CALL TO ORDER Chair Schmitt called the meeting to order at 6:00 p.m. 2. APPROVAL OF THE AGENDA -WITHDRAWALS AND CONTINUANCES Action to approve the agenda for the September 6, 2018 Citizens Transportation Oversight Commission meeting, as written. APPROVAL OF THE MINUTES Action to approve the minutes from the August 2, 2018 Citizens Transportation Oversight Committee meeting, as written. CITIZEN COMMENTS Mr. Bob Harris, a resident of Peoria, commented that he has lived in the valley for 30 years and drives through the City of Glendale frequently. Mr. Harris noted that each time approaches a Glendale city limit, the speed limit on the road drops from 45 mph to 40 mph. Mr. Harris wondered why this occurs. Mr. Sage replied that this would be most appropriately addressed by Traffic Engineering staff, and therefore this item will be included on a future agenda for infromation and discussion. [Commissioner Jared and Mr. Christianson entered the meeting] Chair Schmitt stated that he had questioned the decreased speed limit previously and had asked if the 40 mph speed limit was based on the 85th percentile. Chair Schmitt noted that the change can cause an issue for drivers. 5. TRAFFIC SAFETY AND ENFORCEMENT Lieutenant McCauslin gave a presentation, which included the following: •Crashes/driver safety •3-year historical review of collisions from 2014 through 2016 (in Glendale) •Glendale Top 10 Intersections for Crashes •Increased physical motor force presence by Glendale Police • Results of Increased Enforcement Actions •Year to Date Traffic Collisions—2016, 2017, and 2018 • Red light running •Traffic education Sergeant Bayer commented on the special effort and noted that the overall goal is to educate drivers and to encourage drivers to be mindful while driving as there are many distractions. Lieutenant McCauslin commented that the police in the cities of Tempe and Mesa have the capability to preempt traffic signals for emergency vehicles and Glendale does not have this capability. Chair Schmitt asked if Lieutenant McCauslin would like the commission to review the issue and make a recommendation from a safety perspective. Lieutenant McCauslin replied that there are various impacts and implications with this type of system, which would have to be reviewed in depth. Mr. Sage noted that the issue could be placed on a future agenda. Chair Schmitt inquired as to the number of pedestrian incidents that occur within a crosswalk versus jaywalking. Sergeant Brown replied that the majority of fatal pedestrian crashes do not happen in crosswalks. Chair Schmitt suggested communicating this fact to the public and differentiating this in the statistics when reported in the media. Lieutenant McCauslin reported that about half of the fatal pedestrian incidents this year have involved the homeless and officers work to educate the homeless on safety. Chair Schmitt asked if police cite jaywalkers. Sergeant Brown replied in the positive. Vice Chair Geurs inquired as to the fine for jaywalking. Sergeant Brown relayed that jaywalking is a civil fine, however, it can be fined as criminal infraction for repeat offenders. Lieutenant McCauslin added that jaywalking is a Class 1 Misdemeanor which can be fined up to $500.00. Vice Chair Geurs asked if the officers have seen a decrease in accidents at 59th Avenue and Olive Avenue due to the recent intersection improvements. Sergeant Brown replied that the improvements should help. Vice Chair Geurs commented that most of the jaywalking he sees at that intersection occurs about 15 feet from the crosswalk. Commissioner Jared commented that he sees many school children who do not use the crosswalk when crossing streets near the intersection of 43rd Avenue and Bethany Home Road. Lieutenant McCauslin stated that this intersection poses enforcement challenges because part of the intersection belongs to the City of Phoenix and the other part to Glendale. Lieutenant McCauslin noted that most of the problems at the intersection involve crossing 43rd Avenue, which would fall under Phoenix's jurisdiction. Lieutenant McCauslin played a Glendale Police Department promotional Youtube video on traffic safety. Commissioner Nylund wondered if there have been any discussions to bring driver's education back into the schools. Lieutenant McCauslin replied that he has not heard any discussions on this topic. Commissioner Nylund suggested partnerships with insurance companies, car dealerships, and local schools to bring driver's education back to the schools. Commissioner Nylund asked if the Police Department would support such a movement. Lieutenant McCauslin replied that there are various funding and liability issues to consider and this type of program would have to be implemented by the City Manager's Office. 6. STATUS UPDATE - BETHANY HOME ROAD EXTENSION Continuation of the August 2, 2018 agenda item of the same name, for the Commission to consider a recommendation to Council regarding this project. Mr. Sage discussed that at the August meeting, commissioners received an update on this project, and afterward voted to make a recommendation to Council about this project. However, the item was listed on the agenda as "for information and discussion," not "for action." Therefore, the City Attorneys Office advised CTOC to place the item on the September agenda as "for action" and re-take the vote. ACTION BY CTOC: To confirm that the CTOC has received the presentation from staff and supports the construction of Bethany Home Road between 83rd Avenue and 91st Avenue by the target construction date of January 2022, as specified in the current development agreement, and if that date is not going to be met for whatever reason, the CTOC recommends that Council allocates the necessary funding to complete the City's half of the project independently. MANAGER'S REPORT Mr. Adabala presented the Manager's Report, which focused on the following ongoing Glendale transportation projects: •59th Avenue & Olive Avenues Intersection •71st Avenue: Orangewood to Myrtle •Camelback Road Sidewalks:79th Avenue to 83rd Avenue • Neighborhood Connections • Maryland Avenue Bike/Ped Connector •Glendale Active Transportation Plan • Flashing Yellow Arrows •Cooperative Management Program Vice Chair Geurs stated that turning left from westbound Olive Avenue to southbound 59th Avenue is confusing due to the lack of pavement markings and the corner on the southwest side is not well-lit. Vice Chair Geurs suggested the use of reflective tape or a dotted line. Mr. Adabala discussed that the final pavement striping for the recent construction project is not yet installed, and that the final striping may address this issue. Traffic engineering staff will be notified of the comment. 8. COMMISSION AND STAFF UPDATES Commissioner Nylund reported that he was contacted by a GO Program auditor to whom he informed that three Commissioner terms are expiring in January and expressed concern about the loss of experience and knowledge on the Commission. Commissioner Nylund stated concern over the loss of historical knowledge. Chair Schmitt announced that he received a call from the City Clerk's office asking if he would like to renew his term. Commissioner Nylund was told that the Commissioners could only serve two terms. Ms. Sage clarified that Council members can recommend additional terms for commissioners representing their districts. Mr. Adabala relayed that staff is typically not copied in communications from the City Clerk's Office to commissioners. Vice Chair Geurs requested an updated list of Commissioner terms and expirations. Mr. Sage will provide cornmissioenrs with the most current list. . 9. FUTURE AGENDA ITEMS Commissioners provided the following request for future agenda items: • Emergency Vehicle Pre-Emption. •Construction project coordination regarding impacts to the traveling public. •Glendale speed limit justification. 10.
