HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 11/15/1989MINUTES OF ♦ REGULAR ♦• GLENDALE ARTS • f• HELD AT THE GLENDALE MUNICIPAL 1 * • NOVEMBER 1989, .f • Call to Order The meeting was called to order by Chairman Robert Page at 3 p.m. with the following members present: Enid Able, Lowell Rogers, Mavis Voris, and Nelda Crowell. Also present were: Bill Nebeker, artist; Sue Branch from the Downtown Development Corporation; and Gloria Santiago, Staff Liaison to the Glendale Arts Commission. Approval of Minutes The October 25, 1989, minutes were approved. Financial ]Report The balance of the Municipal Art Fund is: $80,317.87 Encumbered funds for the Francis Beaugureau painting: 14,000.00 The available balance for art expenditures is: $66,317.87 Business Discussion A. Report on the "Arizona Ranger": The "Arizona Ranger" artist, Bill Nebeker, was present at the meeting. Prior to the Arts Commission meeting, he had met with Dallon Bushman, Project Manager; Michael Thomson, Project Architect from the Benham Group; and Police Captain Jerry McCown to discuss the pedestal and become familiar with the location. The suggested size for the pedestal is approximately four feet. The artist recommended the pedestal not be too vertical, since the art piece is vertical. The design might include a base, which could be a sitting area. The suggested finish would be brick and tile. It is not recommended the pedestal be completely brick because it would be too busy. The the would be the same the used inside of the building. The suggested shape of the pedestal is rectangular, to coincide with the shape of the Courts Building. The "Arizona Ranger" sculpture's shoulders would be parallel to Glendale Avenue. The sculpture will be nine feet plus an additional two feet for the figure's hat and base. The total size of the sculpture and the base will be fifteen feet. The sculpture will be just over the height of the columns of the Court Building. The Commission recommended that a narrative plaque about the history of the Arizona Rangers be placed in the lobby of the Courts Building or in front of the building. The plaque would be installed when the sculpture is dedicated. B. Report on the Francis Beaugureau painting: Bob Page reported that Mr. Beaugureau is almost finished with the painting. The painting will be hung in December but will be covered until the unveiling, which will be in January. Mavis Voris will be coordinating the reception with the assistance of the City. The recommended time for the reception is 4 to 6 p.m. During the reception, it is recommended that the chairs directly in front of the painting be roped off so the public will have a better view of the art piece. A handout will be distributed at the reception, giving the background on the art work. The art piece will be dedicated to Mrs. Marie Sands, the first chairman of the Arts Commission. The invitation list will include all City Commissioners, City Council members, the Glendale Chamber of Commerce, and the Downtown Development Corporation plus other valley art commissioners. A trip to Mr. Beaugureauls home will be coordinated so that the Commissioners can see the painting. C. Letter to Private Developers: The Commissioners recommended the letter to private developers, encouraging them to include art in their projects, be postponed until the February meeting. D. Sue Branch's Presentation on Catlin Court: Sue Branch presented the Downtown Development Corporation's proposal on purchasing the First Southern Baptist Church. The recommended reuse of the church is to make it a visual and performing arts and community center. Ms. Branch is seeking support for the project. The commission will send the Downtown Development Corporation a letter of support. New Business The Commissioners will begin researching mural artists for the interior of the Public Safety Building. The Commission discussed the possibility of hosting a round table discussion with the other valley art commissions. The purpose of the discussion would be to share information. It was decided to consider involving the Phoenix Art Museum and possibly having it at their facility.
