Councilmember Clark commented on Agenda item 13, the resolution regarding participation
in the National Integrated Ballistic Information Network. She congratulated the Glendale
Police Department for entering into agreements with six other cities in a true spirit of regional
cooperation.
Chris Briggs, Assistant Police Chief, explained the network, a shell casings database,
crossed jurisdictional lines to link crimes together.

ARIZONA, AMENDING THE GENERAL PLAN MAP OF THE CITY OF GLENDALE, ARIZONA,
BY APPROVING GENERAL PLAN AMENDMENT GPA18-07 PERTAINING TO PROPERTY
LOCATED AT THE SOUTHEAST CORNER OF 91ST AND ORANGEWOOD AVENUES (7437
NORTH 91 ST AVENUE).

Ms. Bower read the ordinance and resolution by title.
Ms. Perry said the request was for a Minor General Plan Amendment (GPA) and rezoning of
City -owned property. The site was approximately 18 acres in size and was located at the
southeast corner of 91 st and Orangewood Avenues.
Ms. Perry said the GPA was for Medium High Density Residential which allowed a maximum of
12 dwelling units per acre or 216 units on the site. The proposed ordinance would rezone the
site to Planned Area Development (PAD) for a mixed land use development.
Ms. Perry said at its meeting on November 5, 2018, the Planning Commission recommended
approval with stipulations.
Mayor Weiers opened the public hearing.
Mr. Scott Shepard, Yucca District, spoke in opposition.

A motion was made by Councilmember Joyce Clark, seconded by Vice Mayor Lauren
Tolmachoff to adopt Resolution No. R18-169.
Councilmember Clark said to the west of the property was high-density activity with the
casino and future commercial businesses that would come very close to 91 st Avenue. It was
a good fit for high density because of the high school to the north and relatively high density
to the south of the property. She supported it and would do her best to work with whomever
the buyer turned out to be, to mitigate the development as much as possible to accommodate
the neighbors to the south and to the east.

29. RESOLUTION NO. R18-170
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING THE GENERAL PLAN MAP OF THE CITY OF GLENDALE, ARIZONA,
BY APPROVING MAJOR GENERAL PLAN AMENDMENT GPA18-04 FOR PROPERTY
LOCATED AT 15249 NORTH 59TH AVENUE.

Ms. Bower read the item by title.
Ms. Perry said the Major General Plan Amendment (GPA) for the Village at Thunderbird, located
at the southeast corner of 57th Avenue and Greenway Road, was to allow for mixed use
development through a Planned Area Development (PAD) and Medium -High Density Residential
to allow 8 dwelling units per acre on the approximately 158 -acre site.
Ms. Perry said several neighborhood meetings had been held and residents had questions
about the development. The questions would not be answered until a rezoning application was
submitted in the future.
Ms. Perry said at its meeting on November 9, 2018, the Planning Commission voted to
recommend approval of the GPA.
Mayor Weiers opened the public hearing. The following residents spoke in opposition to the
request:

Regina Moritz, Sahuaro District
Mike Withey, representative for the applicant, said the request did not change the zoning in any
way and only addressed the General Plan. The zoning would be addressed later and all
questions would be answered once the rezoning application was filed.
Councilmember Clark hoped the applicant would be sensitive and mindful to the residents'
concerns.
Mr. Withey said the applicant absolutely would be and looked forward to future open houses
where the applicant would be able to lay out the zoning proposals.
Councilmember Malnar said residents had real concerns about what would happen. He asked
for some assurance that the residents would be listened to and that their concerns would be
addressed regarding setbacks when the property was rezoned.
Mr. Withey said the applicant had heard very clearly what the concerns were and looked forward
to addressing the concerns in the PAD zoning. There would be a specific proposal coming
before Council in context of the PAD zoning. The goal was to have the PAD zoning proposal

completed by next month with open houses being held by early January 2019.
Councilmember Malnar asked how many acres would be commercial and how many would be
residential.
Mr. Withey said the acreage had not changed from the original application
Mayor Weiers said the action Council would be taking would not make a difference because
Arizona Christian University was there and it did not require a change.
Mr. Withey said that was correct. Arizona Christian University had acquired the parcel and
would be participating to some extent in the future PAD zoning process.
Mayor Weiers was very excited that the university was there because the students it attracted
were good citizens. It would be a quiet neighborhood but would have a lot of activity that should
invigorate some of the business in the area.

