MYRTLE AVE., BUILDING A - SUITE 111 GLENDALE, ARIZONA 85301 NOVEMBER 5, 2018 6:00 P.M. CALL TO ORDER The meeting was called to order at 6:00 p.m. by Chair Larry Flatau. ROLL CALL Present: Larry Flatau, Chair Chris Fundis, Vice Chair Paul Marsh, Committee Member Marie Nesfield, Committee Member Michael Osborn, Committee Member Absent: Kolby Waters, Committee Member Also Present: Patrick Sage, Transportation Planner Marilu Garcia Ramirez, Transportation Program Manager Charyn Eirich-Palmisano, Community Revitalization Administrator APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES The agenda was approved by consensus without withdrawals or continuances. CITIZEN COMMENTS No citizen comments were received. 5. APPROVAL OF THE MINUTES Approval of the minutes from the October 1 2018 Citizen Bicycle Advisory Committee Meeting. Motioned by Committee Member Marie Nesfield, seconded by Vice Chair Chris Fundis AYE: Chair Larry Flatau Vice Chair Chris Fundis Committee Member Paul Marsh Committee Member Marie Nesfield Committee Member Michael Osborn Passed 6.COMMUNITY SERVICES PRESENTATION - HOMELESSNESS AND TRANSPORTATION Ms. Eirich-Palmisano explained the role of the Community Services Department in regards to homelessness via the CDBG grant allocation. Ms. Eirich-Palmisano's presentation included the following highlights: Glendale Strategy on Homelessness . Point-ln-Time Count: The Point-ln-Time (PIT) Count is a count of sheltered and unsheltered homeless persons on a single night in January. HUD requires that continuums of care conduct an annual count of homeless persons who are sheltered in emergency shelter, transitional housing, and safe havens on a single night. . Point-ln-Time Count for the Last Seven Years 2018 Point-ln-Time Count: 164 homeless unsheltered individuals; 76% of the homeless population are between 25 and 62 years old; 68% are men; 73% are Caucasia; 7% are veterans; 40% are first time homeless; 48% have been experiencing homelessness than 1 year and 31% have been homeless between 1 to 5 years. Prevention: Rental/Mortgage Utility Assistance; Emergency Food Assistance; Diversion Intervention: Homeless Outreach; Housing Navigation; Glendale Works; Shelter Operations; Rapid Re-Housing; Day Resource Centers; Other Supportive Services. . Stabilization: Permanent Supportive Housing; Public Housing/Housing Choice Vouchers; Affordable Housing; Currently. . Glendale is Working Toward the Following Best Practices: Housing First; Permanent Supportive Housing; Rapid Housing; Affordable Housing; Landlord Engagement; Public Housing Authority Engagement; Partnership with Schools; Outreach Connected Housing; Low-Barrier Shelters; Street Outreach Services; Law Enforcement Collaborative with . havioral Healt.hand social Services; Law Enforcement is trained around interacting with individuals exhibiting psychiatric symptoms; Increased access to jail diversion and alternatives to incarcerationCreating a Unified, Multi-Agency Team. .Internal Partners: Library; Police; Community Action Program; Fire; Community Housing; Transportation; Code; Parks and Recreation. External Partners: U.S. Vets; Glendale Schools; New Leaf; UMOM; Community Bridges; Family Promise; West Valley Municipal Human Services Collaborative; Neighborhood Alliance; Phoenix Rescue Mission. . How We Receive Information: Phone Calls; Transportation Drivers; Concerned Residents: Police; Parks and Recreation. Once staff has identified a concentrated area, a Phoenix Rescue Mission & CBI Navigator is contacted. Various Glendale Homelessness Initiatives were mentioned. Ms. Eirich-Palmisano stated that on November 27th, she and her staff will present a three-pronged approach to address homelessness at the Council workshop. Chair Flatau asked how the homeless find assistance from Ms. Eirich-Palmisano and her staff. Ms Eirich-Palmisano explained that the homeless are connected: between their own community and many also have cell phones. Ms. Eirich-Palmisano stated that her staff partners with the Phoenix Rescue Mission who conducts outreach in the streets to engage the homeless with services or housing. Ms. Eirich-Palmisano provided information on the Glendale Works program and announced that 7. the Stand Up for Vets event will be held in Peoria in two weeks and the Glendale Police Department will transport veterans to the event. Committee-member Nesfield commented on a homeless population behind the Walmart at 59th Avenue and Bell Road, at the 75th Avenue bridge, and at the tunnel by 51st Avenue. Ms. Eirich-Palmisano will follow up. Committee-member Marsh commented on a issues at the tunnel at 43rd Avenue. Chair Flatau noted that it can be very dangerous when a bicyclist or equestrian rides into a tunnel and comes upon a sleeping person. £hTI^FIatau aske.d how marly homeless shelters were in Glendale. Ms. Eirich-Palmisano relayedthat there was only one shelter- A New Leaf. M^ Eirich-palmisano indicated that it is not a crime to be homeless and explained the challenges with maintaining public safety versus what the City and police can do. Chair Flatau commented" that the Phoenix police patrols the parks