CITIZEN COMMENTS Norma Alvarez, Ocotillo District, addressed concerns about the possible closing of Glen Lakes Golf Course. Bill Demski, Sahuaro District, addressed concerns about the sale of the St. Vincent de Paul building and the salaries of City employees. Bob Gonzalo, Barrel District, addressed concerns about the possible closing of Glen Lakes Golf Course. APPROVAL OF THE MINUTES 1. APPROVAL OF THE MINUTES OF THE OCTOBER 23, 2018 VOTING MEETING A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Joyce Clark to approve the minutes of the October 23, 2018 voting meeting. Mr. Williams said the item was the second of two public hearings for a proposed annexation which was approximately 17 acres in size and was located on the west side of Sarival Avenue, south of Glendale Avenue, near Loop 303. Mr. Williams said if Council was inclined to approve the item, an effective date of February 1, 2019 would be recommended to allow the applicant time to address items of concern such as the occupation of the property and the obligations regarding existing improvements. Mayor Weiers opened the public hearing. No one wished to speak. Mayor Weiers closed the public hearing. R18-170 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING THE GENERAL PLAN MAP OF THE CITY OF GLENDALE, ARIZONA, BY APPROVING MAJOR GENERAL PLAN AMENDMENT GPA18-04 FOR PROPERTY LOCATED AT 15249 NORTH 59TH AVENUE. Presented by: Tabitha Perry, Special Projects Executive Officer The item was continued to the voting meeting on November 27, 2018. ORDINANCES 25. ORDINANCE NO. 018-80 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING CASH AND APPROPRIATION BALANCE TRANSFERS BETWEEN BUDGET ITEMS IN THE ADOPTED FISCAL YEAR 2017-2018 AND 2018-2019 BUDGETS. Presented by: Vicki L. Rios, Director, Budget and Finance Ms. Bower read the ordinance by title. City Council Meeting Minutes-November 13,2018 Page 7 of 11 Ms. Rios said the proposed ordinance would approve certain Fiscal Year 2017-18 and 2018-2019 budget amendments. The total budget appropriation across all funds would not change. The transfers were consistent with the Council's adopted policy on cash and budget appropriation transfers. Vice Mayor Tolmachoff asked if Ms. Rios could explain the transfers. Ms. Rios explained that for fiscal year 2017-18, the transfers.were the result of closing the books and preparing the financial statements. There was an error in the amount budgeted for debt service in the Municipal Property Corporation (MPC) Debt Service Fund. It should have been in the Excise Tax Debt Service Fund. The transfer would move the budget and the cash to the correct account, so it could be recorded in the correct fund. Ms. Rios said there was a request to transfer appropriation for solid waste. Solid waste was slightly over budget last year which was a result of not knowing what the solid waste rates would be. Equipment and various items were under budgeted. Once the rates were approved, it allowed departments to buy the items needed which caused it to be slightly over budget. Ms. Rios said at the end of the year when preparing the budget for 2018-19, budget staff asked the departments to estimate spending for capital projects in the current year and how much was needed to carry over to the following year. The carryover was reduced due to departments spending more than anticipated last year. Funds had to be taken out of this year's budget or else departments would have too much budget for the year. Ms. Rios said not enough was carried over for the Arrowhead Water Reclamation Facility Improvements Project, so adjustments were made to increase its appropriation for FY 2018-19. ORDINANCE NO. 018-81 AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING THE EXECUTION OF A UTILITY EASEMENT IN FAVOR OF ARIZONA PUBLIC SERVICE LOCATED AT THE ARROWHEAD WATER RECLAMATION FACILITY AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THIS ORDINANCE. Presented by: David D. Beard, P.E., City Engineer Ms. Bower read the ordinance by title. Mr. Beard said the proposed ordinance granted a utility easement consisting of 394 square feet in favor of Arizona Public Service Company (APS) at the Arrowhead Water Reclamation Facility, to upgrade an existing transformer to serve the adjacent property to the north. CONSIDERATION AND POSSIBLE ACTION REGARDING CONTEMPLATED