Tolmachoff to adopt Resolution No. R18-170.
Councilmember Malnar thanked all who had participated in the process and welcomed
Arizona Christian University to the City and the Sahuaro District. He would be the residents'
advocate as the project moved forward. He did not believe that a choice was being made
tonight that would affect the neighborhood. As the zoning moved forward and was
discussed, that was where the big difference would be made. He would listen to the
residents' concerns and would work with everyone as the process moved forward.

acquisition of 1,434 square feet from the Maricopa County Treasurer in the amount of $250 for
sidewalk improvements along 67th Avenue between Glendale and Orangewood Avenues.

Mr. Beard said the proposed ordinance would accept an easement from the Flood Control
District of Maricopa County for a Non -Exclusive Storm Water Monitoring Easement located at the
Arizona Canal Diversion Channel at Hearn and Acoma Roads. The District was granting the
easement to the City for constructing, operating, repairing and maintaining storm water
monitoring facilities and appurtenances.
A motion was made by Councilmember Ray Malnar, seconded by Vice Mayor Lauren
Tolmachoff to adopt Ordinance No. 018-83.

32. RESOLUTION NO. R18-183
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN
INTERGOVERNMENTAL AGREEMENT ENTITLED "COST PARTICIPATION AGREEMENT"
BETWEEN THE CITY OF GLENDALE AND THE ROOSEVELT IRRIGATION DISTRICT FOR
THE RID CC2 CANAL -MARYLAND AVENUE EXTENSION.

Mr. Beard said the proposed resolution authorized the City Manager to enter into a Cost
Participation Agreement with the Roosevelt Irrigation District (RID) for the RID CC2
Canal -Maryland Avenue Extension project in the amount of $161,311.20. Staff was also
requesting a transfer in the amount of $161,312 from Transportation Sales Tax Contingency to
Capital Improvement Project (CIP) Transportation project CIPST19010, Ballpark Boulevard.
Mr. Beard said the RID would provide services associated with the design and construction of the
facilities to be relocated and the City would reimburse the RID for the services.
A motion was made by Councilmember Bart Turner, seconded by Vice Mayor Lauren
Tolmachoff to adopt Resolution No. R18-183 and to transfer $161,312 from the
Transportation Sales Tax contingency to the CIP Transportation project
CIPST19010 Ballpark Boulevard.

REQUEST FOR FUTURE WORKSHOP AND EXECUTIVE SESSION
A motion was made by Vice Mayor Lauren Tolmachoff, seconded by Councilmember Joyce
Clark to hold a special Council workshop on Monday, December 10, 2018 at 10:00 a.m. at
the Civic Center Annex, 5750 West Glenn Drive, Glendale AZ and a regularly scheduled
Council workshop on Tuesday, December 11, 2018 at 12:30 p.m. in City Council Chambers,
to be followed by an executive session pursuant to A.R.S. 38-431.03.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama thanked Council Assistant Samuel Pena, Councilmember Turner and everyone
who assisted with the First Annual Community Thanksgiving Dinner that occurred on November 20th at
Isaac E. Imes Elementary School, in partnership with Glendale Elementary School. He said free dinners
were provided to approximately 400 people as well as "to -go" boxes for some of the homeless in the
downtown area.
Councilmember Clark would be holding a district meeting for certain neighborhoods south of Bethany
Home Road down to Camelback and from the east side of 75th Avenue over to the Grand Canal. The
meeting would be held on December 5, 2018, at 6:00 p.m. at Coyote Ridge Elementary School.
Councilmember Malnar officially welcomed the Arizona Christian University to the City and the Sahuaro
District. It was very exciting and he looked forward to the opening of the school next fall.
Councilmember Malnar invited everyone to the Glendale Christmas Parade on December 8th.
Vice Mayor Lauren Tolmachoff thanked everyone who attended the opening of Glendale Glitters. She
thanked David Johnson and his family for helping to turn on the lights.
Vice Mayor Tolmachoff reminded Cholla residents of the Fourth Annual Cholla Holiday Mixer on
December 12th, 5:30 p.m. to 7:30 p.m., at the Foothills Recreation and Aquatic Center. She hoped
everyone would be able to attend.
Mayor Weiers thanked everyone who participated and donated at the Sam's Warehouse and Walmart on
the Saturday before Thanksgiving. The proceeds would go to the Phoenix Rescue Mission and Hope for
Hunger in Glendale. The goal was to beat last year's collection of over 100,000 pounds of food to help
the needy. The money raised would help individuals throughout the year.
Mayor Weiers reminded everyone of the Hometown Christmas Parade on December 8th at 11:00 a.m.,
Glendale Avenue, from 51 st Avenue to 59th Avenue.
