GLENDALE, ARIZONA 85301 FEBRUARY 5, 2018 6:00 P.M. CALL TO ORDER Chair Beresky called the meeting to order at 5:32 p.m. ROLL CALL Present: Justin Beresky, Chair Andrew Gould, Board Member Nora Greer, Board Member Larry Sandigo, Board Member Absent: Roy Whitehead, Vice Chair Also Present: Jim Brown, Human Resources Director Debbie Burson, Human Resources Assistant Director Alyssa Bethel, Human Resources Business Partner CITIZEN COMMENTS There were no citizen comments. APPROVAL OF THE MINUTES Judicial Selection Advisory Board Minutes of November 1, 2017. Motioned by Board Member Andrew Gould, seconded by Board Member Nora Greer AYE: Chair Justin Beresky Board Member Andrew Gould Board Member Nora Greer Board Member Larry Sandigo Other: Vice Chair Roy Whitehead (ABSENT) Passed 5. DISCUSS AND VOTE ON THE USE OF CURRENT OR ALTERNATE SURVEYS FOR PRESIDING JUDGE The Board discussed the continued use of the existing surveys for Presiding City Judge, or the creation or adoption of an alternate survey. Specifically, the Board reviewed presiding judge surveys from the City of Phoenix and Town of Buckeye. The Board's discussion concluded that all of the questions used by the City of Phoenix survey were applicable to Judge Finn. Board Member Gould suggested that the Board use the Phoenix survey and Buckeye response options. Board Member Greer commented that she liked having the definitions of each category included right on the survey. Board Member Greer motioned to employ the Phoenix questions but have a five selection grid, the same as it appears in the Buckeye survey. Chair Beresky clarified Greer's motion: Instead of the existing two surveys, the Board would do one survey of the questions Phoenix uses but adopt the answers Buckeye uses. Motioned by Chair Justin Beresky, seconded by Board Member Andrew Gould AYE: Chair Justin Beresky Board Member Andrew Gould Board Member Nora Greer Board Member Larry Sandigo Other: Vice Chair Roy Whitehead (ABSENT) Passed The Board discussed the manner in which the results were reported, and whether it should be in one large group or segregated into the distribution groups now that one survey would be used for all groups. Staff Assistant Katie Douglas suggested that the board consider, when reviewing survey results, what would best assist them in making a recommendation. Chair Beresky thought if it was a small sample size, it was helpful to have the results broken out to better identify outliers, but the more surveys returned, the less it mattered. The survey results would be reported in the following groups: Judges/Attorneys, Staff/Department Heads, and Committee Members/Other. Board Member Gould asked if there was a place to insert comments in the newly established survey. Responders could potentially be identified by their comments. Judge Finn clarified that any comments submitted with current presiding judge surveys, if signed, are included in the survey results. If they are anonymous, they are held by the surveyor. Staff Assistant Katie Douglas explained that the prior surveys called out the following: "Anonymous letters or comments will not be considered by the JSAB. To personally present comments, you must appear at the public hearing, or you can mail them in." The Board wanted to continue with this practice, and wanted to amend their previous vote to include this language in the survey. Chair Beresky motioned that the language regarding comments that has been included in past surveys be included in the newly established survey. STAFF REPORT Staff Assistant Alyssa Bethel advised the Board that the City Clerk's office was working on filling the two vacant board member seats on the JSAB. Ms. Bethel also advised the Board that the extension of board member terms to January 31 also applied to Chair and Vice-Chair. Chair Beresky's and Vice-Chair Whitehead's terms expire January 31,2019. 7. BOARD COMMENTS AND SUGGESTIONS There were no additional comments or suggestions. 8. NEXT MEETING The Judicial Selection Advisory Board will tentatively meet next in January 2019 9.
