AVIATION ADVISORY COMMISSION

3. CITIZEN COMMENTS
If citizens wish to speak on a matter concerning the Glendale Aviation Advisory Commission that is not on the
printed agenda, please complete a Citizen Comments Card and provide it to the designated staff person prior to the
beginning of the meeting. Once your name is called by the Chairperson, please proceed to the podium and state
your name and address for the record. Please limit your comments to a period of three minutes or less.
4. APPROVAL OF THE MINUTES
a. Aviation Advisory Commission Minutes of 16 January 2019.
Motion by Commissioner Aramian, second by Commissioner McCall, to approve the January
16, 2019 Commission meeting minutes as written. The motion carried 4-0.
5. AIRPORT BUSINESS
Status Update for the "Scouts Day at the Airport" Event. This item is for discussion and oossible
action.
Vice Chair Tolby reported on plans for the Scouts Day at the Airport, which included the
following details:
. There are 69 persons registered for the event, includes scouts and adult leaders.
. The first stop will be at WestMec for a presentation on Why Airplanes Fly.
. Then the groups will move down to the Terminal Building for three breakout sessions:
. Aviation careers
. Tower tour
. Pre-flight instruments and navigation
. Lunch will be provided.
. The event date is this Saturday, February 16th.
The logistics of transporting the scouts on Airport grounds was discussed.
Mr. hlusband stated that there will be three staff members on site at 7:00 a.m. or 8:00 a.m. and
a fourth staff member will be on site a few hours later.
Mr. hlusband did notify Mayor and Council of the event. Staff posted a quorum notice for
Saturday the 16th for the Aviation Advisory Commission.
The agenda item was concluded.
Discussion of Proposed Sinale-Familv Residential Development S^iuth ofGEU at Camelback
and Ballpark Boulevard.
Mr. Husband reported on the proposed residential development near the Airport and provided
the following details:
. Mr. Husband has made contact with the City of Phoenix Planning Department and has
found that there has been a pre-application filed for the site at Camelback Road and Ball
Park Boulevard.
. A formal application has not been made and therefore, it has not been scheduled on the
Phoenix Village Planning Committee's, Zoning Commission's, or City Council's planning
calendars.The Phoenix Planning Committee has agreed to put the Airport on the
circulation list.When the application is filed, it will be circulated for comment and the
Airport will be included to comment.
. Mr. Husband will continue to keep an eye on the situation and the Commission apprised.
c. Airport Rules and Regulations Revision
Mr. Husband stated that this item was placed on the agenda at Commissioner Kruger's
request. Mr. Husband asked for Commission direction on who the Commission would like to
see on the Rules and Regulations collaboration group.
Chair Rovey asked Mr. Husband to review previous records on this topic and stated that the
previous members of the group involved may want to participate again on the revisions to the
Rules and Regulations. Mr. Husband will conduct research and report back to the
Commission.
Commissioner Aramian stated that the Rules and Regulations revision seemed to stem from a
lawsuit, from which the Rules and Regulations were scrutinized by the FAA and the FAA
indicated what was desirable to be included in the Rules and Regulations. Mr. Husband stated
that the Rules and Regulations cover a wide variety of items and all Airports should review them
from time to time. Mr. Husband will pull together previous notes on the issue. Chair Rovey
asked if there was a disparity in regard to what was allowed in the north and south hangars.
Mr. Husband replied that there may have been a perceived disparity regarding what could be
stored in the hangars, but the rules are applied the same to both the north and south hangars.
Mr. Husband will conduct research and the topic will be placed on a future agenda.
6.STAFF REPORTS
a. This report allows the Staff of Transportation Department to update the Commission. The
Commission is prohibited from discussing or acting on any of the items presented by the Staff
since they are not itemized on the Aviation Advisory Commission Agenda.
