2. PROCLAIM NATIONAL LIBRARY WEEK APRIL 7-13, 2019
Presented by: Stephanie Small, Community Services Director
Mayor Weiers proclaimed April 7th - 13th as National Library Week in the City of Glendale.
Libraries were trusted places where everyone in the community could gather to reconnect and
reengage with each other to enrich and shape the community and address local issues.
Glendale libraries enabled citizens to transform their lives by offering programs to meet
community needs. He encouraged all residents to visit the library to sign up for a free library
card.
RECOGNITION OF HICKMAN'S FAMILY FARMS
Mayor Weiers said the recognition proclamation was for a family business that had become a
legacy of Arizona. Hickman's Family Farms was celebrating its 75th anniversary . Mayor Weiers
recognized the quality business and its tremendous service to the community. He congratulated
the founders, Bill and Gertie Hickman and the entire Hickman family.

5, AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH FM
SOLUTIONS INC. FOR FACILITY ASSESSMENTS, CONCEPTUAL DESIGN, AND RELATED
SERVICES

Ms. Bower read the item by title.
Ms. Woytenko said the request was to authorize the City Manager to enter into a professional
services agreement with FM Solutions, Inc., to perform facility assessments, conceptual designs
and related services in an amount not to exceed $500,000 for the entire term of the agreement,
and to authorize the City Manager, at his discretion, to renew the agreement for an additional
two, one-year renewals. The initial term of the agreement was effective for one year and would
be used for facility assessments, conceptual designs and related services at City facilities on an
as-needed basis.
Ms. Woytenko said $300,000 in the current fiscal budget year had been identified and
repurposed for building assessments. The assessments were the first step in determining
needs and were a necessary part of the design process. The scope would include an objective
analysis of the condition of the building and the costs required to bring the building into a
standard condition. The contract would also allow for other professional services for which the
firm was licensed and qualified to perform.
Councilmember Tolmachoff asked what other services the vendor provided.
Ms. Woytenko said FM Solutions was a licensed architectural firm and could provide
architectural services.
Councilmember Tolmachoff asked if the finished assessments would be brought back to Council
before any other work was completed or was it going to be assessments, conceptual designs
and by the time it came back to Council, there would be a plan.
Ms. Woytenko said the first step would be to perform the assessments and return to Council for
review and prioritization of what other services would be required with FM Solutions or other
firms.
Councilmember Tolmachoff asked what buildings would be included in the assessments.
Ms. Woytenko said the public safety buildings would be assessed.
Councilmember Tolmachoff said it would have been helpful if the Council report for the item had
been more clear about the process and what assessments would be performed.
Councilmember Turner asked what kind of assessments would be performed and what kind of
work product would the City receive.
Ms. Woytenko said it would be an objective and technical analysis of the building, looking at the
systems within the building such as the roof, fire suppression, health and safety, HVAC systems,
etc. It also included an assessment of the interior of the building such as walls, doors, floors,
ceiling, etc.
Councilmember Turner asked what public safety buildings would be included.

Ms. Woytenko said it would be every public safety building with the exception of the Court which
had already been assessed. It would include the main public safety building, fire stations, the
Glendale Regional Public Safety Training Center (GRPSTC) and the advocacy center.
Councilmember Turner asked if it would include library buildings, recreation centers and the
adult center.
Ms. Woytenko said that would be phase two of the assessments. The priority was public safety
buildings. Those assessments would cost approximately $100,000 and she believed there
would be funding available to complete the phase two buildings.
Councilmember Turner confirmed that Council would be informed prior to any repairs or other
work being authorized.
Ms. Woytenko said that was correct.
Vice Mayor Clark asked if the fire stations that had been or would be remodeled were included.
Ms. Woytenko said Fire Station 152 was not included but all other stations were because it
would provide accurate cost estimates for remodeling.
Vice Mayor Clark asked if it included City Hall or the Civic Center.
Ms. Woytenko said it did not include either building. There was a pending assessment of City
Hall. The Civic Center could be added to the phase two list.
Councilmember Tolmachoff asked if the assessments would include the functionality of the
buildings.
Ms. Woytenko said that would not be included in the assessment. Things such as functionality
and fit would be determined after the assessment.
Councilmember Tolmachoff asked if that would fall under related services of the contract.
Ms. Woytenko said it could be a related service, but it was not something that was planned with
the current funding.
Councilmember Tolmachoff said the Prosecutor's Office move and the Fire Administration move
to the GRPSTC would require a functionality review.
Ms. Woytenko said a fit test was underway with the user departments. Once that was
completed and a preliminary design was completed, staff would determine what vendor to use to
do the full design and construction documents. It was not part of the $300,000 for assessments.
Mr. Phelps said the Prosecutor's Office move had a separate budget.
Councilmember Tolmachoff asked if the vendor could provide an independent assessment of
Camelback Ranch. The City was making substantial capital improvements there and it would be
good to have an independent assessment done of what the capital needs were for Camelback
Ranch.
Ms. Woytenko said when the qualifications of the vendor were reviewed, it was specifically for
the assessment of public safety buildings. Staff would need to find out the vendor's prior
experience with sports and entertainment type facilities to determine if it was qualified to assess