and bike paths regularly and did not see that the G endale police did the same Committee-member Marsh stated that he has not seen any Glendale police on bicycles Mr. Sage stated that he could invite a representative from the police to present or^this concern. Committee-member Nesfield commented that the police could use horses Ms. Eirich-Palmisano stated that horses would be very costly for the City to maintain. Chair Flatau stated that the Phoenix Police Department is understaff, however still has a bk patrol. Chair Flatau asked if there was something that he could hand out to a homeless person if he is approached in the street. Ms. Eirich-Palmisano stated that the City does have information cards to hand out. Mr. Sage provided the Committee-members with the homeless resource cards. Chair Flatau asked if a donation to Glendale Works is tax-deductible. Ms. Eirich-Palmisano stated that City staff is working on 501 (c)3 status for Glendale Works. At this time, donations can be made to the Phoenix Rescue Mission with a note to earmark for Glendale Works. There were no further questions. Ms. Eirich-Palmisano was thanked for her presentation. CITIZEN BICYCLE ADVISORY COMMITTEE NAME CHANGE Ms Garcia Ramirez facilitated the discussion on the CBAC name change and provided examples of names to be considered Committee-member Nesfield suggested the following names: ?iti_ze,nsrl.Active.Transportation Advisory Committee or Citizens' Active Transportation Advisory Board Discussion was held. Approval to recommend to the Citizens Transportation Oversight' Commission the name change of the Citizen Bicycle Advisory Committee to the "Citizens'"Active Transportation Advisory Committee". Ms. Garcia Ramirez announced that the recommendation- would be taken to the CTOC for review and action. MEETING SCHEDULE The Committee-members reviewed the upcoming meeting dates for December 2018 and January 2019. Staff reported at this time that there were no scheduled and/or pressing items for the December 2018 meeting. Approval to vacate the December 3, 2018 Citizen BicvcFe Advis Committee meeting. RECOMMENDATION OF CBAC CHAIR AND VICE CHAIR APPOINTMENTS Mr. Sage announced a change in the process of Chair and Vice Chair appointments in that suggestions are now being requesting by the City Clerk's Office. Term: February 1, 2019 through January 31,2020 Volunteers and nominations are welcomed. . Appointed by the City Council. The term of the appointments shall be one year, subject to reappointment. The Chairperson and the Vice Chairperson may serve more than one term. . Roles of the Chair and Vice Chair were presented. Chair Flatau announced that he will be departing the Committee in January 2019 when his term expires. Committee-member Osborn noted that his term expires in January 2019 as well and he will not be returning due to family commitments. Chair Flatau asked Mr. Sage to confirm that the Chair and Vice Chair do not need specific training as was needed in the past. Mr. Sage announce that Committee-member Kolby will not continue on the Committee after January 2019. Chair Flatau nominated Vice Chair Fundis as Chair effective February 2019. Chair Fundis accepted. Committee-member Marsh was nominated as Vice Chair and accepted. Approval to recommend the appointment of Vice Chair Fundis as Chair and Committee-member Marsh as Vice Chair ofCTOC effective February 2019. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS Committee-member Nesfield reported on the November 1, 2018 Citizen's Transportation Oversight Commission meeting: . A presentation was given on speed limits and speed limit changes when entering Glendale from other cities. . The last speed limit study was done in 1999. Transportation staff will update this study to see if any speed limits need to be changed. . A presentation on emergency vehicles and traffic signals was given. . The City is trying out a new GPS-based system to change signals for the fire department, Not all intersections will have the system. There will be extra units given to the fire departments in Phoenix and Peoria for when they come into Glendale to assist. . Staff updates were given for current projects, such as Northern Parkway. 11. OTHER BUSINESS Ms. Garcia Ramirez stated that the Committee-members are invited to the Arizona Coyotes vs. Nashville Invitation Hockey Game for Boards and Appreciation night. Ms. Garcia Rami'rez distributed information on a Save the Date for the Glendale Family Bike Ride on March 31,2019. Mr. Sage reported the following: . Active Transportation Plan . Two public meetings were held on October 23rd . Technical Advisory Committee meeting . Public Outreach will be done at Glendale Glitters. 12. FUTURE AGENDA ITEMS Future agenda items include the following: Active Transportation Plan Update . Glendale Family Bike Ride Update . Bike/pedestrian/equestrian Etiquette . Process for the Bike Friendly Community and How the ATP fits in . Training at the new Bike Park . Chair Flatau asked Mr. Sage to provide the Bike Friendly Community requirements and the prior Glendale application results. 13. Myrtle Avenue, Glendale Arizona 85301 14.
