HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 10/12/1983MINUTES OF A REGULAR MEETING OF THE GLENDALE ARTS COMMISSION OF THE CITY OF GLENDALE, HELD AT THE SENIOR CENTER, 7121 N. 57th AVENUE, MANZANITA BUILDING, ROOM #4, WEDNESDAY, OCTOBER 12, 1983, AT 3:00 P.M. CALL TO ORDER The meeting was called to order by Beverley Miller at 3:00 P.M. with the following members present: Enid Abel, Dr. Joseph Atkins, Nelda Crowell, Lowell Rogers, Robert Page, Marie Sands and Betty Wade. Also present was Beverley Miller, Staff Coordinator for the Arts Commission. APPROVAL OF MINUTES MOTION by Enid Abel to approve the minutes of the previous meeting of October 12, 1983. Commissioner, Marie Sands pointed out an error on page 2, third paragraph, correction to read; "Marie Sands said she felt it would be nice for the commission to know for what period of time the money was available, and that they, the commission, needed to have a list of all the projects and where they were being built." With the correction so noted, the motion was seconded by Dr. Joseph Atkins, and the minutes were unanimously approved. DISCUSSION Development of MuniciDal Arts Plan: All commission members were mailed a rough draft copy of a Municipal Arts Plan. Active discussion ensued regarding the development of a Municipal Arts Plan as described by the ordinance. Discussion centered around developing a priority list for works of art within the City for the 1983/84 budget. In developing a priority list, public places needed to be identi- fied and defined. The Senior Center, the Hospital at 6010 W. Northern, and the Velma Teague Library were added to the list of public places which included: the Municipal Office Complex, Harry Bonsall Sr. Park, Community Center North, Saguaro Ranch, Fire Stations #2, #3, and #4, Thunderbird Park, the new Library, and the Council Chambers. After further discussion, Nelda Crowell read aloud Section 6 of the Glendale Arts Ordinance as it defines public places. This section provided the clarity the commission sought. Having then, by ordinance, defined public places, discussion again resumed concerning a priority list as part of the Municipal Arts Plan. Robert Page and Enid Abel both wondered if the plan needed to have a priority list, perhaps an overview or overall plan needed to be developed or thought in terms of. Nelda Crowell felt you could not have a plan without priorities, Marie Sands agreed. The prominent thought throughout the discussion was that the whole downtown area including the Municipal Office Complex, the Council Chambers and the Velma Teague Library had the most urgent need and was the most timely in terms of art objects) and/or project(s). Dr. Joseph Atkins felt we should be very discriminate in terms of purchasing. We do not want to spread ourselves too thin. The other commissioners agreed that they desired quality art not quantity. It was mentioned that they can carry money over from one year to the next. M Arts Commission Minutes October 12, 1983 Page 2 MOTION by Nelda Crowell, seconded by Robert Page, that the top priority of the Arts Commission for the 1983/84 budget will be the whole downtown area surrounding and including the downtown Municipal Office Complex, Council Chambers and Velma Teague Library for art project(s) and/or object(s). Motion passed unanimously. BUSINESS FROM THE FLOOR Having identified their top priority, the commission requested the architect and all the people involved in the Municipal Office Complex be at the next regular scheduled meeting of the Arts Commission, on October 26, 1983 to present the model, drawing, etc., of the complex and surrounding area to the commission. It was also requested that the topic "Alternative Art Sources" be placed on the next agenda for discussion. There being no further business, MOTION by Dr. Joseph Atkins, seconded by Robert Page, to adjourn the meeting at 4:30 p.m. Motion passed unanimously.
