GLENDALE AVE. GLENDALE, ARIZONA 85301 SEPTEMBER 10, 2018 6:00P.M. 1. CALL TO ORDER Chair Cole called the meeting to order at 6:00 p.m. 2. ROLL CALL Chair Cole took roll call. CITIZEN COMMENTS None. 4. NEW BUSINESS a. INFORMATION: SAHUARO RANCH HISTORIC AREA FIRE DAMAGED REBUILD DESIGN Dick& Fritsche Design Group will provide an update to the Parks and Recreation Advisory Commission and the Historic Preservation Commission on the design status of the structures damaged during the fires. Mr. King reminded all present of the fire damage at the Sahuaro Ranch Historic Area and stated that the re-build process is in the design phase. Mr. King introduced Mr. Billings and Mr. Otwell, of Dick& Fritsche Design Group (DFDG), who will present their most recent renderings of the re-build. Mr. King stated that the purpose of the meeting is to review the architectural designs prior to being finalized by the City and to address any Commission questions or comments. Mr. Otwell is an Historic Preservation Specialist and shared his background in Arizona and his history in Glendale. Mr. Otwell stated that the job of DFDG is to reconstruct the buildings as close to the original as possible. Mr. Otwell displayed and reviewed in detail the floor plans and elevation plans for the following: •The dairy barn •The stable/granary •The blacksmith shop •The scale house Mr. Otwell noted the following in regards to the re-build: • Remaining foundations were used for building sizing in the plans. • Historical and current photos will be used for accuracy. •Any remaining items/remnants have all been carefully saved.These items include the barn door, hardware, hinges, and gates from the dairy barn. • Minimal lighting will be used in the buildings. •The original lumber used in the buildings was 2"x4" lumber.However, the modern sizing of 2"x4" lumber is actually 1.5"x3". • Use of the modern sized lumber is recommended for a few reasons. •This is a clue that the buildings were rebuilt. • If any work on the buildings is needed in the future, it will be easier to replace the modern sized lumber. • Steel connectors will be used for the lumber, which is also a difference from the old construction. Vice Chair Quinn inquired as to the cost of using the original lumber size. Mr. Otwell replied that it would most likely cost 15% more as it would be a custom milling and would need to be certified by a lumber certifier. Mr. Otwell noted that the insurance company will pay for either size of lumber. Mr. Billings explained that using the original size lumber will be costlier and will delay future repair/replacement time due to vandalism or dry rot. Commissioner Schiavone wondered what type of wood was used. Mr. Otwell replied that douglas fir was used for the structure and pine was used for the cladding. Commissioner Schiavone inquired as to where the wood would have originated from and Mr. Otwell replied that it was most likely from the White Mountains. Commissioner Rovey shared the following observations: •When he walks into an old building and sees the old dimension lumber, it makes a statement. • He would like to see the effort to use the full dimension lumber. •The concrete bindings will be a sign of the rebuild. • He restores old tractors and would not use modern parts. •The old dimension lumber is still made in the White Mountains. • Modern lumber would take away from the historic nature of the park. • Other visitors would take note of the full dimension lumber. Chair Hackenberg inquired as to why a marker indicating a rebuild would be wanted. Mr. Otwell replied that it was a way of being truthful about history as the project is a reconstruction, not a restoration. Mr. Billings commented that when restoring an old tractor, there is a shell to work with, however, there is nothing left to work with on the buildings. Commission Rovey stressed that full dimension lumber is available, however. Commissioner Lund asked about security during the construction. Mr. King noted that security cameras have been installed throughout the barnyard, tree canopies have been raised, there is increased police presence, and staff is more vigilant. Mr. King added that the construction contractor will fence and secure the area during the construction process. Chair Hackenberg inquired about the meaning of minimal lighting. Mr. Otwell explained that it is lighting that is minimal, but useable. Commissioner Rovey asked if the Historic Preservation Office would need to be involved in the project and Mr. Otwell replied in the negative. Commissioner Rovey announced that there was a piece of line shaft in the blacksmith shop and there might be an opportunity to put the line shaft back and expand it for the blacksmith's use. Commissioner Rovey noted that the line shaft was in the rafters and it would be fabulous to see it in operation. Mr. Billings commented that the project is limited to what the insurance company will pay for and the insurance company will only pay for what was originally there. Commissioner Rovey stressed that the line shaft was there and maybe other groups could be partnered with to fund the expansion of the line shaft. Mr. Otwell will zoom in on the photographs in regards to the line shaft. Commissioner Rovey stated that the wooden forge was in the southwest corner of the blacksmith shop. Mr. Otwell relayed that the foundation for the forge is still there and it will be documented. 5. COMMISSION COMMENTS AND SUGGESTIONS Commissioner McAffee asked if 100% of the scope of the rebuild project would be covered by insurance and Mr. Billings replied in the positive. Mr. King thanked all for their attendance at the meeting. 6. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will begin at 6:30 p.m. following the joint meeting, in conference room B-3 of the Municipal Office Complex, located at 5850 W. Glendale Ave., Glendale, Arizona, 85301. 7. ADJOURNMENT Chair Cole adjourned the meeting at 6:38 p.m. The Parks and Recreation Advisory Commission / Historic Preservation Commission joint meeting minutes of September 10, 2018 were submitted and approved this 8th day of October, 2018.
