CITIZEN COMMENTS
Bill Demski, Sahuaro District resident, addressed concerns about potholes in City streets, taxes and
employee salaries.
Jean Merkel, Barrel District resident, addressed concerns for saving the Glen Lakes Golf Course and
referenced a petition submitted to Council in May that contained 500 signatures from citizens of
Glendale in support of the golf course. She submitted an additional petition containing 594 signatures.
Pat Ortiz, Barrel District resident, spoke regarding Glen Lakes Golf Course. She was concerned about
overcrowding and noise if the plan to construct new homes in place of the golf course was to proceed.
Judy Kessinger, Barrel District resident, addressed concerns for saving the Glen Lakes Golf Course and
the negative impact its loss would have on the community such as a loss of jobs, increased traffic and no
place for golfers to play.
James Deibler, Phoenix resident, addressed concerns about the recent sale of a City-owned building. He
also expressed his support for saving Glen Lakes Golf Course.

2. PROCLAIM SEPTEMBER 15 TO OCTOBER 15 NATIONAL HISPANIC HERITAGE MONTH

Mayor Weiers said Hispanic Heritage Week was a month-long celebration of culture and
traditions of the many who traced their roots to Spain, Mexico and the Spanish-speaking nations
of Central America, South America and the Caribbean. It was an opportunity to celebrate the
spirit and achievements of Hispanic Americans everywhere. He proclaimed September 15
through October 15 as National Hispanic Heritage Month in the City of Glendale.
AWARD PRESENTATION
Mayor Weiers said over a year ago, Council approved its 2017-2018 Capital Improvement
Program (CIP)which included $5.7 million to convert approximately 18,500 street lights to LED.
By converting from HPS (High Pressure Sodium) lights to energy-efficient LED lights, the City
estimated it would save approximately $500,000 per year in energy costs and $200,000 per year
in general maintenance costs.
Mayor Weiers, along with City Engineer David Beard, accepted a check from Arizona Public
Service (APS) Company employees Patricia McLaughlin and Wendy Valenzuela, in the amount
of$504,953, which represented the savings rebate the City received for the conversion.

Ms. Rabin read the ordinance by title.
Mr. Williams said the annexation was approximately 17 acres in size and was located on the
west side of Sarival Avenue, one-quarter mile south of Glendale Avenue. Following the approval
of the annexation ordinance, the next step was for staff to bring forward a rezoning request for
Council's consideration. Staff recommended the approval of the proposed annexation ordinance.
Vice Mayor Tolmachoff asked if the property was considered developed or undeveloped.
Mr. Williams said it was an agricultural-zoned area, which included four homes on four parcels
that were under annexation consideration. It was considered developed in a low density, rural
character.
Vice Mayor Tolmachoff said there was a municipal service fee assessed on a developed parcel.
She asked if the annexation would be subject to a municipal service fee.
Mr. Williams did not know if a fee would be assessed.
Vice Mayor Tolmachoff asked if an environmental analysis was required prior to the annexation.
Mr. Williams said there was a Phase I environmental assessment done on the site by the
property owners and the purchaser. The assessment revealed no obvious contamination on the
site. He was not aware of any direct policy that required an assessment as part of the
annexation process.
Vice Mayor Tolmachoff said a blank application was brought to Council for a public hearing. It
was the first time Council was made aware of the annexation request and then 30 days later, an
ordinance was brought to Council for a vote. Council had no opportunity to ask questions which
would have been the case if there had been a workshop. Council needed to know what kind of
revenues and economic development could be expected on the property. Council did not have
any of that information. Vice Mayor Tolmachoff was a little bit confused as to why Council had
to make a decision without having all of the information.
Mr. Williams suggested the matter be continued so that specific and additional information could
be provided to Council prior to considering the action.
Councilmember Clark recalled that the Council-approved policy required that when a developed
property was to be annexed, staff would conduct an infrastructure assessment of the property.
The assessment would determine what fees were necessary to bring that property up to City
standards. She asked if any staff assessment had been done on the property.
Mr. Williams said the extent of the analysis was a discussion with the applicant, the land owner
and the developer about the responsibility to extend roadways and other infrastructure to the site
at no cost to the City. The discussions included what infrastructure was needed and who was
responsible for it.
Councilmember Clark was not opposed to annexations but agreed with Vice Mayor Tolmachoff
that the process had not been followed. She was comfortable with continuing the matter to allow
Council to receive additional information.