LITIGATION WITH OR IN SETTLEMENT DISCUSSIONS CONDUCTED IN ORDER AVOID OR RESOLVE LITIGATION BETWEEN TERESA OUTZEN AND GASLIGHT INN Presented by: Michael D. Bailey Ms. Bower read the item by title. Mr. Bailey said the Tolling Agreement was intended to preserve rights in hopes that the involved parties could resolve the issues that surrounded the Gaslight Inn. The inn was recently hit by a vehicle and there had been some issues regarding the structural integrity. Councilmember Aldama asked if safety concerns for upcoming parades and events had been addressed. Mr. Bailey would follow up with Councilmember Aldama after the meeting. Mayor Weiers asked if"tolling" simply meant that no one was giving up any rights, no one was going to do anything and that the time period was going to be extended. Mr. Bailey said that was correct. A motion was made by Councilmember Jamie Aldama, seconded by Councilmember Joyce Clark to approve the tolling agreement. AYE: Mayor Jerry Weiers Vice Mayor Lauren Tolmachoff Councilmember Jamie Aldama Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Ray Malnar Councilmember Bart Turner Passed COUNCIL COMMENTS AND SUGGESTIONS Councilmember Aldama said the City's Community Action Program (CAP) was hosting the Annual Glendale Family Health Fair on November 17, 2018, 9:00 a.m. to 1:00 p.m., at the Civic Center. Councilmember Aldama had attended the Thunderbird Park flag raising &Veterans Day celebration with the Mayor and a few Councilmembers. The hundreds in attendance had a great time bringing the American flag to the top of the mountain. He thanked Council for approving the installation of the flag and Tony Escamillo for being a change agent in the community and bringing the flag to the top of the mountain. Councilmember Aldama invited everyone to attend the special meeting on Monday, November 19, 2018, at 6:00 p.m., to speak about what the community thought should be done regarding Glen Lakes Golf Course. Councilmember Clark wished everyone a belated happy Veterans Day and said that the next Council meeting would be after Thanksgiving and also wanted to wish everyone a happy Thanksgiving. Councilmember Clark said the special public meeting on November 19th would be a listening meeting for Council. There were limited resources when it came to deciding what the City would fund. It was possible that Glen Lakes Golf Course would consume a great deal of that money and Council needed to hear from everyone in the City. Councilmember Hugh had also attended the flag raising at Thunderbird Park. The flag went up the mountain hand-over-hand. The flagpole had to be carried up too and he wondered how much it weighed. Councilmember Malnar thanked everyone who participated in the flag raising event and said it was a great event. He wished everyone a happy and safe Thanksgiving. Councilmember Turner congratulated Mayor Weiers for his efforts on the great event and getting the flagpole up at Thunderbird Park. He invited all Glendale residents to Monday night's public meeting regarding the Glen Lakes Golf Course. He also wished everyone a happy Thanksgiving. Vice Mayor Tolmachoff invited Cholla residents to participate in Monday's discussion regarding where the community wanted to allocate financial resources in the community. City Council Meeting Minutes-November 13,2018 Page 10 of 11 Vice Mayor Tolmachoff reminded Cholla residents of the upcoming Cholla Holiday Mixer on Wednesday, December 12, 2018, at the Foothills Recreation and Aquatics Center, from 5:30 p.m. to 7:30 p.m. She wished everyone a happy and safe Thanksgiving. The shopping season was starting and she reminded everyone not to leave packages in cars and to be prepared for a lot of traffic around the shopping areas. Mayor Weiers said the Thunderbird Park event on Veterans Day was about more than just handing the flag from person to person. Most of the heavy lifting was by done by members of the Glendale Chamber of Commerce Military Committee. Members carried equipment, sand, cement and water on their shoulders and backs up the mountain and chiseled a hole 4 feet deep out of solid rock. It was a whole community of people that believed in our freedoms and wanted to honor people who served the country for Veterans Day. He said a short video by Channel 11 of the event would be shown as soon as the meeting adjourned.
