Tuesday – April 5, 2016 Regular Meeting Minutes

Councilmember Tolmachoff called the meeting to order at 10:10 a.m. Present were
Councilmember Jamie Aldama, Councilmember Ray Malnar and Councilmember Lauren
Tolmachoff. Also in attendance were Kriss Carneal, City Attorney Michael Bailey,
Intergov Programs Administrator Jenna Goad and Intergov Programs Director Brent
Stoddard.
#1 – Approval of Minutes from GSC Meeting of March 1, 2016: Councilmember
Malnar made a motion to approve the minutes from the March 1, 2016 meeting.
Councilmember Aldama seconded the motion. Motion approved.
#2 – Resignations: Mel Strahl (Mayoral) and Linda Yaeger (Sahuaro) from the Aviation
Advisory Commission. Brian Pirooz (Cholla) from Library Advisory Board.
#3 - Aviation Advisory Commission – E-Mail: Leonard Escudero from the Aviation
Advisory Commission sent Councilmember Tolmachoff an e-mail because she is the Chair
for the Government Services Committee. Councilmember Tolmachoff spoke with Mr.
Escudero and advised him that we are working on the issues he discussed in his e-mail.
One of the items in the e-mail was a concern about quorum issues. There are currently three
vacancies on this Commission. Councilmember Aldama advised that he reached out to Mr.
Escudero as well in reference to his concerns. It was discussed to start advertising more to
try and get more applicants. Some suggestions were to do a Glendale 11 episode, continue
to put this information in the Council newsletters and have Councilmember Tolmachoff
made a statement during a Council meeting before the Commissioners take their oath. The
other suggestion was to ask if the Mayor would be willing to put something about boards
& commissions in the Connection, since he places an article in the Connection every other
month. This would reach all of Glendale residents and not just the ones who receive the
Council newsletters and watch Chanel 11.
Councilmember Aldama suggested that we post the qualifications for each
board/commission. This way the citizens know that they don’t necessarily need experience
in the board/commission they may be interested in.
#4 – Commission Membership Requirements: Michael advised that this item will be
brought to full Council as a special interest item where we can clean up the ordinances and
resolve any inconsistencies.
Councilmember Tolmachoff asked why MYAC (Mayor’s Youth Advisory Commission)
was not on the list since it is an advisory commission. Michael advised that this commission
is handled solely through the Mayor’s office. Michael advised that the other
boards/commissions formally advise Council, where MYAC does not. MYAC participates
in youth campaigns and community service. Councilmember Tolmachoff advised that a

constituent asked her if she had any Cholla teens on MYAC and she did not know. The
constituent was disappointed when Councilmember Tolmachoff was not able to answer
that question. None of the Councilmember’s know who is serving on MYAC. Michael
advised that Council can suggest to bring MYAC under boards/commissions.

At 10:40 a.m. Councilmember Aldama made a motion to adjourn. Councilmember Malnar
seconded the motion. Motion approved.
