FY19-20 BUDGET WORKSHOP Presented by: Vicki Rios, Director, Budget and Finance Presented by: Michelle Woytenko, Director, Field Operations Presented by:Amy Lindsay, Budget Administrator, Budget and Finance Ms. Rabin read the item by title. Ms. Rios said staff would be presenting a review of the general obligation (G.O.) bond prioritization and an update on projects. Ms. Lindsay provided an overview of the prioritization model. It was a structured model that allowed Council to make policy-driven decisions; compare projects; and align available resources with Council priorities. Vice Mayor Clark asked who mandated projects. Ms. Rios said generally it was another regulatory body if it was a mandate. Vice Mayor Clark asked whether the City Court remodel was mandated by another body. Ms. Rios said the remodel was not mandated. Vice Mayor Clark asked whether the projects referenced on the yellow sheet were mandated in some form. Ms. Rios said the projects were not mandated. Councilmember Tolmachoff asked if the list was organized by priority. Ms. Rios said the answer would be provided in the presentation. City Council Meeting Minutes-February 19,2019 Page 2 of 7 Vice Mayor.Clark requested that previous years' information be provided to Council so that it had the "big picture". Ms. Rios said the information would be provided. Councilmember Tolmachoff asked what"team ranking" meant. Ms. Rios explained it was the original staff ranking. Vice Mayor Clark asked if Council should identify other projects that could be added to the yellow sheet if the projects were within the available funding range. Ms. Rios said that projects could be added. Ms. Woytenko provided an update on the G.O. bond project to underground storage tanks and the amphitheater project. Ms. Rios said the requested amount of$236,000 for the tank replacement would be covered with the sale of the bonds. Vice Mayor Clark confirmed that the underground storage tank replacement project no longer required a 3-year commitment of$2.5 million. Ms. Rios said that was correct. Vice Mayor Clark asked what the required amount was. Ms. Woytenko said the previous request was approximately$2.5 million. That amount was reduced to $450,000 which equaled a reduction of$2.1 million. Vice Mayor Clark asked if the $2.1 million would be added to the available $8.6 million capacity. Ms. Rios said that was correct. Ms. Woytenko gave an update on the amphitheater project. She said the project was pushed back per Council direction but the requested amount had not changed. Vice Mayor Clark asked when the project was now scheduled. Ms. Woytenko said there was initially$202,000 allocated to the current fiscal year which was pushed to fiscal year 2022-2023 and $2.6 million was pushed to fiscal year 2023-2024. The dollar amount had not changed. Vice Mayor Clark asked if the project did not move forward, could the $2.8 million be used elsewhere. Ms. Rios said it could. Councilmember Tolmachoff asked what happened to the $202,000 that was designated for the amphitheater design. Ms. Woytenko said staff was proposing two new projects. The assessment of facility buildings and the Parks Master Plan and a placeholder of$8 million over two years for public safety renewals. City Council Meeting Minutes-February 19,2019 Page 3 of 7 She requested that the savings from the underground storage tank replacement be used in the assessment portion of the proposed project. Ms. Rios said staff was prepared to discuss the assessments in the current and next year's budget process. Councilmember Aldama asked if the park assessment included O'Neil park. James Burke, Public Facilities, Recreation and Special Events Director, said the entire park system would be assessed which included facilities, amenities and basic infrastructure, including O'Neil Park. Once the assessments were completed, staff would like to prioritize the projects and then return to Council with recommendations. He anticipated construction would be in the next couple years. Councilmember Aldama said assessments took approximately two years to complete and asked if it would be closer to four years before improvements were done. Mr. Burke said if assessments began in the current fiscal year, improvements would begin within the next two to three years. Councilmember Aldama said improvements to O'Neil were long overdue. Vice Mayor Clark said with the demolition of the O'Neil pool, thecommunity needed a usable facility and she supported Councilmember Aldama's request regarding O'Neil Park. She asked if bond funds would be used for the assessments of facilities and parks or was it a newly added item. Ms. Rios said items in the bond program were currently in the Capital Improvement Program (CIP), with the exception of the items discussed by Ms. Woytenko. Mr. Phelps said the CIP had identified funding sources. When capacity was freed up, $175 million in G.O. bonds would be issued. The assessment was to help prioritize capital projects which had been on hold since 2010. He said Council could