HomeMy WebLinkAboutMinutes - Minutes - Arts Commission - Meeting Date: 9/20/1989MINUTES OF A REGULAR MEETING OF THE GLENDALE ARTS COMMISSION HELD AT THE GLENDALE MUNICIPAL AIRPORT WEDNESDAY, SEPTEMBER 20, 1989, 4 P.M. Call to Order The meeting was called to order by Chairman Bob Page at 4 p.m. with the following members present: Enid Abel, Nelda Crowell, Lowell Rogers, Mavis Voris, Corda Colvin, and Betty Klass. Also present was Gloria Santiago, Staff Liaison to the Glendale Arts Commission. Approval of Minutes The June 21, 1989 minutes were approved. There was an error on Lowell Rogers' phone number on the updated phone roster. Mr. Rogers phone number is 934-3044. Financial Rpaport, The balance of the Municipal Art Fund is: $83,317.87 Encumbered funds for the Francis Beaugureau painting are: 14,000.00 The available balance for art expenditures is: $69,317.87 Business Discussion A. Headquarters Public Safety building sculpture: Bids and wax models submitted by Bill Nebeker and Pat Haptonstall were reviewed by the commissioners. The bids were: Bill Nebeker: The cost of the sculpture would be $58,000, which includes artist fee, casting, mold fees, and set up on the site. The bid did not include the pedestal, lighting or landscaping of the site. There would be a limited edition of 25 castings of the small model to be made and used by the artist at his discretion. If the sculpture would be one of a kind the cost would be higher. A 9 -foot figure is recommended. Pat Haptonstall: The cost of a 7-1/2 foot sculpture would be $44,000, and the cost of a 9 -foot sculpture would be $61,000. The bid did not include the pedestal or any other preparation of the site. Mr. Haptonstall did recommend a rose granite pedestal. The Headquarters Public Safety Building architects will be invited to the October meeting. Chairman Page recommended the commissioners see the artist's work in the local galleries. The Trailside Gallery at 7330 Scottsdale Mall has Bill Nebeker's sculptures, and the May Gallery at 6166 N. Scottsdale Road has Pat Haptonstall's sculptures. B. Report on the Francis Beaugureau painting: Mr. Beaugureau will be ready for the commission to see the painting in approximately a month. C. Festival of the Arts: Mrs. Colvin reported that over 450 entries were submitted for the Festival of the Arts juried fine art exhibition. A motion was made by Mrs. Klass and seconded by Mrs. Crowell to purchase three art pieces for the Glendale Public Library children's area. The art works are: "Zebra" by George Palovich for $400; "Mime" by Cynthia Ganem for $650; and "Wendall" by J.E. Trisler for $350. Another motion was made by Mrs. Voris and seconded by Mr. Rogers to purchase "A Peaceful Place" by Aaron Elliott for $1,600 for the Glendale Airport. Both motions passed. D. Gallery Posters Report: Posters of the commissioned artists and photographs have been framed and hung in the Municipal City Council Gallery. The posters and photographs will be the permanent display. The cost of framing the posters was $1,685 and was taken from the non -art budget. This project was coordinated with the Marketing Department. E. Art in Private Development Report: The commissioners reviewed the report on encouraging developers to include art in their projects. Mr. Rogers stated that the Arts Commission should encourage the arts, but should not be involved in regulation. New Business A. Theater Works Request: Theater Works has requested the Public Art Ordinance be amended to include the support of performing arts and a financial contribution of $10,000. The commission recommended the request be denied. Factors supporting their decision are: the funds would support non -permanent art versus permanent art work, and guidelines would need to be established in order to accommodate other organizations requesting funds. B. Request to move "Arizona Promise" Report: A request has been made to move "Arizona Promise" to the Glendale Airport for the Thunderbird Balloon Races scheduled for November 11 and 12. A motion was made by Mr. Rogers and seconded by Mrs. Crowell to leave the painting in the City Council Chambers. The motion passed. C. Art Conservation and Security Report: "Ascending Light" by Aaron Elliott displayed at the Glendale Airport has a ink mark on the canvas. Concern was expressed about the security of the painting due to its location. Mrs. Colvin will research and make a recommendation on repairing the damage at the next meeting.
