4. APPROVAL OF THE MINUTES
Approval of the minutes from the October 4, 2018 meeting of the Citizens Transportation
Oversight Commission, as written.
5. CITIZEN COMMENTS
No members of the public were present to make comments.
6. GLENDALE SPEED LIMITS
Ms. Albert gave a presentation on speed limits in the City of Glendale, which included the
following:
. Governed by state law (A.R.S. 28-701)
. Local authority - speed limits established by local ordinance (A.R.S. 28-703)
. MUTCD Study Guidelines
. 1999 Transportation Study
Ms. Albert stated that the 1999 Study found that the 85th percentile speed was within the range of
5 to 7 mph over the posted speed limit and it was determined that the speed limit would be set at
40 mph on arterial streets. Chair Schmitt questioned whether the 40-mph speed limit was more of
a political decision rather than a traffic engineering decision, noting that adjacent cities have a
45-mph speed limit on arterials that change to 40 mph in Glendale. Ms. Albert explained that, in
fact, the speed limit remains the same at the majority of the inter-city transition points (24 out of
34, or 71%).
Ms. Albert reported that the Traffic Department is planning on updating the 1999 Study, which
hasn'tbeen possible until recently due to staff levels and capacity constraints. Ms. Albert
anticipates the project to start in Spring of 2019.
Chair Schmitt noted that there was a private citizen at a past Commission meeting who had a
question about this topic. Mr. Sage stated that he contacted the citizen, Bob Harris who is a
peoria resident, to let him know that speed limit discussion would be on the agenda this evening.
Mr. Harris informed Mr. Sage by email that he would be unable to attend. Mr. Sage will forward'
the agenda item materials to Mr. Harris after the meeting.
Commissioner Nylund asked if staffing levels was the only reason the 1999 Transportation Study
has not been updated. Ms. Albert replied in the positive. Commissioner Nylund stressed that the
increase in the City's population over the last 20 years should be considered in the Study update
since the City's surface streets are more congested than they have ever been. Commissioner
Nylund as if a consultant would be hired to work on the Study update and if public input be
included. Ms. Albert noted that the data collection will be contracted out, but the technical analysis
and report preparation will be performed by City traffic engineering staff, although additional
outside expertise may be help may be sought if determined to be beneficial. Ms". Albert explained
that public input would be later in the process, as the initial phase will be data collection and
analysis. Commissioner Nylund expressed surprise that it has been 20 years since the Study was
updated.
Chair Schmidt expressed general concern with differential speed on Glendale streets, noting that

some drivers go 45 to 50 mph, while others honor the speed limit. Ms. Albert agreed.
Ms. Albert noted that while 20 years may seem like a long time, significant changes to adopted
speed limits are not expected to result from a new study.
Commissioner Nylund noted that City Council voted against red light cameras and light rail and
hoped that this would be integrated into the study.
Commissioner Sund inquired as to when the update would be completed. Ms. Albert indicated
that a schedule has not yet been defined, but staff will report back to the CTOC when the study
process is initiated.
EMERGENCY VEHICLE PRE-EMPTION
Ms. Albert gave a presentation on the Emergency Vehicle Pre-Emption system, which included
the following information:
. Project funding - approximately $880,000 in funds from MAG for FY2019, with the city
providing $53,000 in matching funds.
. 53 signalized intersections included in the project.
. 57 fire vehicles outfitted with equipment for the system.
. The goal of the system is to reduce crashes resulting from fire vehicles responding to calls
and secondary crashes.
. Estimated project completion - May 2019.
Commissioner Hauser asked if drivers would have to turn on the equipment in the fire vehicle or if
it would always be on. Ms. Albert stated the driver would have to turn on the equipment.
Commissioner Sund inquired about police vehicles. Ms. Albert stated that including police
vehicles was considered but typically police vehicles go faster in an emergency and would go
through the light even before the signal would be pre-empted.
Commissioner Jared commented on the pre-emptive system used in Denver, Colorado.
Commissioner Nylund asked if the public would be informed about the new system either in the
water bill or on Channel 11. Ms. Albert replied in the positive and stated that public outreach
would be done via social media as well.
Chair Schmitt wondered how long it would take for a pre-empted signal to go back to its normal
cycle. Ms. Albert stated that this would vary depending on where in the cycle the signal is when
pre-empted. Chair Schmitt commented that by Westgate, after a major event, it seems that the
signal cycles are permanently changed. Ms. Albert will investigate.
Chair Schmitt thanked Ms. Albert for her work on the flashing yellow arrows.
RECOMMENDATION OF CTOC CHAIR AND VICE CHAIR APPOINTMENTS
Mr' sa9e announced that Chair Schmitt's and Vice Chair Geur's appointments are expiring and
provided information on the new CTOC Chair and Vice Chair appointments:
. The Commission is being asked to make recommendations for Chair and Vice Chair
. City Council makes the final appointments.
. Appointments are for annual terms.
. Prior experience is helpful.
. Process for Recommendation
. Identification/Nomination of Candidates. CTOC Members may:
. Express their interest in appointment.
. Vice Chair Geurs asked to be considered for CTOC Chair
. Commissioner Fernandes asked to be considered for CTOC Vice Chair.
. Nominate another Commissioner.
. Vote/hold election (if necessary).
. Execute a motion to recommend the selected candidates for Chair and Vice Chair to
City Council.
Chair Schmitt opened the floor to other nominations or interested Commissioners. None were
made.
Chair Schmitt clarified that the motions were for recommendation to Council and the
appointments would be effective in February 2019.

9. MANAGER'S REPORT
Mr. Adabala provided updates on the following transportation projects:

Mr. Adabala discussed the upcoming CTOC Appreciation NighVCoyotes Game on

Commissioner Nylund requested an update on the Glendale Avenue street improvement project,
which was requested by Luke Air Force Base to be completed before Luke Days. Mr. Adabala
reported that the project approach is evolving and will update the CTOC at future meetings.
Commissioner Hauser inquired about the chances of obtaining MAG Closeout Funds. Mr.
Adabala stated that the City has been successful in obtaining MAG funds in the past, and has
already submitted multiple projects for FY2019 closeout funds. November 5, 2018 is the deadline
to apply for the funds.
10. COMMISSION AND STAFF UPDATES
Commissioner stated that she attended the Active Transportation Plan Technical Advisory
Meeting public meeting on October 23. Mr. Sage noted that Commissioner Jared also attended
the October 23rd public meeting for the Active Transportation Plan project.
11 FUTURE AGENDA ITEMS
Discussion of future agenda items included additional clarification regarding the requested
item on construction project coordination from city engineering and transportation staff.
Commissioner Nesfield also reminded staff that CTOC needs to an item to consider approval of
the name change for the Citizens Bicycle Advisory Committee (CBAC) that was recommended
from the CBAC at their October meeting.
12. NEXT MEETING
The next regular meeting of the Citizens Transportation Oversight Commission will be held
on December 6th at 6:00 p.m., at 6210 W. Myrtle Road - Building A, Suite 111, Glendale, Arizona,

Chair Schmitt adjourned the meeting at 7:07 p.m.