identify a capital project to begin the planning process but felt it was best to use an updated assessment of the entire parks system and not just a single park. Councilmember Aldama agreed and added the City had to create a design and offer it to the community. Mr. Phelps did not recall a specific project or dollar amount to create a program at O'Neil Park. He recommended a comprehensive assessment to decide how it fit within Council priorities. Vice Mayor Clark asked how Hero's Park fit into park improvements, as it was incomplete. Mr. Phelps said park infrastructure could be existing infrastructure or new enhancements. Ms. Rios said the assessment was an all-inclusive comprehensive assessment of all city facilities to provide information on when needs might occur. Councilmember Turner was interested in having a water feature at O'Neil. He recalled previous plans for three regional aquatic centers. Councilmember Turner wanted information on what could be done with the land and the buildings if the crime lab and Prosecutor's Office were relocated. City Council Meeting Minutes- February 19, 2019 Page 4 of 7 Councilmember Malnar said an assessment was necessary to know the needs of the parks. He recommended expediting the assessment to get the information Council needed to prioritize funding for improvements. Vice Mayor Clark said O'Neil Park was unique and should be dealt with outside the bounds of the assessment. She would work with Councilmember Aldama to design concepts to move it forward. Councilmember Hugh asked what the swim time was at the Rose Lane pool. Mr. Burke said it was an eight-week program. Mayor Weiers wanted to make functioning irrigation systems in the parks a priority. He did not want to lose trees because the trees were being underwatered. Vice Mayor Clark asked, of the$175 million available, was the estimated remaining capacity $10.7 million. Ms. Rios said that was correct. Vice Mayor Clark asked if the estimate for the remodel of City Hall for 2021-2022 at$322,324, was the amount for an assessment and was it part of the facilities assessment. Ms. Woytenko said a preliminary assessment had been done on City Hall. A final assessment would be part of the larger facilities assessment. The $322,000 was for design and construction contracts. Councilmember Tolmachoff asked if the $100,000 allocated for the new evidence and crime lab was also for design. Ms. Woytenko said the amount allocated was for part of the design, not the full design. Councilmember Turner asked if the City Hall project would be presented to Council for input. Ms. Woytenko said the assessment would be brought back to Council prior to design and construction. Councilmember Tolmachoff asked why the City Hall assessment would not be brought to Council prior to the public safety assessment since it had been completed. Ms. Woytenko said portions of City Hall had been assessed but staff wanted a complete assessment before it was brought back to Council. It would be assessed once the public safety assessment was completed. Vice Mayor Clark said the Business Council Committee had identified the workplace environment for employees had much to do with the culture of the organization and had recommended the City Hall renovations be fast tracked. She asked if it was necessary to wait for the public safety assessment to be completed before the City Hall assessment was brought forward. Ms. Woytenko said, with Council's direction, priorities could be reassigned to complete the City Hall assessment. Vice Mayor Clark asked Council to consider giving direction to change priorities and complete the City Hall assessment prior to the public safety assessment. City Council Meeting Minutes-February 19,2019 Page 5 of 7 Councilmember Tolmachoff had understood that the City Hall assessment had been completed and was possibly at the point of discussion. Mr. Phelps said staff was not ready to do a deep dive of City Hall. Staff had been given direction by Council to assess the utilization of the Glendale Regional Public Safety Training Center (GRPSTC). Conducting a remodel before that assessment was completed would be premature. He said the exterior of the building could be addressed. Vice Mayor Clark asked if the relocation of the Prosecutor's Office was scheduled for the next Council workshop and could the discussion regarding City Hall begin after that. Ms. Woytenko said discussion of the Prosecutor's building was scheduled for the next workshop and a full discussion of public safety facilities would take place prior to the summer break. Vice Mayor Clark said City Hall was a priority and repeated her request to fast track the assessment. MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION A motion was made by Vice Mayor Joyce Clark, seconded by Councilmember Ian Hugh to hold an executive session. A motion was made by Councilmember Ray Malnar, seconded by Councilmember Ian Hugh to adjourn the executive session. (Mayor Weiers and Councilmember Aldama left the session prior to adjournment.)
