GLENDALE ARTS COMMISSION
HELD AT THE GLENDALE MUNICIPAL OFFICE COMPLEX
WEDNESDAY, MARCH 21, 1990, 3:00 P.M.
Call to Order
The meeting was called to order by Chairman Bob Page at 3 p.m.
with the following members present: Enid Able, Lowell Rogers,
Mavis Voris, Betty Klass, and Corda Colvin. Also present was
Ray Jacobs from the Glendale Planning and Zoning Department;
Dallon Bushmann, Project Manager for the Headquarters Public
Safety Complex; and Michael Thomson, Project Architect from the
Benham Group. Also present was Gloria Santiago, Staff Liaison
to the Arts Commission.
Approval of Minutes
The March 21, 1990, minutes were approved.
Financial Report
The balance of the Municipal Art Fund is: $66,317
Encumbered funds for the "Territorial Sheriff" are: 58.000
Available balance for art expenditures us: $ 8,317
Discussion
A. Adult Center Fountain Report:
Adult Center Advisory Board member Danny De La Cruz and
Arts Commission member Lowell Rogers presented a proposal
to convert the Adult Center fountain to a planter. The
proposal was designed by the Glendale Parks Department.
A motion was made by Mr. Rogers and seconded by Mrs. Klass
to recommend the proposal to the City Council. The motion
passed. Diane Spath, Adult Center Coordinator, and Gloria
Santiago will submit the recommendation.
B. Planning Department Presentation:
Ray Jacobs, a Planner from the Glendale Planning
Department, presented recent and future developments in the
community. Mr. Jacobs stated the Westcor Project on Bell
Road was a project where the City had encouraged art be
included in the development.
C. Public Safety Architect Report:
Mr. Bushmann and Mr. Thomson presented the dimensions of
the wall for a potential mural. The wall is in the
interior of the Public Safety Building. There are two
walls which meet at a right angle; the dimensions are: 20
ft. wide by 8 ft. in height. The second wall is the exact
same size. The wall is white with a sky light above it.
It is approximately 91611 from the ground up.

Art commission members Mrs. Colvin and Mrs. Klass presented
ideas from their meeting on the long range art plan. one
of the ideas discussed was to keep art in the public's eye
especially during low budget years. This could be done by
becoming more involved in art awareness. Some suggestions
were doing a video with the footage of the past art
acquisitions and include the making of the "Territorial
Sheriff," expanding the Commission by two members, and
consider applying for grants from the state or national
organizations. It was also discussed that by working with
other organizations more art projects or facilities could
be established.
The Commission will continue to work on the long range
plan. Tim Ernster, Deputy City Manager for Community
Services, will be invited to the next meeting to discuss
the City's needs for the Arts Commission.
E. A "Time of Rains" Reception:
Chairman Bob Page and the members thanked Mrs. Voris for
the lovely reception, dedicating the "Time of Rains" to
Mrs. Sands.
New Business
A. The West Valley Artist's League will be holding their
juried art exhibition in the Municipal Art Gallery from
April 29 to May 11. The reception will be Sunday, April
29.
Next Meeting
The next meeting will be Wednesday, April 18, 1990, at 3 P.M. in
B-3.
