GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM NOVEMBER 14, 2018 6:00 P.M. 1 CALL TO ORDER 2. ROLL CALL Present: Chair Larry Rovey Commissioner Terry Aramian Commissioner Edward McCall Commissioner Quentin Tolby Commissioner Tim Topliff Absent: Commissioner Randal Kruger Also Present: Joe Husband, Airport Administrator Jim Gum, Operations Supervisor Attendees: John Padilla 3. CITIZEN COMMENTS There were no members of the public present. No comments. 4.APPROVAL OF THE MINUTES a. Aviation Advisory Commission Minutes of October 17, 2018. Motion by Commissioner Aramian, second by Commissioner Topliff, approve the October 17 2018 Commission meeting as written. The motion carried 5-0. 5.AIRPORT BUSINESS Status Update for the "Scouts Day at the Airport" Event. This item is for discussion and possible action. Vice Chair Tolby gave an update on plans for the Scouts Day at the Airport: . West-MEC is unable to participate during the holiday school break, so the event will be held in 2019. . The date for the event is February 16, 2019 from 9:00 a.m. to 1:00 p.m. . West-MEC will be the first stop for the scouts. . There is no RSVP yet as to the number of scouts. . Vice Chair Tolby will apply to the Scouts to be a Merit Badge Counselor. . Vice Chair Tolby has the names of four other Merit Badge Counselors that he can contact to help at the event. . More details will be shared once known. . The first 30-minute session will be held at West-MEC. . The scouts will then come down to the terminal building and the tower. Vice Chair Tolby asked Mr. Husband how many people could be in the Tower at one time. Mr Husband replied that the maximum was probably six to eight people, but possibly ten. Mr. Husband will confirm. Chair Rovey inquired if the Civil Air Patrol (CAP) would be part of the event. Vice Chair Tolby replied in the negative, explaining that there is nothing in the merit badge that accommodates the CAP and it would also take additional time to get the scouts down to the CAP. Mr. hfusband stated that he could ask CAP to come up to the terminal building. Vice Chair Tolby reiterated that the CAP does not really fit into the merit badge requirements. Vice Chair Tolby asked Mr. McCall if he had suggestions for three occupations to present to the scouts. Mr. McCall could speak about being an Airport Manager. Vice Chair Tolby noted that his grandson could speak about being an Aircraft Mechanic. Vice Chair Tolby suggested that another person speak about being a pilot. Mr. Husband commented that he knows a Southwest Airlines Captain and a United Airline Captain, and he will reach out to them. Vice Chair Tolby shared that there will be one hour for a presentation on the three occupations. Commissioner Aramian clarified that the hour also includes a question and answer period. Chair Rovey thought that a presentation by CAP could be good exposure for the kids to the program. Chair Tolby noted that CAP has a new Commander. Mr. hlusband stated that the new Commander is Colonel Ken Mann and can reach out. Chair Tolby explained that it takes a lot of time to accomplish as many of the merit badge goals as possible. Discussion of Airport Cafe Status. Lease. Marketing of the cafe space. This item is for discussion and possible action. Vice Chair Tolby has been working to set up a meeting with Mr. John Crow, a commercial real estate professional, and the meeting has had to be rescheduled. Vice Chair Tolby is now scheduled to meet with Mr. Crow tomorrow. Mr. Crow will share his expertise with Vice Chair Tolby at no cost. Vice Chair Tolby would like Mr. Crow's opinion on why a restaurant is not working in the cafe space and suggestions as to what type of cafe might work. Commissioner Aramian thought another good question is what would work in that space, if not necessarily a restaurant. Vice Chair Tolby stated that he would prefer to see food service in that space, for the pilots and other visitors. Commissioner McCall shared that the Airport restaurant in Sedona was very successful. Commissioner McCall noted that when the restaurant was being remodeled over a six-month period, there was quite a bit of a dip in fuel sales. Vice Chair Tolby commented that one issue in his conversation with Mr. Crow that might come up is signage on Glendale Avenue. Vice Chair Tolby stated that drivers on Glendale Avenue have no idea that there is a restaurant at the Airport. Vice Chair Tolby noted that a few years ago, signage was suggested but it was met with resistance. Chair Rovey asked if restaurants at other airports have reduced rent or are subsidized. Mr. Husband stated that for the last cafe lease, the rent was cut significantly, which was done specifically to assist the operator to become profitable. Mr. Husband noted that the FAA typically requires fair market value rents, so the Airport must keep this in mind. Mr. Husband stated that Mr. Gum has a potential contact with a current tenant regarding a restaurant in this space. Mr. Husband explained that there is approximately one year left on the lease with the previous cafe tenant and it could be subleased, but there have been no takers. Mr. Husband confirmed that all on site has been maintained as required. Commissioner McCall asked if Mr. Husband has considered a percentage of gross for the rent. Mr. Husband replied that he and Mr. Gum discussed this option today and this route could be pursued. Commissioner McCall explained that he used this option in Sedona and a few other places. Mr. Gum explained that there is also a lot of restaurant competition nearby. Mr. Husband noted that another challenge is that there is not an employment center nearby to the Airport. 