Mayor Weiers proclaimed April 2019 as Water Awareness Month in the City of Glendale. Mayor Weiers said organizations such as the Glendale Woman's Club, Mi Vegana Madre and Fry's Food Stores were involved in the City's "Glendale Water Efficiency Program (GWEP)" that helped commercial, industrial and institutional customers identify simple ways to save water and money. Mayor Weiers encouraged all citizens to use water wisely and to realize that the well-being of the community depended on safe, reliable and high-quality water supply. Mr. Williams said the request to rezone was for an adult day care facility, which required a rezone from R1-6 (single residence) to R-2 (multiple/mixed residence zone). It would allow construction of a new facility located at 6690 West Paradise Lane. A neighborhood meeting was held on September 10, 2018 with four property owners present. Two neighbors were in opposition of the project. Mr. Williams said at its December 6, 2018 meeting, the Planning Commission voted to forward a recommendation for approval to Council with the stipulations outlined in the staff report. Mayor Weiers opened public hearing. Jen Boblick, applicant's representative, spoke in support of the ordinance. Mr. Williams said the request was for an annexation of a minor piece of road right-of-way from Maricopa County, approximately 0.60 acres in size. The property was located on the north side of Glendale Avenue, west of El Mirage Road, adjacent to Marbella Ranch development. The Maricopa Board of Supervisors was awaiting a Council decision before it took action. Staff recommended approval. Mayor Weiers opened the public hearing. No one wished to speak. Mayor Weiers closed the public hearing. Mayor Weiers was happy to see government working together with businesses and was proud of the City for making it happen. APPROVAL OF FINAL PLAT APPLICATION FP18-11 POSITANO Presented by: David Williams, AICP, Planning Administrator Ms. Bower read the item by title. Mr. Williams said the subdivision plat created 56 lots on a 12-acre site which was located northwest of the intersection of Glendale Avenue and 83rd Avenue. There was a total of 4.35 acres of open space and the typical lot size was 50'x100' with an average lot size of approximately 5,675 square feet. The final plat complied with all City subdivision and zoning requirements. ORDINANCE NO. 019-23 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE AN AIRPORT TERMINAL LEASE AGREEMENT WITH SFM CONSULTING LLC DBA STARSHINE ASSOCIATES FOR CERTAIN OFFICE SPACE IN THE TERMINAL BUILDING AT THE GLENDALE MUNICIPAL AIRPORT. Presented by: Trevor Ebersole, Director, Transportation Ms. Bower read the ordinance by title. Mr. Ebersole said the proposed lease agreement was with SFM Consulting LLC., doing business as Starshine Associates (SFM), for Suite 206B in the terminal building at the Glendale Municipal Airport. The initial term of the lease agreement was effective through September 30, 2019. Starshine was an existing tenant at the airport and had complied with all lease provisions and provided the required notice of termination of the previous lease. It had been an excellent tenant City Council Meeting Minutes-February 26, 2019 Page 9 of 20 and added value to the terminal environment. The annual revenue for Suite 206B would be $5,080.20 plus tax prior to any consumer price index modifications. Presented by: David D. Beard, P.E., City Engineer Ms. Bower read the ordinance by title. Mr. Beard provided one staff report for items 19 and 20. Mr. Beard said the proposed ordinances would abandon public right-of-way on Solano Drive between 60th and 61st Avenues. The property owner located at 6033 West Bethany Home Road was requesting the abandonment of a 25-foot strip of right-of-way in Solano Drive consisting of 13,429 square feet. The property owner located at 5740 North 59th Avenue was requesting the abandonment of a 20-foot strip of right-of-way on the south side of Solano Drive, consisting of 6,999 square feet. Mr. Beard said the roadway had existed as a dead-end since the time it was dedicated. The City's Transportation Department had determined that there was no need for Solano Drive to be extended to the east. The developer of the proposed Legacy Apartments directly to the east was proposing to incorporate the abandoned right-of-way into the development as open space. Mr. Beard said there were no objections to the abandonment of the right-of-way from the public utility companies or from City departments. Staff recommended abandonment of the right-of-way. Presented by: David D. Beard, P.E., City Engineer Ms. Bower read the ordinance by title. Mr. Beard presented one staff report for items 21 and 22. Mr. Beard said the proposed ordinances abandoned a portion of public right-of-way on 60th Avenue between Seldon Lane and Laurie Lane to the Disabled American Veterans (DAV) Glendale Chapter#20, located at 8447 North 61st Avenue. The DAV was requesting that the City abandon a 30-foot strip along the west side of 60th Avenue, consisting of 7,902 square feet and a 30-foot strip of right-of-way on the east side of 60th Avenue consisting of 11,284 square feet. Mr. Beard said the right-of-way had remained undeveloped since