HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 12/12/1984MINUTES OF A SPECIAL MEETING OF THE GLENDALE ARTS COMMISSION OF THE CITY OF GLENDALE, HELD AT THE LIBRARY CONFERENCE ROOM, 7010 N. 58th DR. ON WEDNESDAY, DECEMBER 12, 1984 AT 3:00 P.M. CALL TO ORDER The meeting was called to order by Chairwoman Marie Sands at 3:00 p.m. with the following members present: Betty Wade, Lowell Rogers, Robert Page, Nelda Crowell and Dr. Joseph Atkins. Enid Abel was absent. Also present was Beverley Miller, Staff Coordinator for the Glendale Arts Commission, Terry Sharp, Director of Budget and Research and Warren Smith, Administrative Assistant. Each Commissioner had been mailed a copy of the minutes of the previous meeting in advance. There being no corrections or additions to the minutes of the meeting of November 14, 1984, the minutes stood approved as sent. nTiril�iTON Beverley introduced Terry Sharp and Warren Smith from the City's Budget and Research Department. Terry presented a budget to the commission out- lining the resources available to them, the funds they have already committed, and the remaining balance. Terry also presented a legal opinion from the City Attorney, Peter Van Haren, regarding the arts ordinance #1226 New Series. Initially, when staff prepared the budget, revenue bond money was not included. However, the ordinance clearly indicates that monies from revenue bonds (utility and streets) were intended to be considered as "Eligible Funds" under the ordinance. The legal opinion went on to clarify that money derived from general obligation and revenue bonds are considered one pot of money for art anywhere in the City. Also, federally funded or partially funded monies are considered "Eligible Funds", unless the grant itself contains terms and conditions which restrict the use of that money. Terry said that the funds for the arts commission would be transferred at the time they award the bid. The Budget and Research Department will be responsible for giving a budget status report to the commission to keep them informed of their financial status. The commission thanked Terry and Warren and went on to discuss Richard Szwarocky's model. The consensus of the comments made, was that it was a very excellent clay model and compared favorably with the immigrants. Motion by Lowell Rogers, seconded by Nelda Crowell to approve the clay model and authorize payment to Richard Szwarocky for $7,500. in accordance with the terms of the contract. The next topic for discussion was the paintings the commission purchased from the Arts Festival. Motion by Nelda Crowell, seconded by Robert Page to re -frame both of these paintings at a cost not to exceed $150. The commission will consider various locations and will recommend where to hang these paintings in the near future. WAe Discussion then turned to communication with commissioned artists. Bob Page recommended that the commission not talk about the artists work while they are present. The purpose being, it may be confusing to the artist and may give an artist direction which is not the consensus of the commission, but rather an individual opinion. After some discussion, the commission agreed that they could ask questions of an artist but they should be careful not to ask leading questions or to instruct the artist. Marie will appoint someone on the commission to communicate with the artist and they will recommend changes as determined by the commission. The nexting meeting of the Glendale Arts Commission will be January 16, 1985, at 3:00 p.m. at the new municipal office complex, 4th floor conference room. Robert McCall will be invited to present his sketches. The architect for the new Glendale Airport will also be invited to present his preliminary plans.
