ROLL CALL Committee members present: Chairperson Vice Mayor dark, Councilmember Tolmachoff Bart Shea, Councilmember Malnar, David Cable, Yvonne Knaack, Dale Adams, and John Crow were present. Committee members absent: Ricardo Toris (arrived in the afternoon portion of the meeting) City staff present: Stephen Dudley (Building Safety Official), Mark Ptashkin (Building Inspection Supervisor), James Gruber (Chief Deputy City Attorney) CITIZEN COMMENTS There we no citizens present, so Chairperson dark did not call for citizen comments. APPROVAL OF THE MINUTES There was a motion to approve the November meeting minutes made by Councilmember Tolmachoff and a seconded by Mr. Coble. All in favor. WITHDRAWALS AND CONTINUANCES There were no withdrawals and continuances. PUBLIC HEARING ITEMS There were no public hearing items noted. OTHER BUSINESS Chairperson dark commended the committee because when the recommendations of the amendments, removal of amendments, and deletions were brought to council, they approved it all. REVIEW AND DISCUSSION OF PROPOSED BUILDING CODE AMENDMENTS Page 116, IRC Section 403.1.4 This code is about the minimum depth for exterior footing. Mr. Shea discussed his concerns with this. Mr. Dudley explained that it was the same amendment on page 40. Thus, Mr. Dudley proposed to add the same verbiage in that clause. Motion made by Mr. Shea, seconded by Councilmember Tolmachoff. All in favor. Page 117, IRC Section R403.1.6 This code is regarding foundation anchorage. Mr. Shea discussed his concerns with this, and Mr. Dudley agreed that most engineering will support the specified anchorage. Mr. Crow made a motion to delete the amendment. Mr. Shea seconded. All in favor. Amendment deleted. Page 119, IRC Table 404.1.1 This code is about masonry foundation walls. Mr. Shea was unsure why taking out the table was necessary. Mr. Dudley explained that the industry standard it so have the reinforced walls, but in this case, but this table leaves the opportunity for people to not correctly reinforce the foundation. Mr. Shea ultimately suggested deleting the amendment, and made a motion. Councilmember Tolmachoff seconded. All in favor. Amendment deleted. Page 121, IRC Section R505.1 This code is about steel form framing systems. Mr. Shea pulled this one by mistake. Page 122, IRC Section R602.10 This code is about wall bracing. Mr. Shea had an issue with needing an engineer to review this code. Mr. Dudley explained that this only refers to exterior walls and second-story additions. After further discussion, Mr. Shea made a motion to delete this amendment. Councilmember Malnar seconded. All in favor of deletion. Amendment deleted. Page 123, IRC Section R603.1 Mr. Dudley explained that if we accept the amendment that's on page 121 to require engineering, this is essentially the same and should be accepted as well. Mr. Shea made motion to delete 121 and 123. Mr. Cable seconded. All in favor. Amendments deleted. Page 124 IRC Section R606.1 Mr. Shea pulled this one by mistake. Page 125 IRC Section R606.11 This code is regarding anchorage. Mr. Shea stated that if it's an engineered system to begin with, the registered staff should handle it. Mr. Dudley proposed this amendment be deleted. Motion to delete pages 124 and 125 by Ms. Knaack and seconded by Mr. Shea. All in favor. Amendments deleted. Page 128 IRC Section R802.8 This code is about lateral support. Mr. Shea had some concerns, and M:r. Dudley explained that this particular section of the code only applies to conventional wood framing. Mr. Dudley continued that if solid lumber blocking is the chosen option, it must be the correct size (2" thichiess). After further deliberation, Mr. Dudley proposes eliminating the first sentence of the amendment and add that "1" nominal shall not be permitted." Ms. Knaack seconded. All in favor. Amendment adjusted. Page 130, IRC Section N1103.1 This code is about insulation. Mr. Dudley explained that, according to the Arizona Homebuilder's Association, there have been issues with ducting. If there are issues with the duct fitting in place, it could damage the insulation of the residence. Ultimately, Chairperson dark decided to let this amendment stand as is. Page 131, IRC Section N1106.4 This code is regarding climate zone changes. Mr. Dudley explained the details of this. After further discussion, Mr. Shea made a motion to delete the proposed amendment. Seconded by Ms. Knaack. All in favor. Amendment deleted. Page 132, IRC Electrical Chapters 34 - 43 These are electrical chapters that are being deleted. Mr. Shea explained that there are more restrictive codes that limit what must be done. Mr. Dudley stated that this elimination is in an effort to remove redundancy in the codes. Mr. Shea made a motion to remove this amendment. After extensive discussion, it was suggested that they move on and revisit this in the afternoon meeting. Chairperson dark then called for a brief meeting break, and they will reconvene at 1 1 AM. Once everyone returned. Chairperson dark made motion to delete this amendment. Mr Shea seconded. All in favor. Amendment deleted. Page 134, IBC Section 116 This outlines the procedure to be followed if there is an unsafe condition. Mr. Shea explained that what was originally five paragraphs now is six pages in this amendment. Mr. Dudley explains that this amendment has far more detail in an effort to clarify. It is noted that this is the same amendment as the 2012 adoption, but there were some small changes to define the amendment, not expand it. Ms. Knaack objected to the diction in 116.3.12 on page 137 (she suggested removing "immoral"). Chairperson dark agreed with Ms. Knaack, and the deliberation continued. It was suggested that this would be further discussed in the afternoon portion of the meeting, but Chairperson dark ultimately stated that there must be some changes made now. There were three changes suggested to the committee: 1) Add "imminently unsafe conditions" language to the code. 2) Remove "immoral persons/acts" language from the code. 3) Add language under the incipient hazards procedure on page 139 that will require them to record incipient notices. Ultimately, Chairperson dark made a motion to accept the amendment with the three changes above. Mr. Shea seconded. All were in favor STAFF REPORT No staff reports were discussed. COMMITTEE COMMENTS AND SUGGESTIONS No other business, committee comments, or suggestions were made. NEXT MEETING The next meeting will take place February 21, 2019, at 2 PM. ADJOURNMENT The meeting was adjourned for lunch at approximately 12 PM. Sherry Crapser, Recording Secretary Business Committee Minutes from the afternoon session of January 17, 2019 The afternoon session of the Business Committee meeting held on January 17, 2019 was very productive. All members expressed a deep and committed interest in making Glendale even more attractive to the business community. The committee has identified two tracks as they continue their work: 1. They plan to continue to recommend policy on zoning areas that it believes needs attention such as signage, parking, landscaping; etc. 2. They will work with City Manager/and or assigned lead, to assist in the continuing development of an employee culture based on solutions oriented customer service and pride of place with its focus on planning and zoning, building safety and economic development departments. All committee members expressed the need for more time beyond its one year mandate and plan to ask city council for a time extension. The committee came to the conclusion that one area of major focus (in addition to policy recommendations of technical issues) should be on organizational culture which is the basis of a customer oriented philosophy encompassing productivity, efficiency and accountability. They concluded culture is rooted in four basic elements: people, place, tools and rules. Sherry Crapser, Recording Secretary