BIDS AND CONTRACTS
14. AUTHORIZATION TO ENTER INTO A LINKING AGREEMENT WITH SCHAEFER SYSTEMS
INTERNATIONAL, INC. DBA SSI SCHAEFER, FOR THE PURCHASE OF RESIDENTIAL
REFUSE AND RECYCLING CONTAINERS

Councilmember Turner asked for a presentation regarding the item.
Ms. Woytenko said the agreement would be used for the purchase of residential refuse and
recycling containers for City residents on an as needed basis. Field Operations currently had an
agreement with Otto Environmental Systems LLC. The second agreement would insure the City
always had containers available. The proposed agreement was not a request to increase the
annual funding.
Councilmember Turner noted that a little less than a year ago, Council had approved
approximately $2 million for the purchase of containers. He confirmed that the additional
contract was to provide for the City's needs and that it was not an increase in the budget or the
purchase of containers. It was only to make sure the City was not left without containers.
Ms. Woytenko said that was correct.
Councilmember Turner confirmed that it was not an approval of the blue container program

which would require Council approval.
Ms. Woytenko said that was correct.
Mr. Phelps said the process for the blue barrel program had not been discussed and staff would
get back to Council on how that program would be implemented.
Councilmember Tolmachoff said the change to blue barrels had not yet been approved.
Mr. Phelps said it was still in the pilot phase and staff did not know what the recommendation
would be and would come back to Council at a later time.

RESOLUTIONS
17. RESOLUTION NO. R19-37
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, REPEALING THE CURRENT COMMUNITY DEVELOPMENT FEE SCHEDULE
(APPENDIX B OF THE CITY CODE); ADOPTING A NEW SCHEDULE OF COMMUNITY
DEVELOPMENT FEES (APPENDIX B OF THE CITY CODE); AND ESTABLISHING AN
EFFECTIVE DATE.

Ms. Bower read the resolution by title.
Mr. Dudley said the Community Development Fee Schedule established the fees charged by the
City for various plan review services, permits and inspections provided by the Building Safety,
Engineering, Planning, Transportation, Fire and Utility Services departments. On August 12,
2014, Council adopted Ordinance No. 2901, which required the fees to be reviewed and
approved by the Council on an annual basis.
Mr. Dudley said the fee schedule was adjusted annually in accordance with the Consumer Price
Index for all Urban Users (CPI-U) inflationary index and the building permit fees were adjusted
annually in accordance with the International Code Council Building Valuation Data. The
effective date for the new fee schedule would be May 10, 2019.
Mr. Dudley said the intent was to allow the City's permit fees to keep up with inflation based
on the consumer price index. It was consistent with the Council's stated goal of cost recovery by
City departments. No new fees were being introduced.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama reminded everyone of his fifth annual Hook-a-Kid on Fishing event being held on
April 27th from 8:00 a.m. to 12:00 p.m. at Bonsall Park south.
Councilmember Aldama reported that the owner of the original La Perla restaurant in Glendale, Joe
Pompa, had passed away on Sunday evening. He recognized Mr. Pompa and the contributions he and
his family had made to the community.
Councilmember Aldama expressed his frustration at the comments made by the individual who often
commented during Council's voting meetings regarding the salaries of City employees. He said
firefighters experienced a 9% higher rate of cancer diagnoses and a 14% higher rate of cancer-related
deaths compared to the general population of the United States. For police officers, the most common
cause of death was due to gunfire. The City Manager and Finance Director managed millions of dollars in
budget and debt service. But according to this individual, employees were paid too much. The City could
not run by itself and he thanked all City staff for the hard work.
Councilmember Malnar congratulated the Cactus High School robotics team for taking first place at the
Northern Arizona Robotics Competition this past week. The team would compete at the World
Championships in St. Louis, Missouri.
Councilman Turner reminded Barrel District residents of his Public Safety Appreciation Pancake
Breakfast on April 13th, from 8:00 a.m. to 10 a.m. at Sahuaro Ranch Park.
Vice Mayor Clark wished everyone a happy Easter.
Vice Mayor Clark congratulated the Hickmans. She had moved to Glendale in 1968 and the egg ranch
had been located just down the street from her home. The Hickmans had been a part of the fabric of her
life for a long time.
Vice Mayor Clark expressed her excitement at the impending grand opening of the Heroes Park branch
library. A date had not yet been confirmed for the opening, but it would be sometime in May.

Mayor Weiers reported an induction ceremony would be held on April 26th, 6;00 p.m., at the Calvary
Church, 59th Avenue and Bell Road, for graduating high school students who had made the decision to
serve in one of the five military branches. He said only 3 out of 10 kids were qualified to go into the
military. It was an opportunity to thank not only the young people getting ready to serve but their families
as well. The event was open to the public and he invited everyone to attend.
