HomeMy WebLinkAboutMinutes - Minutes - Historic Preservation Commission - Meeting Date: 11/30/2017HISTORIC PRESERVATION COMMISSION SPECIAL MEETING GLENDALE CITY HALL CONFERENCE ROOM 2A 5850 WEST GLENDALE AVE GLENDALE, ARIZONA 85301 NOVEMBER 30,2017 4:00 PM CALL TO ORDER The meeting was called to order at approximately 4:00 p.m. ROLL CALL Commissioners Frederick Coury, Mickey Lund, Larry Rovey (arrived at 4:10 p.m.), Sharon Wixon, Amanda Froes, Vice Chairperson Tim Quinn and Chairperson Theodora Hackenberg were present. City staff: Jon Froke, Planning Director, Paul King, Admin Parks & Recreation Department, Kathy Thomas, Risk Management, Dianne Shoemake, Risk Management, Kelly Hargadin, Engineering, Jim Cronk, Interim Planning Director, and Cindy Gilchrist, Recording Secretary Guests: Tony Capulli, American Technologies, Inc., Rachel Sainz, Rosa Sainz, and Judith Castiano. APPROVAL OF MINUTES Chairperson Hackenberg stated there were no minutes for approval. BUSINESS FROM THE FLOOR Chairperson Hackenberg called for Business From The Floor. There was none. WITHDRAWALS AND CONTINUANCES Chairperson Hackenberg called for Withdrawals and Continuances. There were none. PUBLIC HEARING ITEM SAHUARO RANCH PARK FIRES I 9802 NORTH 59TH AVENUE: Jon Froke, Planning Director, made the presentation. He presented the details of the demolition request and the City's intention to rebuild the structures. The Development Services Department / Planning Division has initiated a request to demolish the remains of several structures that were ravaged by two separate fires. The site is located at the northwest comer of Mountain View Road and 59th Avenue. November 30,2017 Minutes Historic Preservation Commission Page 2 He stated that in September 2017 there were two fires at Sahuaro Ranch Park. Several historic buildings were destroyed. He noted that the fires are being treated as arson and both the Police Department and Fire Department are investigating the matter. Mr Froke explained the fire hit the Dairy Barn, Blacksmith / Machine Shop, Stable & Granary and the Scale House. Since the time of the fires, the Planning Division has been in contact with other City departments that are in attendance today. He stated that this has been a team effort and the plan is to salvage building materials from the site with the intention of replicating the original building design as the structures are rebuilt. He said they are asking the Commission to approve the demolition permit to allow the reconstruction to begin. Staff has carefully reviewed the request for demolition and has approved the demolition based on the circumstances related to the condition of the buildings and the costs associated with bringing the buildings up to code. Mr. Paul King, Parks & Recreation Department, explained his role in the Parks Department and his partnerships in the community at Sahuaro Ranch. He provided a brief summary regarding the fires that have been deemed arson by the police department. The first fire occurred on September 18, 2017 at 3 a.m. at the Dairy Barn. The next was on September 26, 2017 in the evening. That fire targeted and spread to the Blacksmith/Machine Shop, Stable & Granary and the Scale'House. He said this really has been a team effort among City departments to pursue the rebuild and replication of the structures as best as possible. In addition, they have increased security patrols at the park since the fires, including security cameras and motion sensors. He added the "police department is actively working on the case. Commissioner Lund asked about lead paint concerns and if the City was budgeted for it since it could be expensive. Mr. King replied that they have no choice in the matter. He said they are submitting two $100,000 each insurance claims that should help with cost and would like to move forward with the clean-up due to public safety. Ms. Dianne Shoemake, Risk Management, explained how the insurance portion will work. She stated that the property carrier will pay above the deductible since they have been paying into a fund for insurance deductibles for precisely these types of scenarios. She added that American Technologies, Inc. is the clean-up crew that will deal with the lead paint and asbestos, if there is any. Mr. King stated there will be a demolition meeting next week. Planning and Engineering will then take over. He said the purpose of today is to get demolition permit approved by the Commission. He said if approved now, the clean-up plan discussion will take place December 4, 2017. Mr. Froke agreed they are asking the Commission to support the approval with a motion to approve the demolition permit to allow the reconstruction to begin. Chairperson Hackenberg called for any comments from the public. November 3 0,2017 Minutes Historic Preservation Commission Page 3 Ms. Rachel Sainz, speaker from Tucson, Arizona made a plea to save the park. She said this was a very special place and considers it a jewel. She expressed her concerns about security and she tells people to get off the equipment while visiting the park. She spoke about needing park rangers on site to come quicker when visitors are acting unruly. She hopes the City continues to protect the animals and buildings on property, especially with the demolition is taking place. She wanted to know future plans the City has to keep the park protected so