GLENDALE,ARIZONA 85301 SEPTEMBER 4, 2018 2:00 P.M. 1. CALL TO ORDER Councilmember Clark called the meeting to order at 2:10 p.m. 2. ROLL CALL Present: Joyce Clark, Councilmember Ian Hugh, Councilmember Bart Turner, Councilmember Also Present: Julie K. Bower, City Clerk 3. CITIZEN COMMENTS None 4. APPROVAL OF THE MINUTES 1. Government Services Committee Minutes of the June 5, 2018 meeting Motioned by Councilmember Bart Turner, seconded by Councilmember Ian Hugh to approve the minutes of the June 5, 2018 Government Services Committee meeting. AYE: Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Bart Turner Passed 5. SELECTION OF GOVERNMENT SERVICES COMMITTEE CHAIR Motioned by Councilmember Joyce Clark, seconded by Councilmember Ian Hugh to select Councilmember Turner as the chair of the Government Services Committee. AYE: Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Bart Turner Passed 6. RESIGNATIONS Ms. Bower announced the following resignations: Amanda Froes- Historic Preservation Commission -effective August 22, 2018 Fred Coury- Historic Preservation Commission -effective August 20, 2018 7. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Joyce Clark, seconded by Councilmember Ian Hugh to hold an executive session. AYE: Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Bart Turner Passed 8. EXECUTIVE SESSION The Government Services Committee entered into executive session at 2:15 p.m. for discussion of appointments to boards and commissions and other bodies pursuant to A.R.S. 38-431.03(A)(1). Motioned by Councilmember Ian Hugh, seconded by Councilmember Joyce Clark to adjourn the executive.session. AYE: Councilmember Joyce Clark Councilmember Ian Hugh Councilmember Bart Turner Passed Councilmember Turner adjourned the executive session at 2:28 p.m. 9. NEW BUSINESS Ms. Bower had received a request from Mayor Weiers about the possibility of re-establishing a boards and commissions recognition dinner. Members were currently included in the City's annual volunteer appreciation luncheon. Mayor Weiers was interested in an event specifically for board and commission members that recognized them for their years of service with a memento, such as a pin and certificate. Councilmember Clark said members had been recognized in the past with service pins for 2, 4, 8, 12, etc. years of service. Councilmember Hugh said in the past the event was held at Sahuaro Ranch. Councilmember Clark asked if there were any funds for a recognition event. Ms. Bower said the boards and commissions had a budget of$2,500 that was used for training materials, plaques, brochures and advertising. It also provided funding for the volunteer luncheon. Research would be required regarding the cost of different food options and recognition gifts. Councilmember Hugh supported something casual at Sahuaro Ranch. The consensus was for Ms. Bower to conduct research on cost estimates for various options and sources of funding. Councilmember Turner asked if the committee wanted to consider other business besides boards and commissions. Councilmember Clark had talked about gift and lobbying regulations. Councilmember Clark said the lobbying ordinance would be considered by Council at a workshop possibly in October or November. It was modeled on Phoenix's ordinance but did not include any regulations regarding gifts. That was something the committee could consider and make recommendations to Council. Councilmember Turner said the Upcoming Agenda Items report seemed to contain very few items for future meetings. Councilmember Clark did not think that was a subject for the committee but was a good question. Ms. Bower said the report was generated by the City's agenda management system and relied on departments entering future items into the system. Councilmember Clark said the issue should be discussed with the City Manager. Councilmember Turner asked if there were any other issues the committee would like to consider. Councilmember Clark said anything other than boards and commissions would require approval from the rest of Council. She would have to give it some thought. 10. NEXT MEETING The next regular meeting of the Government Services Committee will be held on October 2, 2018 at 2:00 p.m., in the Council Conference Room of City Hall, located at 5850 W. Glendale Ave, Glendale, Arizona, 85301. 11. ADJOURNMENT Motioned by Councilmember Joyce Clark, seconded by Councilmember Ian Hugh to adjourn the meeting.
