MINUTES OF A REGULAR MEETING OF THE
GOVERNMENT SERVICES COMMITTEE HELD
TUESDAY, JUNE 27, 1989 AT 6:55 A.M.
The meeting of the Government Services Committee was called
to order by Chairman Bob Huffman. Members present were:
Huffman, Hugh, and McAllister. Staff members present: Pam
Kavanaugh and Linda Duke.
Motion by Hugh, seconded by McAllister to approve the minutes
of June 20, 1989. Motion carried.
Discussion of Mission Statement and Purpose
Chairman Huffman discussed the mission statement and
purpose. The mission statement was adopted without change.
Mission Statement
To facilitate the development of a corps of community leaders
-- broadly representative of all segments of the City -- by
providing citizens opportunities to participate in city
government and enhance their commitment to Glendale.
The committee agreed the purpose would read:
Purpose
The purpose of the Government Services Committee shall be to
recruit for Council consideration qualified Glendale
residents interested in serving as members of volunteer
boards, commissions, advisory councils, task forces or as
volunteer technical advisors to council committees.
The committee shall make its best effort to assure that each
board, commission, task force, and advisory council has
representation from each district.
Standing Rules
Motion by McAllister, seconded by Hugh for the Governments
Services Committee to meet on the third Tuesday of each month
at 8: 00 a.m. in the Council Room of the Municipal Office
Complex. Special meetings may be called when needed. Motion
carried.
Government Services Committee Goals
Possible goals discussed were:
1. Get input from Mayor and Councilmembers in recruiting
applicants.

2 . Recruitment of qualified applicants shall be timely and
prolonged vacancies shall be avoided.
3. Applicants shall be endorsed by the councilmember of the
district where applicant votes except as provided in #4
below.
4. In order to provide an at-large member of each board or
commission, the Mayor may designate one member without
committee approval.
The committee will continue discussions on goals at the next
meeting.

There being no further business the meeting convened to
executive session at 7:45 A.M.