this does not happen again. She expressed her concern about the quality of work the security guards at the park do and when the park opens. She suggested they open the park when employees get there instead of in the early morning. She also talked about fundraisers to raise awareness for the park. Judith Castiano, speaker, former Glendale employee, said she's been feeding the cats there for 9 years and expressed her opinion about security. She said she used to see the security guard walk the park at night which was a deterrent for mischief-makers. She thinks that not having enough security at night contributed to the fires. She hopes the City finds the money to add more security at night. Chairperson Hackenberg suggested she talk to Parks and Recreation and City Council. Rosa Sainz, speaker, spoke about rebuilding and bulldozing concerns. She suggested they change the area name from park to historical. Chairperson Hackenberg said it is designated historical. Ms. Sainz said she was aware but would consider it to be thought of as a museum. She noted that she ofiten carries a stun gun when visiting the park for protection. She said they need to find a way to keep people out late at night and early morning. She reiterated they possibly need to change the name from Park to Historical Museum, so kids and adults can treat the park with respect. She remarked that the City is only wasting money when they upgrade the park since visitors are not careful and respectful of the property. Commissioner Rovey talked about the agricultural history of the park and agrees with their comments. He also hopes additional funds can be obtained for more security. Commissioner Wixon told her she is brave for doing what she's doing. Ms. Sainz replied that she was happy to do it but was worried about the negative response that she sometimes receives. Commissioner Coury made a motion to approve the request for the Demolition Permit for Sahuaro Ranch Park. Commissioner Rovey seconded the motion which was approved unanimously. OTHER BUSINESS Update on 1919 Bungalow I 7222 North 58th Drive: Mr. Froke presented an update on the details associated with the reconstruction of the home. He said last year the Historic Preservation Commission approved a request by the property owner to demolish a wooden home that was ravaged by fire. He said the site is located at the November 30, 2017 Minutes Historic Preservation Commission Page 4 southwest comer ofNorthview Avenue and 58th Drive. He provided details of the renovation and work currently being done. Chairperson Hackenberg stated she had been by a couple of times. She had been wondering if it was going to be a total demolition. She is glad of the work being done. Vice Chair Quinn said the restoration was going well and was glad to see wood siding. However, the process is moving very slowly. Mr. Froke said they had also built a nice brick fire place. Commissioner Rovey asked if the whole structure was demolished. Vice Chair Quinn noted that about 2/3 of the building had to come down. Update on Bronze Plagues for the Heart ofGlendale Neiehborhood: Mr. Froke presented an update on the details associated with this endeavor. He said Planning staff continues to work with community members on placing bronze plaques at strategic locations to honor the Heart of Glendale neighborhood which is located south of Glendale Avenue, west of 51 st Avenue and north of Grand Avenue. Staff will work with Bobby Casares and Superintendent Joe Quintana on the plaques and a tour of the homes that have plaques. Commissioner Wixon asked if this would be a self-guiding walking tour. Mr. Froke stated she was correct. STAFF REPORT Mr. Froke stated this time of year, tlie City provides hockey tickets to Glendaie's Boards and Commissions. This year the tickets are for a January game. He hopes the Commissioners take this opportunity to attend. Mr. Froke introduced Cindy Gilchrist, Recording Secretary, and Jim Cronk, Interim Planning Director as the newest members of the Planning Division. He added that Jim will not be the permanent Planning Director and the new Director will soon be announced. He stated that he will be retiring in January. Mr. Cronk provided some background information. He said he has been in Planning for about 40 years in different cities. COMMISSION COMMENTS AND SUGGESTIONS Vice Chair Quinn stated he wanted the minutes to reflect Mr. Froke's service to the City and how much he has been appreciated by the Commission. He said Mr. Froke has been very dedicated and committed to the City of Glendale. Chairperson Hackenberg stated Mr. Froke has served the City with passion and consistency November 30, 2017 Minutes Historic Preservation Commission Page 5 Mr. Froke thanked them for their kind comments. He told them to be looking out for an article coming out in the Glendale Star regarding his retirement. He has worked In the City for 27 years. Mr. Froke stated the last item on the agenda was a six-minute video on Volunteering for The City of Glendale Boards and Commissions. He thanked the Commission for indulging him in watching the short video. ADJOURNMENT Chairperson Hackenberg called for adjournment of the meeting. Commissioner Coury made a motion to adjourn the meeting. Vice Chair Quinn seconded the motion, which was approved unanimously. The meeting adjourned at 5:00 p.m. with no further business.