Councilmember Turner asked if time was of the essence or was the applicant acting well in
advance of the proposed development.
Mr. Williams said the applicant had an overall project schedule but had built in enough time so
that the annexation was not urgent. He had informed the applicant that there had been
questions regarding the background of the property and that a continuance might occur. The
applicant expressed no concern with a continuance of up to four weeks and planned to file a
rezoning application in October. The rezoning process would take about four to six months
before it came back to Council for possible approval.
Councilmember Turner said Council should conduct workshops on all annexations so that it had
a chance to ask questions. It would allow staff time to provide responses prior to a voting
meeting. He supported a continuance.
A motion was made by Councilmember Bart Turner, seconded by Councilmember Jamie
Aldama to continue Ordinance 018-72 to the voting meeting on November 13, 2018 for the
purpose of holding a workshop prior to the voting meeting.

20. ORDINANCE NO. 018-73

RESOLUTION NO. R18-150
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY,
ARIZONA, AMENDING THE GENERAL PLAN MAP OF THE CITY OF GLENDALE, ARIZONA,
BY APPROVING GENERAL PLAN AMENDMENT GPA18-03 FOR PROPERTY LOCATED AT
8450 WEST GLENDALE AVENUE.

Ms. Rabin read the ordinance and resolution by title.
Mr. Williams said the proposed project, Positano, was located at 8450 West Glendale Avenue
and comprised approximately 12.7 acres. The site was currently zoned A-1 (Agricultural) and
had been used for agricultural production.
Mr. Williams said the proposed General Plan designation Medium Density Residential (MDR),
3.5—5.0 dwelling units per acre and the proposed zoning, R1-6 and R1-7 Planned Residential
Development (PRD), was appropriate for the site. It would allow the property to be developed to

the highest and best use. The proposed 56-lot residential infill development had access to a
major arterial roadway, West Glendale Avenue. It would develop an otherwise undevelopable
site while offering more housing products to the Glendale consumer.
Mr. Williams said staff recommended approval of the General Plan Amendment as requested
and approval of the rezoning application subject to the stipulation that development shall be in
substantial conformance with the project narrative and site plan date stamped August 16, 2018.

COUNCIL COMMENTS AND SUGGESTIONS
Councilmember Aldama reminded Ocotillo district residents of the district meeting on October 24, 2018,
from 5:30 p.m. to 7:30 p.m., at the Ceremony Shop in Catlin Court.
Councilmember Hugh reminded Cactus district residents of the district meeting on October 17, 2018,
from 5:00 p.m. to 7:00 p.m., at Manistee Ranch, located at 51st Avenue and Northern. He hoped to see
everybody there.
Councilmember Turner reminded Barrel district residents of the upcoming district meeting on Thursday,
October 18, 2018, at the American Elementary School, located at 55th Avenue and Butler. The meeting
would start at 5:30 p.m.
Vice Mayor Tolmachoff congratulated the excellent employees of the Water Services Department on
receiving the Crescordia Award at Arizona Forward's 38th Annual Environmental Excellence Award for its
Desert Food Forest.
Mayor Weiers suggested a Council discussion in the near future regarding the possibility of having a
Mayor's Youth Advisory Commission (MYAC) student attend the meetings to act as a page. MYAC
students were required to attend meetings and it might be a way to expose the students to what Council
was doing.

Mayor Weiers adjourned the meeting at 6:37 p.m.
