ARTS COMMISSION OF THE CITY OF GLENDALE, HELD
AT THE SENIOR CENTER, 7121 N. 57th AVENUE,
MANZANITA BUILDING, ROOM #4, WEDNESDAY,
OCTOBER 26, 1983, AT 1:00 P.M.
CALL TO ORDER
The meeting was called to order by Chairwoman, Marie Sands, at 1:00 p.m.,
with the following members present: Enid Abel, Dr. Joseph Atkins,
Lowell Rogers, Robert Page and Betty Wade. Nelda Crowell was absent.
Also present was: Robert Sexton of Varney, Sexton, Lunsford and Aye
Architects, Karly Ketterling, Interior Designer with the same firm,
Pam Kavanaugh, Administrative Assistant II and Beverley Miller, Staff
Coordinator for the Arts Commission.
APPROVAL OF MINUTES
MOTION by Marie Sands to approve the minutes of the previous meeting,
of October 26, 1983, seconded by Dr. Joseph Atkins. Motion passed
unanimously.
DTSCUSSTON
Architect for Municipal Office Complex
After introductions, Bob Sexton began his presentation. From a scale
model of the complex, he described the various buildings and layout of
the surrounding areas. The parking garage will be the first completed
building and will be ready this December. The Municipal Office Tower
is next, it will be ready in July, 1984. The Council Chambers will be
last, it is scheduled to be completed by January, 1985. Pam Kavanaugh
passed out drawings and a site plan of the complex and surrounding areas
to all of the commissioners. The commissioners were anxious to learn
where art could be appropriately displayed both in and outside of the
complex. A question and answer period followed. When there were no
further questions, Karly Ketterling began her slide presentation. The
slides were shown to illustrate examples of art that will be placed in
the Municipal Office Tower. Her examples depicted a Southwestern theme.
Photographs, wall graphics, fiber metal wall sculptures, cloth graphics,
and weavings constituted her collection of art work. When she had
finished her slide show, the commissioners again asked questions. Bob
Sexton suggested that the commission find out about artists who do public
art. He felt researching artists, who are capable of and who do public
art was important once we had decided what we wanted to do. He mentioned
that any art which is an attachment to a building, requires special light-
ing, changes in lighting, or structural support, we would need to consult
with the Architect prior to making any decisions for such art. He gave
the commissioners a May deadline for art work inside the Municipal Office
Tower, and 3 or 4 month deadline for art outside the building that requires
the aforementioned building changes. There being no further questions or
discussion, Bob Sexton, Karly Ketterling and Pam Kavanaugh were excused
from the meeting.

ALTERNATIVE ART SOURCES
Chairwoman Marie Sands, directed Robert Page to look into the legal
aspects as presented in the publication "% FOR ART". Beverley will
obtain a copy for him. We will then discuss his findings at our
next meeting. Dr. Joseph Atkins was asked to research different
artists whose works could be considered by the committee. In discuss-
ing different artists, the subject of the Glendale Arts Festival was
brought up. After some discussion a motion was made by Lowell Rogers
and seconded by Enid Abel, that the Glendale Arts Commission may
review and consider buying the Purchase Award from the Glendale Arts
Festival on a annual basis. Motion passed unanimously. Discussion
resumed concerning the show. Motion was made by Dr. Joseph Atkins to
make the Purchase Award prior to fabrication of the program and
seconded by Betty Wade. Motion passed unanimously. The discussion of
Alternative Arts Sources continued. The commission directed Beverley
Miller, to establish a list of "Alternative Art Sources" including:
the Glendale Festival of the Arts, the Graduate School, the Arizona
State Fair, Galleries, and Museums. The list was established as sources
the commission may consider in purchasing art.
ACQUISITION PROCEDURES
Beverley Miller read aloud the acquisition procedures as obtained from
the Phoenix Art Museum. The procedures cover works of art that are
offered for gift or purchase. The objective is to establish a collecting
policy; to assure that only distinguished, high quality works of art
are obtained for permanent collection. The commission felt this infor-
mation was important and may become part of the Municipal Arts Plan.
BUSINESS FROM THE FLOOR
The commission decided the next meeting of the Glendale Arts Commission
will be November 16, 1983, at 3:00 p.m. Beverley Miller was asked to
invite Mr. Charles (Dick) Whitney, Chairman of the State Arts Commission
to the next meeting.
There being no further business, Motion by Dr. Jospeh Atkins, seconded
by Lowell Rogers to adjourn the meeting at 2:45 p.m. Motion passed
unanimously.
