1. CALL TO ORDER
Chair Flatau called the meeting was called to order at 6:30 p.m.
2. APPROVAL OF THE AGENDA -WITHDRAWALS AND CONTINUANCES
No withdrawals or continuances were identified for the February 5, 2018 Citizens Bicycle
Advisory Committee meeting agenda.
3. CITIZEN COMMENTS
No citizen comments.
4. APPROVAL OF THE MINUTES
Approval of the minutes from the November 6, 2017 Citizens Bicycle Advisory Committee
meeting.

5. MOVING GLENDALE AHEAD TRANSPORTATION PLAN -DRAFT
Mr. Ebersole announced that the following presentation was made at Council Workshop on
January 9, 2018 and to CTOC on February 1, 2018. Mr. Ebersole noted that after the
presentation this evening, feedback will be captured and brought back to a third Council
Workshop in May, 2018. Mr. Sage and Mr. Ebersole gave the presentation, which included the
following:
• Light Rail Project Savings
•Current Transportation Funding Distribution
• Recommended Plan Distribution
•Current and Recommended Street& Highway Funding
• Current and Recommended ITS/TSM Funding
•Current and Recommended Transit Funding
•Current and Recommended Miscellaneous Projects/Programs
•Traffic Education Program
• Proposed Implementation Plan
• Level of Service (LOS)
• Requested Council Guidance
Committee-member Osborn stated that there are a lot of streets in bad condition. Mr. Sage stated
that the new Pavement Management Program is designed to catch up with deferred street
maintenance. Mr. Ebersole noted that there is $10 million allocated to this program. Mr. Ebersole
explained the different aspects.of pavement management, and noted that 40% of the funds have
been exhausted and 30% of the City has been done already. A consultant was hired to assess all
750 miles of the City's streets and gave the streets a Pavement Condition Index(PCI) rating. The
average rating was 65 and the City would like to raise the average to above 70. Mr. Ebersole
announced that the streets with low PCI's are currently being addressed.
Chair Flatau wondered if information would be posted online whereby residents could see when
their streets would be addressed. Mr. Ebersole stated that currently, the streets to be addressed
in the immediate future are delineated online. Chair Flatau commented that Sweetwater between
59th Avenue and 63rd Avenue is in bad condition. Mr. Ebersole relayed that mill and overlay on
this street is scheduled to be done the first week of June 2018, as the plan is to wait for school to
be out of session. Chair Flatau commented it would be beneficial for citizens to know when their
streets will be repaired. Mr. Ebersole understood, however noted that there can be changes in
supplier and/or contractor schedules so only more immediate repair plans are posted.
Mr. Sage announced in the upcoming weeks staff will be working on the Bicycle and Pedestrian
Active Transportation Plan.
Committee-member Scanlon noted that the Draft Transportation Plan recommendation to
increase Bicycle and Pedestrian from 1% funding up to 7% funding equates to $600,000 a year.
Committee member Nesfield stated that at the CTOC meeting, there was a Commissioner who
felt that this was too much for Bicycle projects.
Committee member Nesfield inquired if the new sidewalk ADA ramps are part of the
Bicycle/Pedestrian or Streets. Mr. Ebersole explained that the ramps are part of the Pavement
Management Program.
Mr. Ebersole noted that this is a high-level presentation and staff will bring back a specific list of
projects to the Committee at a future meeting.
Committee-member Scanlon inquired if there was a center for the ITS cameras. Mr. Ebersole
replied in the positive and stated that Mr. Sage will follow-up with scheduling the next CBAC
meeting at the Traffic Center.
Committee-member Waters asked if the Dial-A-Ride and GUS Bus programs cover their costs.
Mr. Ebersole replied in the negative and explained that Dial-A-Ride has variable fees and the
charge to ride the GUS bus was 25 cents, however it was recently changed to being free. Mr.
Ebersole stated that, based on recent rate charge reviews, the GUS fare was removed because
it cost more to count/process the quarters than the total amount received.
Mr. Ebersole asked the Committee-members to email Ms. Dory Ludwig to volunteer for the Bike
Rodeo or the Glendale Family Bike Ride. Chair Flatau asked that Ms. Ludwig reach out to the
Committee-members for any other volunteer opportunities in the future.
Mr. Ebersole explained that changing from LOS C to D results in an additional 2 minutes along
59th Avenue from Camelback Road to Deer Valley Road, based on modeling and simulation.
Chair Flatau inquired if there was a correlation between LOS and accidents. Mr. Ebersole replied
that there are different opinions on that question. Mr. Ebersole stated that a more in-depth
discussion can be held at the meeting at the Traffic Center.
Mr. Sage noted that the Active Transportation Plan will identify needs for Bicycle and Pedestrian
facilities in Glendale. Mr. Sage clarified that the Plan would be completed in 2019, the funds have
become available through MAG, and the kick-off will begin soon.
Chair Flatau stated that the Committee originally set a goal for a level of Silver for the Bike
Friendly Community rating and this is not in the Draft Transportation Plan; rather the Plan states
to just be a Bike Friendly Community. Mr. Sage noted that last time, the City received an
Honorable Mention although Silver may be challenging to obtain. It was suggested that the
Bronze rating might be a more achievable goal first. Chair Flatau stressed that the City has a
better chance of reaching a goal if it is better defined. Mr. Sage stated that he would take the
Chair's recommendation back to staff and see how it could fit into the strategy.
Mr. Ebersole announced the following:
•There is a possibility that$900,000 in General Fund contributions to the GO Program will go
away.
•There is a possibility that the HURF program will pay approximately $1 million into the
General Fund, for allocated program administration costs.
Committee-member Scanlon suggested, that since the CBAC has been revising its Mission
Statement, including the Pedestrian and Equestrian focus as well. Mr. Sage will follow-up.

6. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS
Committee-member Nesfield reported that the same presentation on the Draft Transportation Plan
was given at the February 1, 2018 Citizens Transportation Oversight Commission (CTOC) meeting.
7. OTHER BUSINESS
Mr. Sage discussed the following items:
•Coyotes Game/Boards and Commissions Appreciation Night reminder-event Monday
February 12, 2018.
•The Glendale Family Bike Ride will be held on April 22, 2018. Please contact Mr. Sage or Ms.
Ludwig if you would like to volunteer.
•Active Transportation Plan Update
•Consultant(Jacobs) now under contract with MAG
• MAG/Glendale IGA—on Feb. 13th Council
• Project kickoff immediately after Council approval
• Presentation/workshop with CBAC—April or May meeting anticipated
• Maryland Avenue Bike Facilities
• Project—69th Avenue to 75th Avenue
•Conceptual design assistance grant awarded; contact between MAG and J2 (design
contractor)finalized 02/01; project kickoff 2/15 or 2/21 (scheduling underway)
•Construction funds recommended by MAG Active Transportation Committee in Dec.

8. FUTURE AGENDA ITEMS
Chair Flatau asked if the the Bicycle page of the City website could be updated. Mr. Sage replied
that the City website is being updated in its entirety and the entire project will take about a year.
However, suggestions for specific improvements could be discussed at the next meeting.
Chair Flatau inquirde about social media outlets and Committee-member Waters noted that there is
an Instagram page for Glendale biking. Mr. Sage commented that a social media discussion could
be put on next month's agenda.
Chair Flatau followed up on Committee-member Scanlon's suggestion regarding incorporating
pedestrian and equestrian concerns to the CBAC. Mr. Ebersole replied that staff will follow up with
legal regarding guidance on this proposed change.
9. NEXT MEETING
The next regular meeting of the Citizen Bicycle Advisory Committee will be held on March 5 at
6:00 p.m., at the City of Glendale Traffic Management Center, 9658 North 59th Avenue, Glendale,
Arizona 85302.
