HomeMy WebLinkAboutMinutes - Minutes - City Council - Meeting Date: 1/6/1987MINUTES OF THE WORKSHOP SESSION OF THECITYCOUNCILOFTHECITYOFGLENDALE, MARICOPA COUNTY, ARIZONA HELD TUESDAY, JANUARY 6, 1987, AT 2:50 P.M. Mayor Renner called to order the Workshop Session of GlendaleCityCouncilinConferenceRoomB-3 of the Council Chambers. Council members present were: Bellah, Huffman, Heatwole, Tolby, and Hugh. Members Absent: Falbo. Bond ElectionSeveralquestions have to be resolved prior to starting thenecessaryproceduresoftheupcomingbondelection. Thefirstquestionconcernsthepollingplacesandthesecondquestionconcernstheelectionboards. Lavergne Behm, City Clerk, gave a brief presentation. Councilman Tolby asked what the purpose of a marshall is. Ms. Behm responded they are used in bi-partism elections to keep peace between the two parties. The Council agreed the two replacement polling places were good and to eliminate the position of marshals. Resolution on Bond Election On November 18, 1986, the chairpersons of the Citizen Bond Committees submitted their recommendations. The projects recommended by the committee for bond authorization are similar to the project list reviewed by Council during the September 30, 1986 workshop, with some modifications. Subsequent to the preparation of the bond committee report, two changes have been made: 1) staff has proposed adding the possible relocation of two fire stations to the list of public safety projects, and removing several smaller projects, for a net increase of approximately $3 million; and 2) Bond counsel has recommended several changes in the wording of the ballot and in the way that projects are categorized. These changes are being reviewed by the members of the bond committees. The bond resolution was drafted by bond counsel and reviewed by the City Attorney. It specifies the ballot language, lists the polling places, and sets the date of the election. Terry Sharp, Management Resources Deputy City Manager, presented the resolution and reviewed the 9 official ballot questions. Council agreed questions 1 thru 6 were fine. Question 7 - Vice Mayor Heatwole would like to mention the $57 million included for flood control. Mr. Sharp explained it wasincludedinroadconstructionbutwouldcheckwithbondcounselforinclusion. Mayor agreed it should be insertedifbondcounselagrees. Vice Mayor suggested if it was notpermitteditshouldbeaddedtothepublicitypamphlet. Allagreed. Question 8 may have to be changed to include $6millionforabikepathwhichisonthe13thagenda. Question 9 all agreed was fine. This item will be placed on a regular agenda for councilaction. Telephone Equipment and Service Request for ProposalTheCitycurrentlypurchasesorleasestelephoneequipmentandservicesfromseveraldifferentvendors. Two of thesevendors, Mountain Bell and TELEX, are presently undercontractualagreementwiththeCity. The remaining telephone equipment has either been purchased by various departments or is leased on a monthly basis from AT&T. The contractual agreement with Mountain Bell and Telex has provided state-of-the-art modular equipment that allows for expansion and growth, cost savings, on-site user training, bundled consulting services, maintenance and service at reduced rates and high user acceptance and satisfaction. To insure that all new City facilities receive the same type of equipment and level of service that City Hall has benefited from, staff is recommending the issuance of a Request for Proposal (RFP) for City-wide telephone equipment and service. The RFP will allow the City to select one or two vendors that have the capability to furnish the wide variety of equipment and service that a growing diversified organization requires. Terry Sharp, Management Resources Deputy City Manager, gave a brief presentation. Mayor Renner asked when the RFP would be complete. Mr. Jones responded in 75 days. Council agreed an RFP is recommended. Sahuaro Ranch Group Picnic Area - Fees and Policies The group picnic area at Sahuaro Ranch is near completion. It is an ideal setting for family reunions, clubs, organizations and industrial picnics. The facility is made of of nine pods, each pod will seat 72 people comfortable. The entire facility will serve 648 participants. There are also three pods containing large barbecue grills, water spigots, sinks and food preparation counters to accommodate those using the facility. Surveys have been conducted with other cities in the Valley regarding fees and policies. However, due to the unique features and quality of the group picnic area at Sahuaro Ranch, no other comparable picnic areas exist in the Valley. Staff is making recommendationsregardingreservations, fees and changes for the facility. The recommendations were discussed by the Parks andRecreationAdvisoryCommissiononNovember10, 1986 andpassedunanimously. Mayor Renner complimented staff for the excellent job done onthepicnicarea. Tim Ernster, Community Services Deputy City Manager, gave abriefpresentation. Councilman Tolby stated he would like to have this facilityopentothepublicnotjustforGlendalecitizens. It isgoodpublicityforothercitiestoseeourRanch. Mayor Renner suggested this go back to the Parks Commissionforre-evaluation of Glendale Only reservation policy. The fee portion of this item will be placed on a regular agenda for council action. Construction of Recreation Building at O'Neil Park This is a request to review and discuss the plans for the O'Neil Park Recreation Building with staff and Jerry Doyle, Architect. The structure will be a maximum of 5000 sq. ft., is estimated to cost $350,000 and is to be completed byAugust1, 1987. Tim Ernster, Community Services Deputy City Manager, gave a brief presentation. Lee Stanley, Recreation Director, gave a brief presentation on the program use for the building. Vice Mayor Heatwole said it was a good plan. Councilman Bellah asked how many square feet? Mr. Kensin stated there would be 4800 square feet which is compatible for the budget. Mr. Stanley said the groundbreaking is scheduled for 3/14/87. This item will be placed on a regular agenda for council action. Central Arizona Shelter Service In 1985 the City Council allocated $5,000 in general fund contingency monies to Central Arizona Shelter Services CASS). This organization operates an emergency shelter for the homeless in Maricopa County. The estimated cost for these services are $3.30 per night, per person. Currently 3 the shelter is in danger of closing because of overcrowding. CASS is requesting another allocation from the City ofGlendaletoensuretheshelterremainsopenandservicescontinuetobeofferedtothehomeless. The cities of Mesa, Phoenix and Tempe and the town of Paradise Valley havealreadycontributed. Mary Orton, CASS Director, gave a brief presentation. Councilman Bellah asked what percentage of the homeless arewomen. Ms. Orton responded 15%. Councilman Huffman asked what percentage are families. Ms. Orton said her shelter does not handle families but there are200-300 families in the valley. Councilman Tolby asked who should have the responsibilitiesofthehomeless. Ms. Orton stated traditionally it is thechurchesandthestatefor "CMI", elderly and handicapped. This item will come back to workshop for further discussion. Intergovernmental Report Marion Porch briefed the Council on legislative issues. Adjournment There being no further business the meeting was adjourned at 4:25 pm. Deputy City Clerk
