactingasescorts, Escort Bureaus, and EscortIntroductionServices. It has been found in the past that
some escort service agencies were involved in illegal
prostitution. This ordinance will allow us to minimize the
possibility of this continuing and/or occurring in the
future.
Jack Rose, Chief of Police, gave a brief presentation.
Vice Mayor Heatwole asked who would enforce. Chief Rose
explained the finance department would take the applications
the police department would investigate and follow through.
Vice Mayor Heatwole asked if this would increase personnel.
Chief Rose said he felt there would be no increase in
activity at all.
Vice Mayor Heatwole asked if our neighboring city does not
have a ordinance could Glendale do anything about it. Chief
Rose said only if any of the conduct was occuring in our
City.

PENDING DEVELOPMENT IN THE HISTORIC AREA AT SAHUARO RANCH
The City's capital program for restoration of historic
buildings at Sahuaro Ranch is quickly coming to a point where
architectural design should begin on the Main House and the
Fruit Packing Shed. Funds are budgeted in the FY 86-87 Parks
Bond Program to restore the Main House and stabilize the
Fruit Packing Shed. However, these projects should not be
designed and constructed until the question of a restaurant
in the historic area of the Ranch is addressed.
Staff is concerned about the economic feasibility and
potential negative impact of a restaurant and is requesting
direction from Council regarding their interest in pursuingtheissuefurther. A City Council member has suggested that the City hold areceptionforafewrestauranteurstoseektheirprofessionaladviceonwhetherarestaurantattheRanchwouldbeeconomicallyviable. Such a reception to obtain thisinformationwillassistinmakingafinaldecisionregardingthisissue. Marty Vanacour, City Manager, gave a brief presentation. Councilman Tolby suggested having a reception for restaurantstogetprofessionalopinionsongettingarestaurantontheRanch. Councilman Bellah asked what kind of restaurant is the Citylookingfor. Councilman Tolby said they were not sure and
are asking for advice.
Vice Mayor Heatwole said he agreed that something needed to
be done.
This item will move forward with a reception done in the next
3 months.
DEFENSIVE DRIVING SCHOOL OPTION FOR ADULTS
The City Court presently offers an option to juveniles cited
for a violation of a minor moving traffic violation to attend
the Defensive Driving School, upon completion of which the
court dismisses the citation. The court is currently
studying the issue of whether the option should be offered to
adult drivers. The purpose of the program would be to (1)
educate drivers in safe driving techniques with the hope that
accidents would be avoided, (2) permit drivers with generally
good driving records to clear their records and avoid
increases in insurance and (3) to possibly save clerical time
for the court by reason of the diversion of the cases. Many
cities around the state offer this option to adult drivers.
The argument made against the program is that it allows
drivers to avoid the responsibility for their offenses.
Judge Sid Mitchell gave a brief presentation on the program.
Councilman Tolby asked if the Judge sat through one of the 8
hour classes. Judge Mitchell said he had not but did have
others attend and they all felt it was worthwhile.
Mayor Renner asked if any traffic ordinance would need to be
modified. Mr. Van Haren stated the judge has the authority
in the sentencing options.
Vice Mayor Heatwole asked what offenses this rule would notapply. Judge Mitchell replied, DWI, drag racing, leaving thesceneviolationsandwrecklessdriving. The council agreed this option should be made available tothepublic. RESPONSE TO QUESTIONS ABOUT THE GENERAL PLANAttheworkshopsessionofJanuary29, 1987, the staffpresentedthelatestupdateandschedulefortheGeneral PlanAmendment. Council asked that the project team follow-up onseveralquestions. The project team has provided the CityCouncilwithresponsestoquestionsthatwereaskedattheCityCouncilworkshopconcerningthenewgeneralplan'sformatandprocess. The General Plan project team willelaborateonthoseresponsesattheworkshop. As you willnote, the General Plan has many format options. It can be as
specific or general as the Council desires.
Jerry Swanson, Planning Director, presented the general plan.
Mayor Renner asked if this was on schedule. Mr. Prescott
stated they are within one week of presented schedule and
anticipate the first four elements of the plan going to
Council in May.
Mayor Renner asked if circulation plans would be completed
for downtown as part of the general plan. Mr. Prescott said
the motorized ciruclation for downtown would be complete.
