GLENDALE ARTS COMMISSION
OF THE CITY OF GLENDALE
HELD AT THE CITY COUNCIL BUILDING, ROOM B-5
5850 W. GLENDALE AVENUE ON
WEDNESDAY, JANUARY 21, 1.987, AT 3:00 P.M.
The meeting was called to order by Chairwoman Mrs. Marie
Sands at 3:00 p.m. with the following members present-. E.
Lowell Rogersp Enid Abel., Betty Wade, and Nelda Crowell.
Also present were: Rodeane Widom, Library and Cable Director
and Gloria Santiago, Staff Liaison for the Glendale Arts
Commission.
There was one amendment to the December 17, 1986 minutes,
page 2, the second paragraph in the discussion of the town
clock. The sentence should read: Mr. Rogers took the Chair
as Mrs. Sands stated she would not be in favor of fund
raising for the clock since she felt the Commission was
expected to pay for the clock. Mrs. Crowell proposed the
Arts Commission propose a challenge grant to encourage
citizen participation.

Lowell. Rogers, Clock Committee Chairman, reported that he had
met with Thelma Heatwole from the Citizen's Ad Hoc Committee
to discuss location of the clock. Mrs. Heatwole recommended
that our Sister City be contacted to see if there is a clock
maker that could manufacture our clock. Mr. Rogers has
written Memmingen,, West Germany. Mrs. Heatwole and Mr.
Rogers also discussed some fund raising possibilities such as
name plates for -the base of the clock of individuals that
have contributed. Mr. Rogers also met with Phil. Gardner,
Economic Development Director to discuss clock locations in
Murphy Park. At this time the southeast corner of the Park
is being considered. Three clock manufacturers have also
sent us catalogs and price information. The clock models
will be reviewed with Mr. Rogers and the clock Citizen's Ad
Hoc Committee. Both committees agreed the clock should not
have chimes.
Rodeane Widom, Library Director, Mrs. Sands, Robert McCall,
artist and Gloria. Santiago toured the new library on January
7 to view potential areas for art work by Mr. McCall.
The most ideal location for a McCall painting is in the main
circulation area, the wall directly under the balcony. At
this time there are three air disfusers which could be
moved. The cost for moving the disfusers is; architect fees
$1,250.00 and construction costs $3,500.00. Mr. McCall's
painting will cost $45,500.00. Since the library has
budgeted $50,000.00 for interior art, the cost of the
commission art work and construction fees fall into the
budget. The approximate size of the art work is 51 x 301
Mr. McCall will present work sketches to the Arts
Commission. A motion was made by Mrs. Crowell to contract
Mr. McCall for $45,500.00 which would be underwritten by the
library. The motion was seconded by Mrs. Wade and passed
unanimously. Ms. Widom will present the project to the City
Council.
The children's area in the library is the area recommended
for the history of man project. The library is considering
Nine arts posters representing different periods of art. The
estimated cost for the posters are approximately $100.00
each. This suggestion will be presented to the library board
at their meeting January 29.
Okland Construction has estimated the cost of the reflecting
pond is $24,125.00. They have figured that tile will be more
inexpensive than the painted surface, the block will be
sandblasted to match the block of the library. The
reflecting pond is 151 x 151. Ms. Widom will initiate a
change order to begin the construction. Ms. Widom proposed,
the construction will be charged to the Arts Fund. The
Robert McCall painting will be paid from the library
account. Mr. Rogers made a motion to accept Ms. Widom's
proposal that the Arts Commission pay for the reflecting pond
but she would oversee the project and the McCall painting be
paid from the library fund. The motion was seconded by Mrs.
Wade and passed unanimously.
Mr® Page has contacted Howard Post, artist, to submit a
proposal for art of the library, specifically for the east
wall of the main area.
The Suzanne Brown Gallery has been contacted for a possible
spring exhibition of Mr. Post's work. The suggested time for
the exhibition is March 23 to April 27, 1987.
The Glendale Community College Art Faculty Exhibition is
scheduled for May 4 to June 13.
Mrs. Wade has been working with Gloria for the Arizona State
University Art Exhibition.
Mr. Richmond from the Constitution Bicentennial- Committee
attended this meeting to inform the Arts Commission what was
planned for the celebration. The Bicentennial Committee was
appointed by the Mayor. One idea the Committee came up was
to sponsor a speech contest for high school students, the
winners would be given framed prints of art work created for
this celebration. The Arts Commission explained how their
commission was responsible for visual art in public places.
The Arts Commission offered several ideas to the Bicentennial
Committee such as having the federal judges photographs
displayed in the Art Gallery and inviting them to attend a
reception with school, children.
Other ideas were borrowing the collection of United States
Presidents and displaying them in the Gallery, and borrowing
costumes from the Costume Institute at the Phoenix Art Museum
for the reception. The Art Commission explained to Mr.
Richmond that they were on a 5 year budget plan and did not
have funds to commission a painting. Mr. Richmond will take
back the information to his committee.
The next meeting is Wednesday, February 18, 1987, at 3:00
p.m., in City Council Building, Room B-5.