Mr. Husband provided the staff report. Highlights included the following:
AIRPORT FINANCIAL UPDATE:
. Airport Financial Update - 58% of Fiscal Year through January 2019
. Projected Annual Revenue - $775,378.00
. Revenue YTD - $484,938.21 or 62.54% of budget
. Annual Operating Budget - $775,378.00
. Expenses YTD - $462,253.44 or 59.61% of budget
AIRPORT OPERATIONS UPDATE
. Aircraft Operations - January 2019: 8,893 (approximately 6% increase over January
2018, which was 8,355)
. 2018 Calendar Year:91,305- 16% increase over 2017 (78,824)
. It is probable that the Airport will go over 100,000 operations this year
GENERAL AIRPORT UPDATES
. Airport Projects and Outreach
. Staff has not heard back yet on the Airport supplemental AIP for the Mill and
Overlay project on Taxiway A.
. The end-of-the-year projects are in process.Approximately $160,000 in
end-of-the-year project funds have been approved, of which about $130,000 to
$140,000 will be used for continued pavement maintenance on the south t-hangar
apron. The area will be re-striped as well.Underground storage tanks at the wash
rack will be removed. Lock and key upgrades on the terminal and the maintenance
building will also be done.
. Mr. Husband attended the south t-hangar tenant meeting last Wednesday evening
at which there was good turnout.Mr. Husband gave a brief presentation at the
meeting.
. Mr. Husband distributed a magazine article that he wrote for the Greater Glendale
magazine at their request.The article provides general information about the Airport.
. A Peoria community meeting that was scheduled for January 29lh, but canceled
due to the government shut down, will be rescheduled once it is known that there
will not be another government shutdown.The FAA representative will be re-invited
to attend the meeting.
FAA and ADOT GRANTS AND ACTIONS
. The North Apron project has been completely closed out.
. The FAA Grant on the RPZ reimbursement on the Conair property has also been closed
out. The ADOT RPZ match is on the Council agenda for February 26, 2019 for approval.
AIRPORT NOISE COMPLAINTS
. Two noise complaints were received over the past month: one via phone and one via
website. One was near the Zanjero apartments and one was north of Northern Ave.Mr.
Husband responded to the complaints.
. There is no new update on the vandalism court action, however, the detective did ask for
more Airport damage expense information, so the case is still moving forward.AII of the
damage has been repaired at the terminal building. The FBO is just getting their repairs
underway as it was delayed pending its insurance carrier.
. Airgo was to begin flight operations at the Airport on February 1, 201 9, however they
were delayed due to the government shut down and pending necessary certificates.They
expect to be flying in March or April 1st at the latest.
. Mr. Husband displayed a webpage from the City Parks and Recreation Department in
regard to fundraising for a static aircraft display in one of the City Parks.Mr. Husband
noted that this type of fundraising could potentially be done for the proposed aircraft
display at the Airport.
Commissioner Aramian asked if there was any recent interest in the Airport cafe. Mr. Husband
replied that there was none that he was aware of at this time. Mr. Husband stated that staff is
planning to create an RFP for a cafe operator.
Commissioner McCall wondered who was the Airport's ADOT Grant Manager and Mr. hlusband
replied that it is Ms. Lisa Yarhaus, the assigned FAA Grant Manager is Tim Morrison, and Kyler
Erhart is the FAA assigned Planner.
LUKE AIR FORCE BASE OPERATIONS
No report.
8. COMMISSION COMMENTS AND SUGGESTIONS
Vice Chair Tolby wondered if pursuing a surplus hluey helicopter might be a better alternative
than waiting for a specific aircraft for the proposed Airport statistic display. Vice Chair Tolby was
impressed with a Huey display that he saw at Rio Vista Park.
9. FUTURE AGENDA ITEMS
No new proposed items.
10. NEXT MEETING
The next regular meeting of the Aviation Advisory Commission will be held on 20 March
2019 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building,

The Aviation Advisory Commission Meeting minutes of February 13, 2019 were submitted and approved
