OF REGULAR
MEETING OF THE
GLENDALE ARTS COMMISSION
HELD AT THE GLENDALE COMPLEX
WEDNESDAY, JANUARY 24, 1990, 3:00 P.M.
Call to Order
The meeting was called to order by Acting Chairman Nelda Crowell
at 3:00 p.m. with the following members present: Enid Abel,
Lowell Rogers, and Mavis Voris. Also present was Thelma
Heatwole, Danny De La Cruz, Marilyn Quintana, members of the
Adult Center Advisory Board. Staff members present were Shirley
Medler, Diane Spath, Terry Newton, and Gloria Santiago.
Approval -of Minutes
The December 27, 1989 minutes were approved.
Financial Report
The balance of the Municipal Art Fund is: $80,317.87
Encumbered funds for the Francis Beaugureau is: 14,000.
Available balance for art expenditures is: 66,317.87
Discussion
A. A motion was made by Member Rogers and seconded by Member
Abel to discuss the fountain at the Adult Center at the
beginning of the meeting. The Adult Center Advisory
Committee requested the Arts Commission's input on the
future of the fountain at the Adult Center. The fountain
was commissioned by a citizen's group prior to the
formation of the Arts Commission. The fountain has had
many maintenance problems. The Advisory Committee would
like the commission's aesthetic input. A sub -committee
consisting of Lowell Rogers, Enid Abel, Thelma Heatwole and
Volene Stockham was formed to make recommendations to both
committees. Staff Medler reported that $10,000 had been
set aside in the Capital Improvement Budget for
improvements to the fountain.
The sub -committee's recommendations will be presented to
the Glendale City Council, who will make the final
decision.
B. Headquarters Public Safety Building Sculpture:
The City Council has approved the Bill Nebeker sculpture.
The name of the art piece is "Territorial Sheriff". The
sculpture will have two plaques, one with the name of the
art work and the other plaque recognizing territorial law
enforcement branches. The second plaque will also
recognize Sam Stout, a Glendale pioneer who served as
Maricopa County Territorial Sheriff from 1901 to 1902.
An exhibit will be placed in the Public Safety Building
Lobby further recognizing Mr. Stout and the law enforcement
branchs.
C. Francis Beaugureau Painting Reception:
Member Voris reported on the progress of the reception to
unveil the painting and dedicating it to Mrs. Sands. The
reception will be held on Sunday, February 25, 1990 from 4
to 6 p.m.
A motion was made by Member Voris and seconded by Member
Abel, to accept Mrs. Sands recommendation to name the piece
"A Time of Rains". The motion passed.
D. Report on Mural Artists:
The Arts Commission discussed the area for a mural in the
Public Safety Building. It was decided that more
information was needed on the space and location of the
mural.
New Business
A. Long Range Plan:
Chairman Page will appoint a sub -committee to review and
make recommendations for long range planning.
Next Meeting
The next meeting will be Wednesday, February 21, 1990 at 3 P.M.
in B-3.
