Mayor Weiers called the meeting to order at 12:31 p.m.

WORKSHOP SESSION
1. BLUE BARREL PILOT PROGRAM STATUS
Presented by: Michelle Woytenko, Director, Field Operations
Ms. Bower read the item by title.
Ms. Woytenko provided the background of the recycling program and why the Blue Barrel
Program was created. The intent was to improve the quality and quantity of acceptable material in
the curbside recycling program. Two pilot areas were initiated in May 2018, Marshall Ranch in the
Sahuaro District and Manistee Ranch in the Cactus District. Phase Two began in January 2019 in
the Cholla and Yucca Districts.
Councilmember Turner was concerned about the use of the blue barrels and suggested educating
the community and labeling the current barrels. He requested a pilot program be conducted in a
neighborhood without a homeowner's association (HOA), where only recycling information was
communicated without degrading the visual appearance of neighborhoods with the blue barrels.
He was also concerned with the cost of replacing the barrels.
Councilmember Aldama was not in support of the pilot program.He suggested providing
education to the community about the sage bins for recycling.
Vice Mayor Clark did not agree. Several rounds of educating the community had previously been
done. The blue barrels were distinctive enough to remind residents to properly recycle. She
supported the continuance of the blue barrel pilot program. She asked the status of the review of
the landfill program and if there was a recycling component in the review.
Ms. Woytenko said the Landfill Master Plan would be presented in the spring. It would include
information related to the rate model and the recycling program as a component.
Vice Mayor Clark said if there was a future possibility of the recycling program being discontinued
because it was not profitable, she did not want to invest in new barrels.She was pleased with the
results of the pilot program.

Mayor Weiers asked if there was a national color for recycle barrels.
Ms. Woytenko said blue was the international standard for recycling.
Mayor Weiers was not bothered by the color but suggested phasing in the new barrels if the item
moved forward. The recycling program reduced what went into the landfill which increased its
lifespan, saving money in the long run.
Councilmember Tolmachoff asked for clarification on the pilot program's Phase 1 results.
Ms. Woytenko said in the Sahuaro District, the overall amount collected remained consistent, but
the contamination decreased.The volume collected in the Cactus District increased by 8%.
Councilmember Tolmachoff said the fact that recycling kept items out of the landfill was important
to consider because it would prolong the lifespan of the landfill.
Ms. Woytenko said that was correct.
Councilmember Tolmachoff did not have an issue with the blue barrels but thought it was still
necessary to educate the community. She looked forward to the upcoming phases.
Councilmember Malnar said constituents he had received feedback from were confused by the
current colors and the blue barrels were distinct. He asked if there was information about what
was recyclable inside the barrel.
Ms. Woytenko said the information was imprinted on the lids.
Councilmember Hugh was not opposed to changing to blue recycle barrels.
Councilmember Turner repeated his request to conduct an education component without
changing the color of the barrels. He realized blue was the standard but felt Glendale did not have
to be the same.There were several cities with recycle barrels that were not blue.

Mr. Bailey said the item was being continued to a future workshop.

COUNCIL ITEMS OF SPECIAL INTEREST
Councilmember Aldama asked that staff review whether or not it was feasible for the City to operate all of
its community centers.
Councilmember Tolmachoff requested a class and compensation study for the City's part-time positions.
Councilmember Tolmachoff requested that, over time, LED lighting be implemented throughout the City to
realize cost savings on electricity.

Mayor Weiers read a statement related to the July 2017 police incident.
MOTION AND CALL TO ENTER INTO EXECUTIVE SESSION
A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Ian
Hugh to hold an executive session.

EXECUTIVE SESSION
Council entered into executive session at 1:11 p.m. for legal advice, discussion and consultation
regarding the city's position in pending or contemplated litigation, including settlement discussions
conducted in order to avoid or resolve litigation pursuant to A.R.S. § 38-431.03(A)(3)(4); for discussion
and consideration of the re-appointment of City Judge Elizabeth Finn and discussion and consultation for
legal advice with the City Attorney pursuant to A.R.S. §38-431.03 (A)(1)(3); and to discuss appointments
and other items involving boards, commissions and other bodies pursuant to A.R.S. §
38-431.03(A)(3)(4).
A motion was made by Vice Mayor Joyce Clark, seconded by Councilmember Ray Malnar to
adjourn the executive session.
