Flatau,Chair Chris Fundis, Vice Chair Paul Marsh, Committee Member Marie Nesfield, Committee Member Kolby Waters, Committee Member Absent: Michael Osborn, Committee Member Also Present: Patrick Sage, Transportation Planner Marilu Garcia Ramirez, Transportation Planner Dory Ludwig, Traffic Education Program Manager 1: CALL TO ORDER The meeting was called to order at 6:00 p.rri. by Chair Larry Flatau. 2. APPROVAL OF THE AGENDA-WITHDRAWALS AND CONTINUANCES Approval of the agenda for the June 4, 2018 Citizens Bicycle Committee with the following change: addition under Other Business to include a report on e-bikes by Committee-member Marsh. CITIZEN COMMENTS No community member comments. 4. APPROVAL OF THE MINUTES Action to approve the minutes from the May 7, 2018 Citizen Bicycle Advisory Committee. • Motioned by Vice Chair Chris Fundis, seconded by Committee Member Kolby Waters AYE: Chair Larry Flatau Vice Chair Chris Fundis Committee Member Paul Marsh Committee Member Marie Nesfield Committee Member Kolby Waters Other: Committee Member Michael Osborn (ABSENT) Passed 5. 2018 GLENDALE FAMILY BIKE RIDE SUMMARY Ms. Ludwig gave a presentation on the Glendale Family Bike Ride, which included the following: • Promotion •Registration • Event Shirts & Sling Backpacks •Kids Rides, Bike Rodeo & Exhibitors • Helmet Swap & Helmet Planters • Bike Check Station • Fun at the Park • Routes & Rest Stops • Medals • Participant Survey • Pictures • Event partners and volunteer groups Committee-member Marsh commented that he volunteered at the Marshall Ranch rest stop with • Vice Chair Fundis and that rider count at that rest stop may have not been accurate since there were two entrances. Mr. Sage commented that next year, tube counters may be available for use for a more accurate count of riders on the day of the event. Ms. Ludwig noted that Committee-member Kolby was a bike ambassador at the event and wondered if this should be done again next year. Committee-member Kolby relayed that he heard riders commenting on worries about getting a flat tire during the ride and he assured them that he would be on the route assisting with any flat tires. Committee-member Kolby saw the Gus Bus on the routes for assistance as well. Committee-member Marsh stated that most rides have a wagon that picks up riders whose bikes have broken down or are in need of other help. Ms. Ludwig replied that this was why the Gus Bus was on the routes. Committee-member Kolby suggested having a vest that said "Assistance" on the back, to be easily seen. Committee-member Marsh suggested the use of radios or a single cell phone number for an event coordinator. Chair Flatau suggested posting signs with a cell phone number so riders would know who to call for assistance if needed. Committee-member Nesfield suggested including assistance contact information on the route maps. Ms. Ludwig reported that there are two dates under consideration for the bike ride next year: April 28th and March 31st. Ms. Ludwig stated that March 31st is preferable due to the weather and is awaiting response from Glendale Community College in regards to availability. Chair Flatau asked about plans for City Council recognition of the event vendors and supporters. Ms. Ludwig is working on the plans and noted that due to the Council summer break, she will request a spot on the fall agenda. Chair Flatau thanked Ms. Ludwig for the presentation and a great job on the event. 6. GLENDALE ACTIVE TRANSPORTATION PLAN UPDATE Mr. Sage gave an update on the Glendale Active Transportation Plan, which included the following: • Project Website: www.GlendaleATP.com • Public Outreach Conducted •Online Survey and Map •Pending Public Outreach •Technical Advisory Committee • Existing and Future Conditions • Next Milestones Vice Chair Fundis inquired if call-in or remote attendance would be available for the Technical Advisory Committee meeting. Committee-member Kolby suggested posting the meeting via Facebook Live, Instagram Live, or Youtube. Ms. Sage will follow up on the suggestions. Chair Flatau noted that there was a news report on ABC 15 regarding safety at the MetroPlex, which cited crash data from ASU. Chair Flatau asked if staff would be able to obtain this data for use and/or presentation at an upcoming meeting. Staff responded in the positive. 7. REPORTS FROM OTHER COMMITTEES AND ORGANIZATIONS No report. 8. OTHER BUSINESS Committee-member Marsh stated that at the last Committee meeting, he was tasked with reaching out to the owner of the Pedego Bike Shop in Glendale. Committee-member Marsh shared the email and response from the business owner with the Committee, which was as follows: 1. How has the City of Glendale shown its support in the establishment and startup of your electric bike shop? We signed up for the Glendale Chamber of Commerce, of which, the Mayor of Glendale is a VERY active member. When we had our grand opening, the Mayor and our city council member was present. The Mayor rode our bike through the ribbon cutting. He also had a PR person come to do an interview with us, asking about our business, and we were awarded the Mayor's Business of the Week. The City ran the story in the paper. Additionally, the Mayor's office reached out to us to be included in the Glendale Family Bike Ride. The city helped to promote our business by including us in their flyers for the event and set up a booth for us and we showed up with our bikes and allowed people to demo the bikes. The mayor rode one of our bikes in the bike ride and I rode with him. Furthermore, the Mayor reached out to us about donating a bike for his annual bowling event, which we did, it helped promote our business to some key people. 2. What additional assistance would you like to see the City of Glendale extend to your electric bike shop? I would like to see the city modify or update the laws which describe the use of motorized vehicles and accept the 3 different classes of e-bikes; class 1, 2 and 3. Most of our bikes are considered class 2 and in some cases class 1. E-bikes are more and more being ridden by senior citizens that don't have the ability to ride a traditional bike, the assistance makes a huge difference. I believe the current law restricts people that may be handicapped from riding the same trails. Also, ebikes help reduce the carbon footprint and reduce congestion. I would like to see bike lanes widened, which should include a buffer between the bike lane and regular travel lanes. Bike lanes and paths need to be increased to allow more individuals to choose other options besides driving. • Chair Flatau inquired about the definitions of the e-bike classes as referenced in the email response and suggested inviting the City Attorney's office to provide more clarification on the classes and how e-bike fitinto the City'sbicycle policies. Chair Flatau also suggested inviting the owner of the Pedego shop to an upcoming meeting as well. 9. NEXT MEETING The next regular meeting of the Glendale Citizen Bicycle Advisory Committee will be held on Monday, August 6, 2018 at 6:00 p.m., in the Glendale Transportation Office, 6210 W. Myrtle Avenue, Building A—Suite 111, Glendale, Arizona 85301. 11. ADJOURNMENT Chair Flatau adjourned the meeting by consensus at 7:33 p.m. The Citizen Bicycle Advisory Committee meeting minutes of June 04, 2018 were submitted and approved this 6th day of August, 2018.
