Vice -Mayor Heatwole called to order the Workshop Session ofGlendaleCityCouncilinConferenceRoomB-3 of the CouncilChambers. Council members present were: Bellah, Huffman, Tolby, Falbo arrived at 3:30 pm and Hugh. Members Absent: Renner. ASSUMING JURISDICTION FROM THE STATE FIRE MARSHAL TOPRESCRIBEMINIMUMSTANDARDSFORFIRESAFETYInaccordancewithstatelaw, ARS 26-335 as amended May 3, 1984, the State Fire Marshal's Office shall prescribe theminimumstandardsforfirepreventionthroughoutthestate aswellascities, towns, or fire districts. All cities with a population over 100,000 may assume this jurisdiction from the state fire marshal if they have a nationally recognized fire code in force, modified or unmodified. By assuming this jurisdiction, the City of Glendale could take control of its own destiny and allow more flexibility with respect to fire regulations. The city attorney has developed an ordinance amending the city code in accordance with ARS 26-335. Chief Crabtree gave a brief presentation. Vice Mayor Heatwole asked if the City could adopt codes according to the bill. Mr. Van Haren said we would be allowed to adopt our own if we have a fire code in place. Vice Mayor Heatwole asked if enforcement cost would go up. Chief Crabtree stated there would be no cost incurred by taking over this jurisdiction. Councilman Tolby asked if we would have jurisdiction over the schools and public buildings. Chief Crabtree said they would still be state jurisdiction. This item will be placed on a regular agenda for council action. TELEPHONE EQUIPMENT AND SERVICE REQUEST FOR PROPOSAL On January 6, 1987, City Council authorized staff to issue a Request For Proposal (RFP) for citywide telephone equipment and services. Twenty-one copies of the RFP were distributed to the telephone equipment vendors. Nine vendors responded to the RFP, with six submitting detail proposals. A selection committee comprised of staff members was formed to evaluate the proposals. The preliminary evaluation focused on three major factors: 1) cost (initial installation of the Main Public Library), 2) financial stability of the proposers, and 3) adherence to the technical specificationsassetforthintheRFP. Based on the results of theevaluation, a short list consisting of Pacific Telephone, TELEX, and US West was established. Additional analysisincludingreferencechecks, site visits, service and warrantyagreements, training programs, compatibility with existingtelephonesystemsandgrowthpotentialwasconsideredbeforearrivingatafinalrecommendation. Recommendation is thatTELEXbedesignatedasourprimarytelephoneequipmentandservicevendorandthatUSWestbedesignatedasthesecondaryvendor. Steve Jones, Information Systems Director, gave a briefpresentation. Vice Mayor Heatwole asked why the considerable difference inbids. Mr. Jones stated he felt the bids were differentbecauseofthesmallerswitch. Vice Mayor Heatwole asked if any of the on-site visits were to other libraries. Mr. Jones stated they were not. Councilman Bellah asked if this is a new system for the City. Mr. Jones said this is outside of City Hall but is is compatible. Vice Mayor Heatwole asked if Velma Teague would be connected. Mr. Jones said they would be but it is not part of this proposal. Vice Mayor Heatwole asked when will this come in. Mr. Jones stated there are two options: it can be incorporate as part of the new building, or leave on current system. This item will be placed on a regular agenda for council action. INTERGOVERNMENTAL REPORT Marion Porch briefed the council on legislative issues. David Iwanski briefed the council on water issues. PROPOSED WESTERN ANNEXATION: 75TH TO 91ST AVENUE GLENDALE TO NORTHERN AVENUES The lack of necessary support within the original 1.9 square mile annexation area resulted in the consideration of a smaller annexation area. The majority of the property owners within the smaller proposed annexation area do not support annexation at this point. As previously discussed, there are a variety of expectations among property owners regarding annexation. The major impact of annexation is changed in terms of development activity. There is a general resistance to annexation by many residents because they seek to maintain existing conditions. Several property owners have said thattheyrecognizethatannexationwillhappen, but for a varietyofreasons, this is not the appropriate time. The remaining alternatives include further reduction ofannexationareaorhaltingtheannexationprocessatthistime. There is a need to inform property owners of thecity's preferred alternative regarding annexation. I wouldrecommendineithercasethattheCouncilbegintodevelop amoredefinitiveannexationpolicyasthefreewaysbegintodevelopandspurondevelopmentactivitiesinourstripannexationareas. Martin Vanacour, City Manager, briefed the Council on theannexation. Councilman Tolby stated there were inquiries on a piece ofpropertyandwanderedifitwaspossibletoaddatthis time. Mr. Parker stated the majority do not want to be annexed at this time. Councilman Tolby stated he would support the annexation of the 320 acres now and see what the future brings for the rest of the properties. Councilman Bellah asked if we went future to the west could be bring in more property. Mr. Jacobs stated the further west we go the larger the properties but not enough support. Councilman Tolby asked if the 40 acres west to get the frontage on Glendale Avenue. Mr. Jacobs stated this is owned by investors who are not in support of the annexation. Vice Mayor Heatwole stated he felt we should annex those that wish to come in now. This item will be brought back with different configurations. ADJOURNMENT There being no further business, the meeting was adjourned at 3:40 p.m. Deputy City Clerk