dedication by the DAV to the City in 1979. The Transportation, Fire, Sanitation and Engineering Departments had determined there was no need for 60th Avenue to continue to the north. The developer of the proposed 59 Butler Apartments, directly to the east, would incorporate the abandoned right-of-way into its City Council Meeting Minutes-February 26, 2019 Page 11 of 20 development as open space, private cul-de-sac, and apartment units. Mr. Beard said there were no objections to the abandonment of the right-of-way and the truncation of 60th Avenue would be a cost savings to the City's right-of-way maintenance budget. Staff recommended approval Joel Broder, developer of 59 Butler Apartments, spoke in support of the ordinances. Mr. Beard said the proposed ordinance accepted a new water line easement at 10150 North Desert River Boulevard. The developer of the new Credit Union West, had constructed a new public water line in order to meet the domestic water demands and fire protection requirements of the City Code for the development. The developer, Credit Union West, an Arizona corporation, was granting the City an easement so that the City could maintain the new water line consistent with City Code. Staff recommended acceptance of the easement for the new water line. A motion was made by Councilmember Ian Hugh, seconded by Councilmember Lauren Tolmachoff to adopt Ordinance No. 019-28. Mr. Beard said the proposed ordinances accepted right-of-way at 10150 North Desert River Boulevard from Credit Union West, along Desert River Boulevard, one-quarter mile west of 99th Avenue from ATC Realty Sixteen and accepted right-of-way along Desert River Boulevard located at 7300 North 99th Avenue from Dignity Health. Mr. Beard said the improvements were now completed and adjacent property owners agreed to dedicate right-of-way for the City to maintain the street in which the improvements were constructed. Staff recommended acceptance of the additional right-of-way along Desert River Boulevard. Mr. Huggins said the proposed resolution authorized the City Manager to enter into a Development Agreement regarding certain City fees between the City and MPBCRB, LLC., otherwise known as Project T2. Mr. Huggins said the City's development team had been working with Project T2's executive and design teams to design and construct a multi-million dollar 700,000 plus square foot beverage production facility that utilized advanced manufacturing technologies. The economic agreement would have no direct expense to the City, resulting in the City foregoing $750,000 of plan review, permit and inspection fees for the issuance of a Certificate of Occupancy for Project T2's new facility. The fee waiver did not include development impact fees. Mr. Huggins said as part of the agreement, transportation impact fees would be credited against constructed transportation improvements and MPBCRB would pay all other development impact fees related to the project. Staff recommended the proposed fee waiver and transportation development impact fee credit to provide the ability to be responsive in a competitive market. It was a fundraising event for renovations and ongoing restoration efforts. Councilmember Hugh had been a member of the United Methodist Church for 65 years and appreciated Mayor Weiers and Councilmember Aldama being present for the 90th celebration. Councilmember Hugh announced the Cactus District spring meeting would be held on March 20, 2019 at 5:00 p.m. at Manistee Ranch. Councilmember Malnar planned to hold smaller neighborhood district meetings and invited neighborhoods to contact his office to have a more personalized district meeting in their neighborhood. Councilmember Tolmachoff said people might have noticed for several years a homeless individual living at 79th Avenue and Union Hills at the bus stop. She thanked Police Officer Buffington, a member of the Community Action Team (CAT), for building a trust relationship with the individual. He was able to get the individual to voluntarily go into treatment and receive needed help. Councilmember Turner reminded residents that the 30th Annual Folk and Heritage Festival would take place on Saturday and Sunday, March 2nd and March 3rd, at Sahuaro Ranch Park from 10:00 a.m. to 5:00 p.m. There would be more than 400 performers over the course of two days and the event was free to the public. Vice Mayor Clark welcomed the principals representing Project T2. The City was very pleased to have them. She thanked staff for making it a much more pleasant experience to locate in Glendale. Vice Mayor Clark said Spring Training was in full bloom, with the Dodgers and the White Sox playing at Camelback Ranch. Vice Mayor Clark said NHL player Shane Doan's number had recently been retired. He was with the Arizona Coyotes for 21 years and scored over 402 goals during his very impressive career. Vice Mayor Clark said the City had also celebrated the renaming of Bethany Home Road between 83rd and 99th. It would now be known as Cardinals Way in recognition of the tremendous economic driver that the Cardinals had been, not just to Glendale, but to the entire state. Mayor Weiers asked for thoughts and prayers for his mother-in-law, who was presently in hospice.