6. Discussion of Proposed Sinale-Familv Residential Development South of GEL) at Camelback and Ballpark Boulevard. This item is for discussion and possible action. Mr. Husband reported that there is another proposed residential development near the Airport and provided the aerial display of the 15-acre parcel. The developer has begun the process of investigating the possibility of putting approximately 65 single-family homes on the parcel. The parcel is privately owned and within the City of Phoenix: The area is on the north side of Camelback, just west of Ballpark Boulevard. Adjacent to the subject parcel are parcels owned by the City of Phoenix and the City of Glendale which are currently designated as open space and the rest is zoned as S-1 which allows some residential. The Rose Law Group is the firm that is representing the new developer and came to the Airport for a meeting with staff last week. Another meeting will be held this Friday regarding the proposed development. The approach and departure path for Runway 01/19 will be about 800-feet away from the development. Mr. hlusband has expressed his opposition to the development. The Rose Law Group asked if the same agreement could be made as with the recent Mattamy development. Mr. Husband did not feel that this was wise land use and opposes the proposal. However, if the proposal does move forward despite the opposition, Mr. Husband will work toward various stipulations as was done on the Mattamy property. Mr. Husband was unable to publicly announce the developer interested in this property at this time. STAFF REPORTS Mr. Husband provided the staff report, hlighlights included the following: AIRPORT FINANCIAL UPDATE . Airport Financial Update - 33% of Fiscal Year through October 2018 . Projected Annual Revenue - $775,378 . Revenue YTD - $234,268.95, approximately 30% of projected annual revenue .Annual Operating Budget - $775,378 . Expenses YTD - $124,476.95, approximately 15.4% of budget AIRPORT OPERATIONS UPDATE .Aircraft Operations - October: 7,028 (approximately 15% increase from October 2017, which was 6,080) . Year to date Operations:75,749 CONSTRUCTION PRO JECTS/G RANT STATUS . Mr. Husband continues work on gathering documents for the North Apron construction Close-Out. . Mr. Husband submitted for a supplemental taxiway mill and overlay grant and the submittal was accepted.The grant awards will be announced in Spring 2019. . No current construction projects. . Plans are beginning for end of year projects, such as landscaping, terminal improvements, and crack sealing. .Adjustments have been made to the gate at A2.Barricades have been placed alongside the gate to help direct traffic through the gate. AIRPORT BUSINESS ACTIVITY/LEASE UPDATES Airgo, a flight school, who ceased operations at the Airport last June/July 2018 is ready to come back to the Airport and should start up again at the beginning of the year. . A new Assistant City Manager has been hired to take Mr. Jack Friedline's position following his retirement.The new Assistant City Manager is Mr. Chris Anaradian and Mr. Husband gave him a presentation on the Airport. Mr. hlusband will invite Mr. Anaradian to an upcoming Commission meeting. Mr. Husband gave a brief update on Mr. Anaradian's prior experience. . The prior Airport cafe tenants are in default on their lease and Mr. Husband is following standard protocol on this issue. . Increased activity on open, uncovered tie-downs is being seen. LAND USE PLANNING/ZONING DEVELOPMENT . Mr. Husband reviewed four zoning cases this month. None of significant impact to the Airport. . One noise complaint was received since the last Commission meeting from a Country Meadows resident, who also indicated to Mr. Husband that there were many other residents concerned about the noise.The Peoria Councilmember for this neighborhood has told Mr. Husband that he would like to have another community meeting regarding this issue. Mr. Husband is still pursuing plans for an Airport Open House. Mr. Husband concluded his report. 7. LUKE AIR FORCE BASE OPERATIONS hflr. Padilla stated that there was no new business to report this month. Mr. Padilla announced there are approximately seventy-six (76) F35's at Luke Air Force Base and training continues. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Aramian stated that he is working with Vice Chair Tolby on developing a budget for the Veteran's Memorial aircraft display plans. Commissioner Aramian stated that one of the major costs is transportation of an aircraft to the Airport. Commissioner Aramian spoke with a manager at Swift Transportation who relayed that Swift considers this type of move is a specialty job that is beyond their expertise and provided him with a number for a potential contact. Commissioner Aramian recalled that someone at a previous Commission meeting may have mentioned that they had a contact at a transportation company.
