GLENDALE ARTS COMMISSION
OF THE CITY OF GLENDALE
HELD AT THE GLENDALE PUBLIC LIBRARY

WEDNESDAY, OCTOBER 21, 1987, AT 3:00 P.M.
Call to Order
The meeting was called to order by Chairwoman Mrs. Marie
Sands at 3:00 p.m. with the following members present: E.
Lowell Rogers, Betty Wade, and Bob Page. Also present at the
meeting were: Rodeane Widom, Library Director; Tim Ernster,
Deputy City Manager -Leisure Services; Bob McCall, Artist,
Louise Stephens, Library Manager; and Gloria Santiago, Staff
Liaison to the Glendale Arts Commission.
There was an amendment to the September 16, 1987 minutes, to
the following statement: "The sculpture will be located to
the south walkway to the Library until a permanent site is
established."
A motion was made by E. Lowell Rogers and seconded by Bob
Page that the Allan Houser sculpture be located inside the
Library. The motion passed unanimously.

Discussion
Bob McCall presented the cartoon of the painting for the
Library. The canvas will be mounted flush on the wall, and
Mr. McCall will paint at the Library. Mr. McCall will make
arrangements for installing the canvas, acquiring the
scaffolding and other arrangements as needed. The City will
pay for the installation arrangements. Work on the painting
will begin on November 20 and will be completed in March.
The painting is entitled "Icarus and Daedalus, the Legend
Retold." It is the story of Icarus, his son Daedalus, who
escaped imprisonment by means of artificial wings. Daedalus
falls into the sea when he flew too close to the sun and the
wax wings melted. The art work contains fantasy, Greek
mythology, astrology, and the birth of the Universe.
E. Lowell Rogers recommended that under the title of the
painting, the legend of Icarus and Daedalus be explained, and
the artist's interpretation of the work also be recorded.
The City will pay for the rental of the scaffolding needed
for the project.
Festival of the Arts Purchase
The Arts Commission purchased "Ascending Light" by Aaron
Elliot for $500. "Palms-Sahuaro Ranch," by Tim Tyler, was
jointly purchased by the Mayor and the Arts commission. This
painting was $2,800. The Commission's portion was $1,400.
O'Neil Park and Building
Several commission members have driven by the O'Neil Park
Building, 63rd Avenue and Missouri Avenue. It was discussed
whether creative playground equipment would satisfy the
artistic mode of the Park. The Commission may consider an
open competition for this art work. For the November
meeting, Gloria and Tim will bring suggestions for creative
playground equipment.
Howard Post
"A Way of Life," by Howard Post has been installed. The
Library staff received many positive comments. The Suzanne
Brown Gallery has the original cartoon for sale for $1,500.
A motion was made by Bob Page and seconded by Betty Wade that
the Commission not purchase the original cartoon. Discussion
was held on reproducing the major art purchases for postcards
for the City to sell. The City owns the copyright to all the
art purchases with the exception of the Allan Houser
sculpture and the George Lundeen sculpture.
A motion was made by E. Lowell Rogers and seconded by Bob
Page to inform the Marketing Department that the City own the
copyright to the major art purchases and suggests they be
reproduced into postcards. The motion passed.
Paula Brictson, the City's Marketing Director, will be
invited to future meetings to discuss this proposal further.
Town Clock Dedication
A motion was made by Betty Wade and
Rogers, to dedicate the Town Clock
meeting.
Allan Houser Sculpture
seconded by E. Lowell
at the November 18
"Meeting on the Trails" is now on display in the Library
lobby. The Arts Commission met on October 9, to discuss
possible pedestals. The commission agreed to postpone
discussion on the base of the sculpture.
Five -Year Plan
Bob Page was recognized for his work on the Arts Commission's
Five -Year Plan. The Plan will be completed when the
financial figures are submitted.
Public Safety Building
The Arts Commission will postpone a tour of the North Public
Safety Building until the building and landscaping is
completed.
New Business
A motion was made by Betty Wade and seconded by E. Lowell
Rogers, recommending the Commission purchase four easels for
art. The motion was passed. It was recommended that
competitive prices be presented at the next meeting.
Bob Page presented information on Artist James Mitchell, for
an outdoor sculpture for the Public Safety Building. A
large, bright, vertical art piece is being discussed for the
open space adjacent to the Public Safety Building. It was
recommended that the Deans of Fine Arts Colleges of both
Arizona State University and University of Arizona be invited
to present ideas. The A.S.U. Dean may be invited to the
December meeting, and U. of A. Dean to the January meeting.
Next Meeting Date
The Next meeting will be on Wednesday, November 18, at 3:00
p.m. , at the City Council Chambers Building.
