GLENDALE AVENUE ON WEDNESDAY, FEBRUARY 18, 1987, AT 3-.00 P.M. WNW The meeting was called to order by Chairwoman Mrs. Marie Sands at 3:00 p.m. with the following members present: Enid Abel., Betty Wade, Lowell Rogers, Dr. Joe Atkins, and Bob Page. Also present were: Terry Sharp, Management Resources Deputy City Manager; Jack Rose, Police Chief; Roy Levenda, Assistant Fire Chief; and Rodeane Widom, Library and Cable Director; and Gloria Santiago, Staff Liaison to the Glendale Arts Commission. There are nine questions on the ballot which were developed by a Citizen's Bond Committee. The nine questions on the ballot are: 1) Police and fire improvements, 2) State highway user revenue bonds to improve city streets, 3) Bonds for streets and traffic signals, 4) Bonds for a civic center, 5) Bonds for water and sewer system, 6) Bonds for library improvements, 7) Bonds for flood control, 8) Bonds for parks and recreation facilities, and 9) Bonds for building and facilities to support maintenance operations. Everyone was encouraged to vote on March 10. Assistant Fire Chief Roy Levenda and Police Chief Jack Rose presented the site drawings of the new public safety facility. The facility will be located on the four acres at 63rd Avenue and Union Hills. The building will be 25,000 sq. ft., will provide full service for both police and fire services. The main entrance will be on Union Hills Drive. Possible locations for public art are in the main entrance room and classrooms. The Arts Commission suggested a bronze sculpture near the main entrance, since the sculpture could be seen by motorists driving pass the facility. The cost of this facility is $2.9 million and is expected to be be completed in May of 1988. The Commission requested both interior and exterior elevations. Bob Page reported on the Howard Post proposal for the library. Mr. Post is proposing four panels of 81 x 5' each, oil on canvas, at a cost of $22,000 plus tax. The cost is 25% off his bottom rate. The suggested location for his paintings are the east wall which is the entrance to the adults services area. A motion was made by Bob Page and seconded by Lowell Rogers that the Arts Commission agree to a maximum price of $24,000 including tax based on the Commission's approval of Mr. Post's sketches which will be presented at the March meeting. The motion passed unanimously. The east wall is approximately 131 x 81. Ms. Widom will. keep the Library Board informed of the interior art progress. Mr. Post's paintings would be unveiled in September. Ms. Widom reported on the interior art project. The commissioning of Robert McCall. was discussed at the February 17, 1987, Council Meeting. The City Council gave the Arts Commission approval to continue. The City Cable Department will be asked to video tape both Mr. McCall's and Mr. Post's art work. Work has begun on the reflecting pond for the "Irrigators." The reflecting pond will be done by June. Mrs. Sands will be traveling to Prescott to meet Debbie Gessner and the "Irrigators" on February 23. A report on the "Irrigators" will be given at the March meeting. Lowell Rogers, Clock Committee Chairman, reported that the clock Citizen's Ad Hoc Committee decided on a clock model. The Committee is recommending a four -side clock without chimes. Research will be done on the specific clock and will be reported at the March meeting. The Airport Terminal dedication date will be Saturday, April 11. Bob Page will speak at the dedication on behalf of the Arts Commission. The next meeting is Wednesday, March 18, 1987, at 3:00 p.m., in City Council Building, Room B-5.
