CALL TO ORDER
Mayor Weiers called the meeting to order at 12:31 p.m.

WORKSHOP SESSION
1. FY2019-20 Community Development Grant Funding Priorities
Presented by: Stephanie Small, Community Services Director
Ms. Rabin read the item by title.
Ms. Small presented information on the Community Development Grant Funding Priorities along
with the timeline to meet the spring deadline. She wanted to obtain Council direction regarding
the FY 19-20 priority recommendations.
Councilmember Clark asked how the required minimum income was determined.
Renee Ayres-Benavidez, Revitalization Grants Supervisor, said the minimum income required
was based upon existing rent amounts and 30% of income for maintaining a household.
Councilmember Clark asked if the income requirement should be higher.
Ms.Ayres-Benavidez said based on simple math, Councilmember Clark was correct, but there
were other things to consider in the calculation.
Councilmember Clark asked if Glendale had the highest eviction rate in 2016 with 2,000 evictions
and had the rate remained constant through 2017 and 2018.
Ms.Ayres-Benavidez said updated data had not been received but staff was monitoring the
figures and would bring the data forward when it was received. It appeared the rate was on track
to be similar to 2016.
Mayor Weiers asked if the percentage was the same, would the actual number of those affected
be higher since the population had grown.
Ms.Ayres-Benavidez said data was still being analyzed.
Vice Mayor Tolmachoff asked if there was any discussion to offer financial literacy education to

help with budgeting.
Ms. Small said the Community Action Program Division (CAP) office was looking into providing
classes and it had been discussed at a CDAC meeting. At the upcoming health fair there would be
financial literacy and credit counseling.
Vice Mayor Tolmachoff asked if HUD would allow placing stipulations on assistance to require
attendance at a financial literacy class.
Ms. Ayres-Benavidez said upon application, staff had the ability to ask that financial literacy be
part of the requirements and several programs had an education component.
Councilmember Clark supported making financial literacy education a priority. She asked how the
City planned to attract more affordable housing.
Ms. Small said CDAC was planning to discuss options for affordable or workforce housing.
Vice Mayor Tolmachoff said there were several philanthropic developers who could do projects
within the City. She said maintaining connections and interests was important to get more.

Councilmember Turner said some of the items on the CDAC recommendation list were basically
the same recommendations listed on the 2018-2019 list of priorities. He asked how the priorities
from the current year matched up with the priorities for the coming year.
Ms. Small said the presentation included brief descriptions on each priority. CDAC used broader
categories. Each item listed for the current year, fell within the description for next year.
Councilmember Clark preferred the descriptions as listed for FY 2018-2019. Affordable housing
should be dispersed throughout the entire community rather than one zip code. She wanted to
see an emphasis on using CDBG funds to promote Centerline activities in the coming fiscal year.
Councilmember Aldama supported the financial literacy programs but did not want to create an
environment that discouraged residents from asking for assistance.
Councilmember Malnar agreed with Councilmember Clark's comment regarding the descriptions
from FY 2018-2019. The items seemed like "actionable" items and he requested the
recommendations for next year be put in the same format.
Ms. Small thanked Council for the feedback. She said for the remaining services to be discussed,
staff would use the format Council had requested.
Mayor Weiers wanted to include all categories and address the overlapping of programs.
Vice Mayor Tolmachoff said Council had supported home-delivered meals but it was not specified
under any category. She wanted to see it listed on the recommendations list.
Mr. Phelps said CDAC used the recommendations to score applications and based its decision on
the highest priorities for recommendation to the Council.
Vice Mayor Tolmachoff said Council specifically reallocated funds to allow the home-delivered
meals to continue. She wanted funds allocated to meal deliveries instead of the item going back
to CDAC to be revised later.
Councilmember Clark said CDAC was requesting feedback but the list did not reflect Council

priorities. She agreed with keeping home-delivered meals as a critical priority. Other critical
priorities were to Centerline and downtown redevelopment.
Mayor Weiers asked when the City demolished and cleared blighted structures on a property, was
the City reimbursed.
Mr. Bailey said there were several programs within the City for clean and lien situations. There
was not a policy of aggressively enforcing liens or foreclosing but the City would collect on a
property.
Mayor Weiers asked if the priority of"demolishing and clearing blighted structures" should be
listed since the City was reimbursed.
Mr. Phelps said during the budget process, Council could use General Fund dollars to fund the
program instead of using CDAC funding.
Mayor Weiers supported using General Fund dollars and leaving CDAC funding for important
priorities.
Councilmember Turner asked if a property was always liened when it was demolished and
cleared.
Mr. Bailey said there were several programs to assist with such activities. Some of the programs
would still lien the property but the City would work with the homeowners to remove the lien.
Councilmember Turner wanted to be sure Council knew if any of the FY 2018-2019 priorities were
not included in the FY 2019-2020 priorities and that the FY 2019-2020 priorities aligned with
Council's priorities.
Ms. Small said CDAC listed the FY 2018-2019 priorities in the new FY 2019-2020 detailed
descriptions.
Councilmember Turner asked where the emergency home repairs and home delivery of meals
were included in the FY 2019-2020 priorities.
Ms. Small said home repair was under the housing solutions category and home delivery of meals
would be under senior or supportive services. The home delivery meals could be listed in one of
the categories.
Councilmember Turner requested that the home-delivered meals be added to a category.
Ms. Small said staff would specifically list meal delivery in a category and would provide
additional information so the categories were clear.
Mayor Weiers clarified whether the recommendations would return to Council for review.
Ms. Small said that was correct.
Mayor Weiers said there was Council consensus to move forward at that time.
Mr. Phelps recommended that the priorities be updated based on the feedback and distributed to
Council. If approved, it would then be forwarded to CDAC to begin its process. If an update at a
workshop was needed, staff would schedule it at that time.
Mayor Weiers agreed with the recommendation.

COUNCIL ITEMS OF SPECIAL INTEREST
Councilmember Aldama asked the City Manager to draft a formal process or policy to guide Council on
how to sell City-owned property. He asked that it be brought back at a workshop and not only through a
memo.
Councilmember Clark said with regard to a previous item of special interest regarding uninsured
motorists, the State of Arizona had no database of uninsured motorist that could be checked before a
vehicle was towed. It would create a liability and it was her intent to bring the item forward to the Arizona
League of Cities and Towns for proposed legislation to create a database.

EXECUTIVE SESSION
Council entered into executive session at 1:27 p.m. with the City Attorney for legal advice, discussion and
consultation regarding the City's position in pending or contemplated litigation, including settlement and
for discussions conducted in order to avoid or resolve litigation pursuant to A.R.S. § 38-431.03(A)(3)(4))
and for discussion/consultation with the City Attorney and the City Manager to receive an update, to
consider its position and to provide instructions/directions regarding Glendale's position in connection
with contracts relating to property located at Bell Road and 83rd Avenue and property located within the
Wolfe Logistics Development pursuant to A.R.S. 38-431.03(A)(3)(4)(7).
A motion was made by Vice Mayor Lauren Tolmachoff, seconded by Councilmember Jamie
Aldama to adjourn the executive session.

Mayor Weiers adjourned the meeting at 3:08 p.m.
