1. CALL TO ORDER
Chair Larry Flatau called the meeting to order at 6:00 p.m.
2. APPROVAL OF THE AGENDA-WITHDRAWALS AND CONTINUANCES
The agenda was approved by consensus without withdrawals or continuances.
3. CITIZEN COMMENTS
No citizen comments were received.
4. APPROVAL OF THE MINUTES
Approval of the minutes from the June 4, 2018 Citizen Bicycle Advisory Committee Meeting.

5. GLENDALE ACTIVE TRANSPORTATION PLAN UPDATE
Ms. Davis gave an update on the Glendale Active Transportation Plan, which included the
following:
•Steps to Creating an Active Transportation Plan
• Map of Planning Area was displayed
•Overview of Glendale
•Active Transportation Network
• Data on sidewalks, curb ramps and bicycle facilities in Glendale
• Regional Connections
•Crash History
•Transit Access— Maps displayed
• Public Outreach Conducted
•Online Survey and Map
• Next Steps
Committee-member Marsh inquired if the study would include a conditions assessment of trails.
Ms. Davis replied that the trails will be counted, but an-assessment is not in the scope of work at
this time.
Chair Flatau inquired about data on pedestrian/bicycle crashes whereby the driver was at fault.
Ms. Davis stated that data was obtained from the state but no information about who is at fault
was provided. Chair Flatau inquired as to how crashes can be avoided. Ms. Davis indicated
having high-visibility signage; this would be discussed at a future time.
Committee-member Nesfield suggested conducting surveys at the Glendale Adult Center and
Chair Flatau suggested at the libraries, senior centers and Councilmembers' newsletters. Ms.
Davis stated that posters promoting the survey will be placed along the trails in
September/October and that Officer Lines posted the survey on Nextdoor and will be posted
again.
Chair Flatau indicated he attended the Tech Advisory Committee (TAC) meeting. A presentation
regarding the Active Transportation Plan was provided. Chair Flatau stated that there were
representatives from MCDOT, Glendale, ADOT, MAG, and more at the meeting. Chair Flatau
commented that Committee-member Nesfield was also present at the TAC meeting and she
was the only person who mentioned horses in the discussion. Chair Flatau asked if there would
be a few more TAC meetings and Ms. Davis replied in the positive.
Committee-member Marsh inquired about connectivity between jurisdictions. Ms. Davis noted
that there is good potential for better connectivity. Mr. Sage commented that some of the other
valley city representatives were not able to attend the recent TAC meeting and will hopefully be
able to attend the next one. Ms. Davis stated that Surprise, El Mirage, and Phoenix are sharing
data.
Chair Flatau suggested outreach at schools. Ms. Davis indicated that she is working with
Community Services for this type of outreach and the Public Health Department is providing the
surveys in English and Spanish. Chair Flatau thanked Ms. Davis for the information.
6. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee-member Nesfield reported on the August 2, 2018 Citizen's Transportation Oversight
Commission meeting. The homeless situation and impacts on Transportation in Glendale was
discussed and a presentation was given by Community Services.
CTOC approved the CBAC Mission Statement in the current iteration and so it is official. Mr.
Sage confirmed. Officer Lines commented that the number of homeless at the January count is
underestimated and that there is a need for regional cooperation. Examples of his interactions
with the homeless and issues with enforcement were provided.
Mr. Sage suggested putting the homelessness issue on an upcoming agenda. Chair Flatau
agreed and asked for further information on how homelessness impacts biking, pedestrian, and
equestrian aspects. Chair Flatau commented that homelessness is a very challenging issue.
7. OTHER BUSINESS
Ms. Garcia Ramirez reported on the following: CBAC Mission Statement approval by CTOC;
The Glendale Family Bike Ride 2019 to occur Sunday March 31, 2019; E-Bikes and Bike
Sharing update in progress.
Mr. Sage provided a Project Update for the Maryland Avenue Bike/Ped Connection project.
Committee-member Osborn announced that he received a notice that the City is installing speed
bumps on his street. He stated that his street is in such bad condition and wondered why the
speed bump would be installed on a street in such disrepair. Mr. Sage will obtain the specific
location to perform additional research.
Chair Flatau was contacted to possibly write a biking blog for the City website's bicycle page,
but was not available to write the blog on an ongoing basis and wondered if anyone else would
like to do so. Committee-member Nesfield suggested a collaborative approach where various
Committee-members could submit an article.
8. FUTURE AGENDA ITEMS

•Chair Flatau inquired about potential City participation in Tour de Cure at Midwestern
University. Mr. Sage will ask Ms. Dory Ludwig to continue research.
9. NEXT MEETING
The next regular meeting of the Citizen Bicycle Advisory Committee will be held on Monday
October 1, 2018 at 6:00 p.m., in Building A, Suite 111, located in the Transportation Office 6210
W. Myrtle Ave., Glendale, Arizona, 85301.
10. ADJOURNMENT
Chair Flatau adjourned the meeting by consensus at 7:09 p.m.
The Citizen Bicycle Advisory Committee meeting minutes of August 6, 2018 were submitted and approved
this 1st day of October, 2018.
