HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 2/3/1987MINUTES OF THE WORKSHOP SESSION OF THECITYCOUNCILOFTHECITYOFGLENDALE, MARICOPA COUNTY, ARIZONA HELD TUESDAY, FEBRUARY 3, 1987, AT 2:30 P.M. Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Huffman, Heatwole, Tolby, Falbo and Hugh. Members Absent: None. CENTRAL ARIZONA SHELTER SERVICES INC. In 1985 the City Council allocated $5,000 in general fundcontingencymoniestoCentralArizonaShelterServicesCASS). This organization operates an emergency shelter forthehomelessinMaricopaCounty. The estimated cost fortheseservicesis $3.30 per night, per person. Currently theshelterisindangerofclosingbecauseofovercrowding. CASS is requesting an allocation of $32,227 from the City of Glendale to ensure the shelter remains open and services continue to be offered to the homeless. THis figure is based on a percentage of our population. The cities of Mesa, Phoenix, and Tempe and the Town of Paradise Valley have already contributed. This item will be placed on a regular agenda for council action. GENERAL PLAN STATUS REPORT The project team would like to advise the City Council on the status of the General Plan revision process. Discussion topics will include progress on the plan to date; a proposed change in the approach toward the preparation of the plan; and a revised General Plan project schedule. Staff and the Chair of the Planning and Zoning Commission will be available at the workshop to explain the status of the General Plan revision process and to answer any questions the City Council may have. There are a number of elements in this process which will be coming back to you for guidance. Jerry Swanson, Planning Director, presented the strategies of the plan. Dave Prescott, Planner, presented the plan format and scope of work. Mayor Renner asked how the previously adopted western area plan would overlay with this. Mr. Prescott stated this plan would supercede the western area and bell road plan and the floating commercial area would be pinpointed in the plan. Mayor Renner asked how graphically would the maps show the intersections which have been designated as appropriate commercial development. Mr. Prescott stated one concept could be with the land uses shown around the intersection andattheintersectionshowabulletidentifyinghowmanyacresofcommercialbuildingcantakeplace. Mayor Renner asked if this format would give the CitydifferentapproachortoolswithCountylands. Mr. Prescottsaidcurrentregulationsstatethecountycannotputlanduseinthatdonotcomplywithourgeneralplan. Mayor Renner asked what population projections have been usedforthisstudy. Mr. Prescott stated all agencies getpopulationnumbersfromDevelopmentServices. Mayor Renner asked if a plan was adopted and an area wasannexedwithinayearhowlongbeforerezoninghastobecompleted. Mr. Van Haren stated the law is 6 months whichcountyzoningcanremaineffective. He further stated thisprocesswouldbethemostthecitycanlegallydotoaffectthatpropertypriortoannexation. Myra Page, Chairman of Planning and zoning Commission made favorable remarks for the proposed plan. Mayor Renner asked what the difference in time for a general plan amendment. Mr. Swanson stated there are applications for general plan amendments and they should not take any longer than an applicant initiated rezoning. This item will be placed on another workshop agenda for further discussion. Mayor Renner requested a area back for council to see. Vice cities have adopted a similar and what kinds of experiences plan. INTERGOVERNMENTAL REPORT of the western plan be brought Mayor Heatwole asked if other plan to also bring them back they have had in changing the Marion Porch briefed the Council on legislative issues.
