4. APPROVAL OF THE MINUTES
a. Government Services Committee Minutes of March 20, 2018
A motion was made by Councilmember Ian Hugh, seconded by Councilmember Bart
Turner to approve the March 20, 2018 Government Services Committee meeting minutes.

5. RESIGNATIONS
Ms. Bower reported that Michael Scanlon had resigned from the Citizen Bicycle Advisory
Committee effective April 30, 2018.
6. MOTION TO ENTER INTO EXECUTIVE SESION
A motion was made by Councilmember Ian Hugh, seconded by Councilmember Bart
Turner to enter into executive session.

A motion was made by Councilmember Bart Turner, seconded by Councilmember Ian
Hugh to adjourn the executive session.

8. NEW BUSINESS
Ms. Bower said the members of the Community Development Advisory Committee (CDAC) had
raised concerns about terms expiring on January 31st. Although there was no legal conflict,
committee members felt it would be difficult for new members to take office in the middle of the
application process for the award of federal funding. Members wanted Council to be aware of
the conflict.
Ms. Bower said currently, five members'terms were set to expire in 2019 and eight members'
terms were set to expire in 2020. She suggested staggering the terms more so that there would
not be so many new members taking office at one time. There were no term limits for service on
the CDAC.
Ms. Bower said the staff liaisons, Stephanie Small, Community Services Director and
Charyn Eirich-Palmisano, Community Revitalization Administrator, for the CDAC had also
provided information on the new requirements for the neighborhood representative positions on
the CDAC. In the past, the neighborhood representatives were required to reside in
neighborhoods that were identified as low to moderate income on the census tract. The new
requirement was that the representative self-identify as qualifying as low to moderate income.
Ms. Bower said Ms. Small had indicated that the Housing Services Administrator would identify
qualified candidates for the CDAC and forward applications to Council for consideration for
service on the CDAC. Ms. Bower said there were currently three neighborhood rep vacancies.
Councilmember Malnar would provide the information to Council for discussion.
9. NEXT MEETING
The next regular meeting of the Government Services Committee was scheduled for June 5,
2018 at 2 p.m., in the Council Conference Room of City Hall, located at 5850 W. Glendale Ave,
Glendale, Arizona, 85301.
10. ADJOURNMENT
Councilmember Malnar adjourned the meeting at 2:20 p.m.

Hugh to adjourn the meeting.
