GLENOALE ARTS COMMISSION OF THE CITY OF
GLENDALE» HELD AT THE MUNICIPAL OFFICE COMPLEX
BASEMENT CONFERENCE RUOMo 5850 N. 8LENDALE AVENUE
ON WEDNESDAY, DECEMBER 18° 1985 AT 3:00 P.M.
The meeting was called to order by Chairwoman Marie Sands at ]:OO
p.m. with the following members present: Lowell Rogers, Bob
Pages Enid Abel, Betty Wade' Nelda Orqwg||, Or. Joe Atkins. Also
present were Glenn Compton, Civic Eng/neer, Kathy Emery,
Landscape 8n:hifeof, Debbie Geosner* Artist, and Gloria Santiago,
Staff Coordinator for the Glendale Arts Commission.
The minutes from November 20.- 1985 were approved as read.
Balance as of December 18r 1985 is $91^556.90.
The City Council Art Gallery details were discussed. 8 security
system does provide security after hours for the protection of
the art but security during the day Is still not solved.
Discussion was held on the use of volunteers versus paid staff to
man the Gallery. It was definitely decided someone should be In
the Gallery to protect theft and vandalism. Another factor which
needs to be decided is hours of operation. When set hours are
established then the Gallery can be publicized. Therefore* the
person stationed in Gallery would be greeting the public. The
City's Insurance covers any Item on loan to the City at the items
full value. If an (fam is covered by the Individual's own
insurance policy and if something should happen; to the item;
the individual would only be able to collect from one Insurance
company; either the City's or their own insurance. An
independent appraiser would appraise the Item at current market
value. After discussing these Issues* o motion was made by Marie
that the Arts Commission will only schedule oxh/b|fa if there /s
adequate security provided by the City. The motion was seconded
by Nelda. The motion passed unanimously. The City will research
hours and security, a report will be given at the January
meeting.

Debbie Gessner stated that her exhibit would be subject to the
security the City will provide. Debbie also expressed concern
that the hours it is open to the public are worthwhile for the
exhibit.
Ed Mell's exhibit will continue to be explored for some time In
the spring. Another suggestion for the Gallery was to have meet
the artist day.
Dr. Atkins presented a fund raising Idea that the Cincinnati
Commission on the Arts is doing. The Cincinnati Commission in
conjunction with Wendy's Hamburgers printed a calendar featuring

each calendar to the Cincinnati Commission. The Glendale Arts
Commission asked If this Idea could be brought up again in six
months.
Dr. Atkins also asked If discussion Is continuing with Ed Mell
for a commissioned painting. Since Ed Mell's work Is continuing
to grow In popularity, the Commission may want to talk about
price and location with Mr. Mell's gallery agent. A commissioned
painting of Ed Mell was featured In a Lem-*A-eak In an ad by
Boettcher & Company for the Art of Western Investing Series.
Since Mell is being considered for the Airport a motion was made
by Marie to Invite an Airport representative to the January
meeting to discuss the new elevations. The motion was seconded
by Nelda and passed unanimously.
Gloria Invited everyone 1-0 8TI-twI4u The puDlic meeting on a
cultural center need. The meeting will be January 16 at 7:00 p.m.
at the City Council Chambers.

Glenn Compton presented the drawings on the pond for the
"Irrigators". The construction cost estimates Glenn received
were $16.,576.00, $15P000.00o and $18,,000.00. The estimates
Included costs on lighting, filter systems and construction. The
pond would need water and electrical lines plus a sewer drain to
make it functional. These three items may be able to be done
with City crews, If not the Commission would have to pay for this
work. The depth of the water Is approximately 1211 with the edge
height being 2011 and 1219 wide.
Glenn explained to the Commission that any items over $10..000.00
the City required formal bidding process. The next step Is to
get a completed landscape plan -from Barry Moffitt. In January,
Glenn will give another report on the progress of the pond.

Bob recommended that there should be room for a plaque somewhere
on the ponds edge. This brought Lip what Is the official title of
the sculpture. Debbie will research a 1211 x 1611 plaque and come
up with an official title for the sculpture.
Maintenance and repair of the Commission's art collection will be
done by City unless a specialist needs to be hired. If a
specialist Is hired then the Commission would need to pay for
that service.
The fine arts poster was approved at -the December 3 meeting. The
poster will be printed ►n early January. It was suggested the
artists sign several posters.
Research continues on the C I VIC rclock. Doug Sex -ton has approved
one of -the proposed sites. At this point the suggested size of
the clock Is 59 diameter with possibility Roman numerals. The
Commission felt more than one location should be suggested to the
Mayor along with several different clock designs, Doug Sexton
will be invited to the January meeting to discuss the suggested
locations. It was felt a local merchant should be contacted
prior to going out of state. A motion was made by Dr. Atkins to
request Lowell and Enid to continue research on clock sites and
designs. The motion was seconded by Bob. It passed unanimously.
Lowell reported he had seen Dave Kassiter's work In Sedona.
Lowell also suggested "Skynear" would be another artist to look
at for the future. For the January meeting Dr. Atkins will ask
the Elaine Horwich Gallery to give a slide presentation on
Kasseter and Skynear.
The next Commission meeting will be Wednesday, January 15, 1986
at 3:00 p.m.
